There is a night market happening tonight, November 14, in SF's Excelsior District, and the theme is K-pop. Brace yourselves for a crowd!

The Sunset District knows a thing or two about throwing a night market and having too many people show up. That scenario led to some significant neighborhood strife this year and the cancellation of well-loved event — a victim of its own popularity.

But maybe the Excelsior District is hoping just to get some more people to hoof it to the Excelsior, and so they're throwing a K-pop-themed night market Friday (11/14) that could prove wildly popular — especially with the massive popularity in recent months of K-Pop Demon Hunters on Netflix.

The event is being thrown by From the E Excelsior Night Market, with the help of the Civic Joy Fund, the Excelsior Action Group, and the Mayor's Office of Economic & Workforce Development.

It's happening from 5 pm to 10 pm in the Norton Street parking lot, and will feature dancing and music being spun by DJ Theo Tabora.

Organizers are also promising food, vendors, a pop-up record shop, K-pop dancers, giant Labubus, music videos, and a photo booth. There will also be a raffle for a K-pop-themed gift basket.

The Excelsior District street that was the 1940s boyhood home of Grateful Dead guitarist Jerry Garcia just got City Hall approval to be renamed ‘Jerry Garcia Street.’ It’s currently called Harrington Street, but new signage will shakedown this street.

We’ve got the annual Jerry Day concert coming up August 2 to honor Jerry’s birthday, and this year’s lineup features Melvin Seals and JGB, Mads Tolling, and Stu Allen & Mars Hotel. (There is also a Jerry Nite pub crawl with live performers at various Excelsior District bars.) And that free August 2 daytime concert of course takes place at the Jerry Garcia Amphitheater in McLaren Park, which is barely a mile from the Excelsior house that Jerry grew up in on Harrington Street.

But most of us won’t be calling it Harrington Street much longer. On Tuesday, the SF Board of Supervisors unanimously approved a resolution to add the commemorative street name “Jerry Garcia Street” to Harrington Street.

Okay, where even is Harrington Street? I admit that I had not heard of this street until just now, and I used to live out that way! As seen in blue above, Harrington Street is a one-block street between Alemany Boulevard and Mission Street.

Google Maps even identifies the home in question.

And here’s the block Jerry grew up on. The house he lived in is the yellow one in the foreground.

It was actually Jerry’s grandparents’ house. Garcia moved in with his grandparents after his father died during his boyhood, and while living on Harrington Street, he attended the nearby Monroe Elementary School. He would go on to attend Denman Middle School and Balboa High School, but after his mother remarried, she moved he and his older brother to Sonoma County. Garcia did not particularly like living there.

After a failed stint in the Army, Jerry returned to SF and formed a band called Mother McCree's Uptown Jug Champions. That band would become The Warlocks, and would then become the Grateful Dead in 1965. The gang took over a certain house on Ashbury Street, and the rest is rock and roll history.

The district’s new Supervisor Chyanne Chen was the sponsor behind this street renaming proposal.

Very interestingly, Jerry Garcia actually published a memoir of his childhood called Harrington Street, describing his time in that very house. Or rather, Garcia’s estate had the book published in 1995, shortly after his death from a heart attack.

The former Broken Record bar at Geneva Avenue and Edinburgh Street will be officially reborn as the Halfway Club when it opens Wednesday night, with a kitchen, full bar, and a “70’s dad’s basement bar” vibe.

There’s not much in terms of bars or nightlife in SF’s Crocker-Amazon neighborhood, which borders Daly City, so it was a huge loss to the neighborhood when Broke-Ass Stuart reported in September 2022 that the Broken Record was closing. And while that bar space on Geneva Avenue did stay vacant for a spell, dive bar enthusiasts were thrilled with the news this past July that the former Broken Record would be reopening as the Halfway Club, helmed by industry veterans Ethan Terry and Greg Quinn (Annabelle’s Bar and Bistro, The Alembic).

Tablehopper broke the news in this week’s Tuesday newsletter (paid subscription required) that the Halfway Club is opening this week. And the Halfway Club confirmed the news with a Tuesday Instagram post.

“Well folks, it’s time,” the post declares. “We’ve painted the walls, tiled the floors, stocked the shelves and tested the food. And frankly, we’re tired of drinking by ourselves. So, The Halfway Club will officially open tomorrow, Wednesday, January 10th at 4 pm.”

And now we have more details on the Wednesday night opening. “The Halfway Club is opening at 4 pm...AND we'll screen our first film in our dining room,” a Wednesday post says. “So tonight - Dinner is served from 5 pm - 10 pm, The Warriors game will be on in our bar at 5:30, we'll screen Vertigo at 9 pm and serve drinks until midnight.”

While the Halfway Club describes itself as taking “the idea of a 70’s dad’s basement bar,” a preview Instagram reel from Tablehopper shows the place is certainly no “dive bar.” The Halfway Club says they have “a meticulously curated 45 jukebox and a small museum of cocktail and breweriana antiques.” The food images are consistent with Eater SF’s description of a menu highlighted by “toasted cheese ravioli, a pork loin sandwich, and a hefty burger with ancho pimento cheese and griddled onions,” and the cocktails are clearly of the craft variety.

As we noted in our previous coverage, the name Halfway Club is inspired by the Half Way to Hell Club, an informal name for the group of construction workers who fell from the Golden Gate Bridge while it was being built, but were saved by safety nets.

The Halfway Club is at 1166 Geneva Avenue (at Edinburgh Street), open Tuesday-Thursday 4 p.m.-midnight, Friday and Saturday 4 p.m.-1 a.m., Sunday 4 p.m. - 9 p.m.

Hoping to hit the brakes on the recent increase in San Francisco sideshows, SFMTA has installed speed bumps at certain, specific corners in the Mission, Oceanview, and the Excelsior.

There is a school of thought that San Francisco’s recent increase in sideshows, with cars wildly spinning, smoking, and leaving skid marks on the streets, is all just harmless fun that we ought to chill out over. But they’re not always harmless. We woke this past Monday morning to news that a child was struck by a vehicle at an SF sideshow over the weekend. Other Bay Area cities have seen people shot at sideshows, and it does not bode well that we’ve seen an AK-47 or two being waved around by sideshow culprits.

Now SFMTA thinks they have a sideshow-stopper. SFGate reports they’ve installed speed bumps to prevent sideshows at three San Francisco intersections, and there are more speed bumps on the way at more intersections. These speed bumps are similar to the Bott’s dots road enhancements that have been employed in Oakland.

The three intersections that have had the speed bumps installed are listed below:

• 20th Street and Folsom Street (The Mission)
• Sadowa Street and Plymouth Avenue (Oceanview)
• Alemany Boulevard and Geneva Avenue The Excelsior)

And there are more speed bumps to come. SFGate reports that “Other locations that are pending installations to prevent sideshows are in and around Bayview: along Barneveld Avenue, Loomis Street and McKinnon Avenue; Fairfax Avenue between Keith and Newhall streets; and Galvez Avenue east of Donahue Street.”

An SFMTA spokesperson told SFGate that they “will monitor the effectiveness of the initial treatments to determine if and how to expand to additional intersections.”

There were no reported injuries  — but no reported arrests either  — as three separate sideshows laid the skids on SF streets this weekend.

The Citizen app was hopping this weekend, starting shortly after midnight Sunday morning when a large sideshow at Main and Harrison Streets did donuts and saw fireworks shot at around 12:30 a.m., according to KTVU. The same station reports there were three sideshows in total over this past weekend in SF, and since people tend to whip out their smartphones during these things, there is no shortage of pictures and video of the proceedings.

The Rincon Hill sideshow seen above generated the most pictures, video, and overall online discourse. While there are only about four vehicles actively participating in the sideshow, there is clearly a crowd of hundreds of onlookers, and dangerously close to the action.

“We were woken up by fireworks at 12:28, and shortly after that, the car squealing started and we went outside,” one witness told KTVU. “The fireworks continued throughout.“

This video appears to show the denouement of the sideshow in question. “The police arrived about 10 minutes after it started. It started to break up around 12:45, after about 5 minutes of the cops flashing their spotlights,” a witness told the station. “Didn't look like the cops arrested anyone.”

According to KGO there was another sideshow at Geneva and Alemany Streets at approximately the same time early Sunday morning. KTVU mentions a third sideshow in the Mission District, but with no details in the time or specific location.

San Francisco Police Officers Association (which is not the SFPD, it’s their union) acting president Tracy McCray said the lack of arrests is because police are “outnumbered and outgunned because people are bringing automatic weapons to these events, firing indiscriminately." Though honestly, if people were firing automatic weapons indiscriminately, wouldn’t we maybe have heard some shots?

The likelier explanation is that the sideshows just broke up once police arrived, which does not give you a ton of arrests, but does at least stop the dangerous behavior. This does not get to the source of the problem, though, as these things keep happening all over the Bay. And considering that illegal fireworks season is probably going to start pretty much any day now, we may be heading into something of a sideshow summer.

A new vaccination clinic with phone appointments and some drop-in availability has opened to serve the hard-hit Excelsior District, much like neighborhood clinics that have opened in the Mission, Tenderloin, and Bayview.

Mayor London Breed had mentioned two months ago that this clinic would be opening, and as of Wednesday, April 7, it is now open four days a week — Wednesday to Saturday.

The clinic at 20 Norton Street — on an SFMTA lot, not far from Mission Street — was opened with the help of community groups Excelsior Strong and the Latino Task Force, working in with the San Francisco Department of Public Health. The site is easily accessible via several Muni bus lines and the Balboa Park BART station, and appointments can be made by calling 415-562-8638. The clinic will be open Wednesdays, Thursdays, and Saturdays from 9:30 a.m. to 3:30 p.m., and on Fridays from 12 to 6 p.m.

The site is intended for Excelsior neighborhood residents only, and those who work in the neighborhood. Registration workers at the vaccine clinic say that walk-up registration is possible, but same-day shots are not guaranteed for walk-up clients — you may have to wait for an available slot.

Still, D11 Supervisor Ahsha Safai praised the site, in a press event Wednesday morning attended by Mission Local, saying it provided a "low-barrier" to getting vaccinated, which is exactly what the neighborhood needs.

"We have tremendous — let me say that again — tremendous leaders in the Excelsior, who have risen up and demanded resources in our community," he said.

Mary Ellen Carroll, the head of SF's Department of Emergency Management, said on Twitter of the site's opening, "I am inspired and humbled by the power, unity and effectiveness of community driven response supported by City partners."

Cristina Centeno, a site co-leader and volunteer with Excelsior Strong, spoke in Spanish at the event, and as Mission Local reports, she said, "Our community has been greatly affected [by COVID-19], and we know that there’s been some doubts [about the vaccines]. Having this nearby is convenient, and allows people to be educated about it. There’s been a lot of misinformation."

Spanish and Chinese speakers at the site will be able to assist in answering residents' questions, and longtime neighborhood Rosario Cervantes told Mission Local she thought that would help convince many.

The site only has capacity to do about 150 shots per day, with hopes to ramp that up soon, while bigger sites at City College and the Moscone Center are administering thousands per day. But community leaders stressed that this outreach was necessary in order to reach as many residents.

In February, small-scale clinics with drop-in vaccine availability have opened in the Tenderloin, Bayview, Mission, and at SF General, for residents who reside in specific area codes — but initially eligibility was only for those 65 and older. That has since changed.

A two-alarm fire that started just before midnight Wednesday night tore through a duplex on Naples Street in San Francisco's Excelsior District, leaving two residents with minor injuries.

Videos posted to the Citizen app show the fire burning from the rear of the structure on the 500 block of Naples Street, where all of the homes stand just a few feet apart from each other. The fire began around 11:50 p.m. Wednesday, and it was elevated to a second alarm due to the closeness of other buildings. As KPIX reports, 70 firefighters responded to the scene and brought the fire under control by 1:21 a.m. Thursday.

Firefighters reportedly rushed into the home and rescued one individual, who was transported to the hospital in good condition. And a second resident was also taken to the hospital with non-life-threatening injuries.

The SF Fire Department tweeted that only one resident was displaced as a result of the fire.

Firefighters successfully prevented the fire from spreading beyond the original structure, and the cause of the fire is under investigation.

The SFPD is seeking two suspects in a Thursday afternoon assault in the Excelsior District that has left the victim clinging to life.

The assault took place around 4:50 p.m. Thursday near the intersection of Mission Street and Persia Avenue, as KPIX reports. Apparently there were witnesses, because officers at the scene were informed that two suspects, described as men in their 20s, pushed the victim to the ground.

The victim, a 48-year-old man, was taken to the hospital with life-threatening injuries.

It's not clear what the motive for the attack may have been, and the two suspects remain at large.

Amazingly, all four victims are expected to survive this brutal Monday night accident where an SUV plowed into a bus shelter, but police suspect a DUI hit-and-run.

A four-year-old boy is among those hospitalized in what police suspect was a DUI crash just before 8 p.m. Monday night in the Excelsior. The images in this post show the aftermath of the alleged hit-and-run that occurred just before 8 p.m. Monday night at Mission Street and Onondaga Avenue. Eyewitnesses told SFist that the silver SUV shown crashed here came careening down Russia Avenue, plowed into a bus shelter and the Cafe Guatamalteco building and hit four pedestrians, and the driver then fled on foot. Bystanders chased the driver down and kept him at the scene until police arrived. NBC Bay Area reports the driver was arrested on suspicion of DUI.

"The driver is suspected to be impaired and is being evaluated for intoxication or drug impairment," SFPD said in a statement to KGO. "It is unknown at this time the amount of damage to the bus stop and the vehicle."

But SFist was on the scene and we can show you the damage to the bus stop and vehicle. The bus shelter was completely toppled over, and the four victims were tended to in a nearby cafe until ambulances arrived. Eyewitnesses said the driver claimed brake trouble and fled on foot, though some bystanders chased him down and kept him at Alemany Avenue until police arrived. SFist did observe a suspect in cuffs there once police arrived, though the suspect’s name has not been released.

According to the Chronicle, all four pedestrian victims suffered non-life-threatening injuries. In addition to an injured four-year-old boy, the other three victims were 20, 25, and 39 years old, respectively.

A female pedestrian was killed early Wednesday in a hit-and-run involving an SUV in the Excelsior.

Reports of a woman down in the roadway on the 5000 block of Mission Street arrived around 2:50 a.m. today, as the Examiner reports. The woman, who has not been identified, was pronounced dead at the scene.

A witness to the collision is implied by the report, given the detail about the SUV, but no further details about the case have been released.

This fatal collision follows on a collision in Potrero Hill two weeks ago that took the life of a 77-year-old man. Jesus Ocampo was struck on November 2 at 16th and De Haro streets, and he succumbed to his injuries in the hospital last week, as SF Weekly reported.

The Excelsior collision marks the 27th person to die in a traffic-related incident in San Francisco this year to date, and the 18th pedestrian or cyclist to be killed.

In response to this year's traffic deaths, the Board of Supervisors last week declared a state of emergency on SF's streets, and the Board's Pedestrian Safety Advisory Committee on Tuesday approved a resolution to lower speed limits throughout San Francisco to 20 mph.

Around 12:30 a.m. on the morning of May 28, police officers arrived at La Oficina, a bar at 4234 Mission Street in the Outer Mission/Excelsior, to find bar patron Alvaro Palma, 30, fatally shot. As SFist reported at the time, a 45-year-old suspect was immediately taken into custody, and that turns out to be David Sanchez, who works as a security guard at the bar. Sanchez was not immediately charged in the homicide, but as the Examiner reports, he was finally arraigned on Monday on "five felonies and a misdemeanor in connection with the homicide." Meanwhile, Supervisor Ahsha Safai, who represents this neighborhood, tells the paper that he plans to ask the Entertainment Commission to revoke the bar's permit — though it's unclear why he might not also be going to the ABC to have the liquor license revoked as well.

"There's been a lot of complaints and problems with this bar,” Safai tells the Examiner. "But this is such an egregious act — a murder — that I believe that it just needs to be shut down."

Safai also points to the family of Palma, who have been campaigning to shut down the bar, and seeking justice for Palma's death.

The bar was issued its last entertainment permit in 2014, and Safai says there have been problems with the bar, according to neighbors, since a new owner took over.

In addition to a misdemeanor charge of carrying a concealed firearm, Sanchez is now charged Sanchez with felony murder, assault causing great bodily injury with a firearm, possession of a controlled substance while armed, possession of a controlled substance for sale, and unlawful possession for sale of a controlled substance.

A bartender at the bar who was working at the time, Ramiro Estrada, told the Examiner that he didn't see the shooting.

Excelsior and Outer Mission residents were recently shocked to discover that a popular coin-op laundromat had a secret subterranean basement full of squalid illegal apartments, as reported in May. That laundromat, the Clean Wash Center at Mission Street and Persia Street, still remains open and operating to this day. But City Attorney Dennis Herrera hopes to hang the owner and master tenant out to dry, as the Examiner reports that the city is suing the owner of the laundromat for cramming 20 people into the basement with no windows, no heat or hot water, exposed wiring, three shared bathrooms, vermin galore, and just a bunch of drywall and wooden partitions separating the beds.

The Ingleside-Excelsior Light notes that people had been living in the shabby secret basement for more than a decade. One of the poor souls was a 12-year-old girl, another was on dialysis. The tenants were charged between $300 to $900 per “unit,” and for obvious reasons, were forced to pay in cash.

“This building was a firetrap. The living conditions were not only appalling and illegal, they were extremely dangerous,” Herrera said in a statement. “These people were basically stuck in a dungeon. I don’t want to think about what would have happened if there had been a fire down there. Once the Fire Department alerted inspectors, we moved quickly to address this situation. My office is continuing to do everything we can to protect tenants and ensure they aren’t being put in harm’s way by unscrupulous landlords looking to make a quick buck.”

The “basement” was originally a garage, and the Chronicle reports the master tenant of that garage Ernesto Paredes is named in the suit. The suit also names Melissa Mendoza of Hillsborough, who owns the three-story building whose units were listed as the non-existent street address 5 Persia.

Sup. Ahsha Safai, in whose district the laundromat is located, also chimed in. “Witnessing the squalor and horrifying conditions that the residents of 5 Persia had endured for years was appalling and heartbreaking,” Safai said in a statement, “because the residents, mainly vulnerable immigrants, already represented some of our most dispossessed San Franciscans. Let this be a warning to all slum landlords and their enablers, either follow the law or be ready to face severe consequences.”

Herrera’s lawsuit seeks restitution for the tenants, civil penalties ranging from $200 to $5,000 per violation, and $1,000 per day for each fire code violation. The full text of the lawsuit is available online.

Previously: Excelsior Laundromat Exposed As 'Death Trap' With Shoddy, Illegal Apartments

In a fairly shocking report even by contemporary SF slumlord standards, the Chron finds that a longtime popular laundromat in the Excelsior has secretly been serving for more than ten years as a horrifyingly dangerous and exploitive illegal apartment racket. Michael Bodley reports in the Chronicle that Clean Wash Center, the gigantic 24-hour coin-op laundromat and dry cleaning service at 4690 Mission Street (at Persia Avenue) has been illegally renting out 20 squalid units in its basement, and these units were so rife with code violations that a San Francisco Fire Department spokesman called the place a "death trap."

The report, which contains several disturbing photos of the slummy and shabby units, reads like a dismal Charles Dickens tale set in modern-day San Francisco. “Fire officials who inspected the basement Jan. 5 found it had been illegally subdivided into 20 units divided by panels of drywall,” Bodley reports. “Each unit measured roughly 150 square feet. A crude bathroom blocked a hallway, exposed wires poked through the walls, and extension cords powered both fans and space heaters. The sole exit was 200 feet from the farthest unit.”

In what must be the saddest circumstance of Apartment Sadness we’ve heard in awhile, tenants were paying up to $1,000 a month to live in these circumstances — with washing machines running loudly above them 24/7, and 20 people sharing four bathrooms whose slapdash plumbing often filled the place with the smell of sewage.

The illegal units were apparently discovered in a January 5 city inspection, spurred by an anonymous tip and widespread safety concerns that followed after the December Ghost Ship fire that took 36 lives.

Fire Department spokesperson Jonathan Baxter told the Chronicle that “We determined immediately that there were very egregious fire code violations that were present, that we believed would result in death of occupants if a fire or disaster occurred at that building.”

Inspectors returned a month later to find that not one code violation had been fixed or addressed. With pressure from the city growing, the landlords tried to evict all of the tenants and immediately cut off their electricity. Several tenants remained because they couldn’t find other housing options, forced to live with candles and flashlights in units that had no windows or sunlight.

These tenants are now suing the landlord Ernesto Paredes and the building’s owner Melissa Mendoza. Their suit argues that their removal constituted a no-fault eviction, entitling them to thousands of dollars in relocation fees and reimbursement of portions of their paid rent.

The San Francisco Police Department is reportedly investigating a death case today, after a man was found dying on a San Francisco street. Update: An SFPD spokesperson has since confirmed that the death is being investigated as a homicide. According to Hoodline, the victim has been identified as 58-year-old Marco Diaz Perez.

NBC Bay Area reports that passing officers were flagged down at 9:15 Sunday morning by a witness who said that "there was someone with severe injuries on the ground" near the intersection of Mission Street and Excelsior Avenue.

The man, who police say did not appear to have been shot, was rushed to San Francisco General Hospital. He was pronounced dead when he arrived, NBC reports.

In a move that should never have taken this long, a sizable, city-owned parking lot next to the Balboa Park BART station in the Excelsior is moving forward to be developed as 80 units of 100-percent affordable, family housing. The only major question is why it's taken six years to get this project to the request-for-proposals stage when Supervisor John Avalos says he's been working on it since 2009, as the Chronicle reports.

The "neglected" 1.8-acre lot in question is known as the Upper Yard at San Jose and Geneva Avenues, currently a surface parking lot that had historically been a rail yard and junkyard for Muni buses and light-rail vehicles — at one point known as a "bone yard" where decommissioned vehicles got stored for parts. And the article notes it's the only case in the city where a BART station "sits across the street from single-family homes and one-story buildings," as well as this big empty lot that could have been developed a decade or more ago.

It will now, finally, in December, go out to potential affordable housing developers with a Request for Qualifications (RFQ), with a development that is likely to be geared toward families earning 60 percent of area median income, or about $61,000 for a family of four. It's unclear how long the review and proposal process will take, but the city is now hoping that the project can break ground next year.

A lengthy community outreach process was one of the things holding up the project, it seems, with this vision document in 2012 being the result of that. What's been going on the past three years is unclear, but Avalos is now gung-ho about how this project could serve as a catalyst for more and denser, transit-oriented development in the Excelsior, both residential and retail.

The area has, up to now, been relatively ignored by developers despite being adjacent to the white-hot Mission, likely because the waves of gentrification haven't really reached it yet.

The Upper Yard project is hoping to snag a piece of the mayor's $310 million affordable housing bond, which we'll all be voting via Prop A in tomorrow's election.

And it will be one of several seeking subsidies for potential affordable housing. Other properties being considered in the neighborhood, as the Chron notes, include the old Safeway site at 355 Ocean Avenue; 65 Ocean Avenue and 915-917 Cayuga Avenue a few blocks east, where 169 total units have been proposed but where affordable housing subsidies could speed up the projects; and a site at 4840 Mission street, currently home to a funeral homes, which the non-profit developer Bridge Housing wants to use for an affordable project.
