"Taylor has dedicated her career to serving and protecting the people of San Francisco, putting her life on the line for the city she loves. Today, she and her family need our support."</p><p>The campaign has so far raised over $75,000.</p><figure class="kg-card kg-image-card"><img src="https://img.sfist.com/2026/06/brittney-taylor-sfpd-family.jpg" class="kg-image" alt="Injured SFPD Officer and Arrested Suspect In Sunday Shooting Both Identified"><figcaption><em>SFPD Officer Brittney Taylor, left, and her family. Photo via SF Police Officers Association</em></figcaption></figure><p>In an updated release Monday afternoon, the SFPD identified 36-year-old Norris Reed III as the suspect who was driving the vehicle in question, which crossed the Bay Bridge from Oakland into San Francisco — and police seem to have been on the lookout for the vehicle and were alerted to it, possibly from a license-plate reader.</p><p>After spotting the vehicle in the area of Fifth and Folsom streets in SoMa, police attempted to pull it over in the area of Mission and First streets, at which point the vehicle fled south into the Bayview.</p><p>The vehicle then reportedly became disabled in the area of Bayshore Boulevard and Jerrold Avenue, and Norris allegedly then opened fire on police officers with a semi-automatic weapon, striking Taylor multiple times.</p><p>Police returned fire, and the passenger in the vehicle was critically wounded. It's not clear whether the passenger, who has not been publicly identified, also fired shots or what charges they may face, and they remain hospitalized. Two firearms were recovered from the scene.</p><p>At a press conference Monday, <a href="https://www.kron4.com/news/bay-area/san-francisco-police-officer-shot-in-line-of-duty-identified/">per KRON4</a>, Police Chief Derrick Lew said that officers on the scene provided emergency medical aid to both the passenger and to Taylor, and likely helped to save their lives.</p><p>Lew added that after meeting with officers to discuss the incident, "new and seasoned officers alike were shaken to the core" by what occurred.</p><p>The police union said in a statement, "This incident serves as a stark reminder of the dangers that police officers face every day while protecting the people of San Francisco. "During the encounter, an officer-involved shooting occurred."</p><p>The suspect who was driving the vehicle and allegedly fired the shots attempteed to flee the scene on the foot, the department says, but was apprehended nearby. The passenger in the vehicle sustained life-threatening injuries in the shootout.</p><p>SFPD officers recovered to guns following the shootout.</p><p>As <a href="https://missionlocal.org/2026/06/sfpd-robbery-suspects-exchange-gunfire-cop-and-suspect-both-shot/">Mission Local reports</a> via ShotSpotter data, a total of 19 shots were fired from "high-capacity" weapons.</p><p>The police officers' union issued a statement Monday morning saying, "The San Francisco Police Officers Association is profoundly relieved to learn that the San Francisco police officer who was shot multiple times in the line of duty Sunday night is expected to survive. The SFPD said officers arrested Butler near the building after he allegedly tried to flee, and they recovered a firearm from him. </p><p>Video obtained by the outlet shows officers threatening to break down the doors before smashing through the entrance.</p><iframe src="https://www.facebook.com/plugins/video.php?height=309&href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1219915183419635%2F&show_text=true&width=560&t=0" width="560" height="424" style="border:none;overflow:hidden" scrolling="no" frameborder="0" allowfullscreen="true" allow="autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share"></iframe><p></p><p>The building’s resident manager, Misty Cross, who’s a former Moms 4 Housing activist, told KTVU that officers arrived in plain clothes, refused to show security officers a warrant, and would not wait for her to come downstairs before breaking through the building’s glass entrance doors. Brown says officers also handcuffed a security guard on suspicion of obstruction.</p><p>Cross explained that some residents initially feared the raid involved federal immigration agents because of the officers’ appearance and the way they approached the property. She said several residents hid inside the building while children were returning home from school.</p><p>“During this time, parents and children going in and out of the building had to walk through the smashed glass all over the floor at the front door,” said Brown in her statement.</p><p>Per KTVU, the warrant authorized SFPD to search Butler and two locations tied to him, including an apartment inside the complex where police reportedly seized a pair of shoes and a jacket, among other items. </p><p>Oakland Mayor Barbara Lee said Saturday she was “deeply concerned” by reports and video of San Francisco police breaking into the affordable housing complex.     <script async src="//www.instagram.com/embed.js"></script></div><p></p><p><a href="https://localnewsmatters.org/2026/05/25/oakland-sf-police-affordable-housing-raid-video/">According to Local News Matters</a>, the SFPD said officers forced their way into the complex because of “exigent circumstances.” The Oakland Police Department did not respond to questions about whether it authorized or participated in the operation.</p><p>Brown filed a formal complaint with the Oakland Police Department against the SFPD alleging that officers’ actions constituted assault, vandalism, and false arrest and imprisonment, and it was a violation of the Fourth Amendment. Brown is demanding the department file criminal charges against the perpetrators.</p><p>Speaking to KTVU, Brown referred to the raid as “fascist tactics” and accused officers of using unnecessary force despite already having the suspect in custody. </p><p>“While The Black Panther complex, a building with 79, 100% affordable apartments, is a keystone to resurrection of the Black economic power of Harlem West, where Brown’s nonprofit is set to launch five cooperatively owned community businesses,” says Brown’s statement. “Brown believes Oakland is returning to the days of Tom Orloff with the vehicle Monday in the busy area of South Van Ness and Mission Street, which led to a large police response and the disruption of vehicle and transit traffic.</p><p><a href="https://missionlocal.org/2026/04/sf-man-hit-killed-truck-soma/">Mission Local reports</a> from the scene that the victim was possibly unhoused, and the owner of the Picacho food truck that parks nearby said he believed that the victim was one of two men who hung around in the area and often bought horchata from him.</p><p>The driver of a F-250 or F-350 pickup truck reportedly cooperated with police at the scene.</p><p><strong>Update:</strong> It was subsequently reported that <a href="https://sfist.com/2026/04/14/police-arrest-mercedes-driver-suspected-in-fatal-sf-hit-and-run-with-baby-in-car/">a black Mercedes may have been the first vehicle to strike the man</a>, and the driver reportedly fled the scene and was stopped by police a number of blocks away, on Potrero Avenue.</p><p>The collision happened around 3:30 pm or just before.</p><p>A white tent was set up over the body as an investigation took place, and the street was closed to traffic.</p><p>A news helicopter was flying overhead and the SF Department of Emergency Management put out an alert at 3:38 pm to avoid the area of Mission Street and South Van Ness Avenue due to police activity, but no further explanation was provided</p><p>The SFMTA subsequently <a href="https://x.com/SFMTA_Muni/status/2043825031600603598">posted to X</a> that that the 14, 14R, and 49 buses were all blocked from travel between 13th Street and South Van Ness.</p><p><em>This is a to show off the drone technology that has been helping them to make arrests without engaging in unsafe chases, just released drone video of one recent pursuit and arrest.</p><p>The incident began with a mugging at a bus stop in the Sunset District. Officers were called to the scene of the 2200 block of Irving Street on the afternoon of April 1, after two suspects approached a female victim at the bus stop, snatched her purse and assaulted her, and fled into a waiting vehicle. </p><p>According to a release from the SFPD, the victim suffered non-life-threatening injuries, and police soon learned that a vehicle of the same description was allegedly involved in two auto burglaries at the Legion of Honor parking lot.</p><p>An SFPD drone was then able to locate the vehicle at the Palace of Fine Arts parking lot — another hot spot for <a href="https://www.ktvu.com/news/san-francisco-car-break-ins-lowest-20-years">bipping</a> — where police say they observed the suspects casing vehicles and committing two more auto burglaries. </p><p>"As the vehicle fled the area, plainclothes officers maintained surveillance and developed an apprehension plan to safely take the suspects into custody," the department explains. The vehicle likely had to head down Lombard in order to get to the Bay Bridge, </p><p>The vehicle was subsequently disabled using spike strips near the intersection of Van Ness and Lombard, and as the suspects continued trying to flee, they were involved in three separate minor vehicle collisions, as seen in the video below. </p><p>The suspects' vehicle, now with flat tires, was unable to get uphill on Lombard east of Van Ness, and the suspects all jumped out without putting it in park, leaving it to roll backwards and cause another minor collision.</p><div style="position: relative;width: 100%;height: 0;padding-bottom: 56.25%;">

They were booked on multiple charges including second-degree burglary, second-degree robbery, elder abuse, and possession of stolen property.</p><p>While arrests have been made, this is still an active investigation. There was, in fact, a 250% uptick in homicides, year over year, and SF Police Chief Derrick Lew is trying to emphasize that other types of crime remain down.</p><p>SFist has been tracking the alarming frequency of homicides in the city since early January, with <a href="https://sfist.com/2026/03/04/san-francisco-now-averaging-one-homicide-per-week-in-2026-with-latest-on-sixth-street/">an average of almost one killing per week</a> happening in the first 10 weeks of the year. This followed on a year of record-low homicides in San Francisco, when the city saw fewer murders than any year since 1954.</p><p>SFPD Chief Derrick Lew addressed the sudden uptick at a presentation to the SF Police Commission last week, as the <a href="https://www.sfchronicle.com/crime/article/san-francisco-homicides-data-22160233.php">Chronicle is reporting</a>, and he was trying to downplay the issue by showing that overall gun violence remains flat. Also, he said, the number car burglaries continues to decline, and crimes like assault and robbery are both down compared to last year's first quarter — by 10% and 33% respectively.</p><p>The gun violence stat appears to just be through January 2026, and the point Lew appeared to be making was that the same number of people are being shot, but more of those shootings have proved fatal in the first three months of this year. So, shooters just had better aim?</p><p>The homicide statistic on its own is alarming, given that homicides overall have been trending downward nationwide, as well as in San Francisco, since the first year of the pandemic. And if the trend holds past the first quarter, it puts the city on track to see the first uptick in homicides since 2021.</p><p>Doubly alarming is President Trump's <a href="https://sfist.com/2026/03/27/trump-yet-again-brings-up-san-francisco/">casual recent mention</a> that San Francisco's crime situation isn't improving fast enough.</p><p>"San Francisco. What a great city it was. A great city. Could quickly become a great city again. But, you know, they're going very slowly," Trump said, possibly inspired by longtime conservative and <a href="https://www.nytimes.com/2017/10/21/business/media/bill-oreilly-sexual-harassment.html">fellow sexual harasser</a> Bill O'Reilly's strange <a href="https://sfist.com/2026/03/27/trump-yet-again-brings-up-san-francisco/">NewsNation special</a> shot during Super Bowl weekend, which aired the same day as Trump's comment.</p><p>Trump was originally <a href="https://sfist.com/2025/10/22/trumps-federal-invasion-of-san-francisco-may-begin-on-thursday/">gearing up to have federal agents invade</a> the city back in October, when all crime stats were, in reality, down. But this is just political theater, of course, and part of his revenge campaign against progressive cities, and facts don't matter — that is, until, there's a provable fact like the current homicide uptick that aids his cause.</p><p>Chief Lew suggests that the SFPD will be doing more to get guns off the streets, in the hope of bringing the shooting stat down. The driver of the vehicle, which SFPD officers identified as stolen, took off and led officers on a chase, which continued onto the Bay Bridge amid rush-hour traffic.</p><p>The traffic might have been key to the ultimate arrest, as the male suspect ended up stopping the car on the middle of the bridge and climbing out onto the bridge structure in an act of desperation.</p><p>As <a href="https://www.kron4.com/news/bay-area/wanted-vehicle-leads-to-bay-bridge-police-chase-snarled-traffic/">KRON4 reports</a>, police, with the help of CHP, were able to make an arrest.</p><p>"At this time, the suspect and the charges are not being released due to the active investigation," the SFPD said in a statement.</p><p>Motorists trying to cross the bridge toward the East Bay Wednesday night around 7 pm likely encountered the resulting traffic from the police activity.</p><p>While an arrest has been made, this is still an active investigation. An immigration judge had reportedly issued a final order for Lopez-Jimenez and her daughter’s deportation seven years ago, in 2019. </p><p>Mission Local reports that a total of 20 SFPD officers were on the scene of the arrest. A group of bystanders filmed police officers <a href="https://missionlocal.org/2026/03/arrest-at-sfo-sparks-concerns-ice/">forming a buffer</a> around ICE agents in plainclothes, who witnesses say refused to identify themselves. </div><p></p><p>SFPD released a statement that officers were responding to a 911 call about the incident, and they stayed on the scene to “maintain public safety.”</p><p>“The crowd was furious, but was giving them their distance and was only asking reasonable questions about the identification and documenting what was happening,” Killian told Mission Local. “I was like, you’re not supposed to be helping, but if you’re allowed to crowd control, how is that not helping them?”</p><p>Grisel Ruiz, ​​the senior managing attorney at the Immigrant Legal Resource Center, pointed out that SFPD’s crowd control role amounted to providing resources that supported ICE operations.</p><p>“Creating a perimeter around an ICE arrest to keep the public at a distance so that ICE can conduct an arrest appears to be the SFPD using its resources to support an ICE arrest,” Ruiz told Mission Local.</p><p>Bill Ong Hing, a longtime immigration attorney, professor of law at University of San Francisco, and a former police commissioner, told Mission Local that SFPD is only allowed to assist ICE in an emergency or if the public potentially poses harm to ICE agents. She told officers that her boyfriend had been physically abusing her and had just run off. She reportedly told the officers that her boyfriend was "Black, 5’5” tall, with curly hair, and wearing a black hoodie with red rhinestones in a spider design, as well as black sweats and Crocs." She also reportedly told the officers that he may have run to his grandmother's house on Quesada Avenue.</p><p>The officers then began searching the area and spotted a 22-year-old Black man on Quesada Avenue who is 5-foot-two-inches tall and who was wearing a brown hoodie with white lettering, and white sweatpants. Despite not matching the description, the Public Defender's Office says that the officers pursued the man, who is not being publicly identified because charges against him were dismissed.</p><p>The 22-year-old reportedly then ran into the nearby home of his friend, 23-year-old Carlos Espana-Quintanilla. The officers pursued him into the home, and the Public Defender's Office says the 22-year-old repeatedly told officers he had done nothing wrong. Espana-Quintanilla reportedly tried to defend his friend and was holding onto his shirt and refusing to let go. When the SFPD officers tried to separate the two men, per the complaint, one officer allegedly shoved Espana-Quintanilla by the neck with two hands.</p><p>As more officers arrived on the scene, the complaint alleges that the 22-year-old was "pinned" to the side of the house and "body-slammed... onto the cement," causing injuries to his nose and chin.</p><p>Espana-Quintanilla, meanwhile, was allegedly punched multiple times and shoved onto a bed inside his home, and when his wheelchair-bound sister attempted to intervene to defend her brother, the complaint says she was pepper-sprayed by an officer at close range.</p><p>Espana-Quintanilla was reportedly crying out for his mother as he was then taken into custody. </p><p>Espana-Quintanilla was later charged with resisting arrest and battery on an officer, but those charges were later dismissed after a court found the officers had not acted lawfully. He was defended by the Public Defender's Office, and a judge reviewed body camera footage from the incident. </p><p>The 22-year-old was charged with one misdemeanor count of resisting arrest, and that charge was also later dismissed.</p><p>"These SFPD officers compounded their profound errors with violence," says Brian Cox, head of the San Francisco Public Defender’s Office Integrity Unit. "They pursued the 22-year-old to his friend’s house—even though, aside from being Black, he had no resemblance to a suspect they were looking for. From there, they violently intruded into a family function and made arrests, shoving the 22-year-old’s face into the sidewalk in the process. Family members protested and demanded to know why police were there, and officers pepper sprayed them."</p><p>The complaint alleges that the SFPD officers engaged in racial profiling and lacked reasonable suspicion to detain the 22-year-old, and that they "had ample time to see and realize" that the man did not match their suspect description. </p><p>Further, the Public Defender's Office says the officers should be held accountable for the use of excessive force against both the 22-year-old and Espana-Quintanilla, and the illegal detainment of Espana-Quintanilla. The officers then found the adult female victim on the ground with life-threatening injuries and rendered medical aid with the help of paramedics who transported her to the hospital.</p><p>Police later arrested Wright after developing probable cause, and he was booked into San Francisco County Jail on charges of aggravated assault and battery causing serious bodily injury. No further details have been provided about the case.</p><p>“The problem that we allege, is that Flock is sharing this information on California drivers with out-of-state law enforcement and the federal government, which is illegal under California law,” says David Berger, a partner with Gibbs Mura, per KTVU.</p><div align="center" style="width:100%; max-width:100%">

</div><p></p><p>“They have to be beholden to the laws they claim they are trying to enforce, just like everybody else,” Berger added.</p><p>Flock released a statement, saying the company “takes privacy, legal compliance, and data security extremely seriously,” adding, “Flock intends to vigorously defend itself against the asserted claims and allegations.”</p><p><a href="https://www.nbcbayarea.com/news/local/federal-agencies-access-flock-cameras-el-cerrito-pd/4044584/">NBC Bay Area reports</a> that an audit by the El Cerrito Police Department verified that federal agencies accessed the department’s data from Flock's cameras without its knowledge, including the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, and Firearms, and the GSA Office of the Inspector General, when the cameras were first installed in June 2023 until the police department took administrative control of the system two months later.</p><div align="center" style="width:100%; max-width:100%">

</div><p></p><p>As <a href="https://contracosta.news/2026/02/27/el-cerrito-police-issue-statement-on-flock-license-plate-reading-system/">Contra Costa News reports</a>, federal agencies gained access to the ECPD’s database two more times after safeguards had reportedly been installed. Between September and November 2023, the United States Postal Inspection searched ECPD’s database. Additionally, over two days in May 2025, the Loma Linda Healthcare System Veterans Affairs Police searched the database. </p><p>Per Contra Costa News, Flock reported that the company promptly fixed flaws in the department’s settings that allowed the agencies to access the database.
