After EBASE was unsuccessful in persuading the council to reject Pixar's plan and order a more extensive environmental impact report, the organization launched a campaign to place the two referenda on the ballot. EBASE, which counts the local chapter of the Sierra Club as an ally, reportedly gathered far more signatures than were needed to place the measures on the ballot.
