Brace yourselves for a crowd!</p><p>The Sunset District knows a thing or two about throwing a night market and having too many people show up. That scenario led to some significant neighborhood strife this year and the <a href="https://sfist.com/2025/07/10/sunset-night-market-falls-victim-to-squabble-between-recall-campaigners-and-supervisor-joel-engardio/">cancellation of well-loved event</a> — a victim of its own popularity.</p><p>But maybe the Excelsior District is hoping just to get some more people to hoof it to the Excelsior, and so they're throwing a K-pop-themed night market Friday (11/14) that could prove wildly popular — especially with the massive popularity in recent months of <em>K-Pop Demon Hunters </em>on Netflix.</p><p>The event is being thrown by From the E Excelsior Night Market, with the help of the Civic Joy Fund, the Excelsior Action Group, and the Mayor's Office of Economic &amp; Workforce Development.</p><p>It's happening from 5 pm to 10 pm in the Norton Street parking lot, and will feature dancing and music being spun by <a href="https://www.instagram.com/djtheotabora/">DJ Theo Tabora</a>.</p><p>Organizers are also promising food, vendors, a pop-up record shop, K-pop dancers, giant Labubus, music videos, and a photo booth. (There is also a <a href="https://www.jerryday.org/jerry-night.html">Jerry Nite pub crawl</a> with live performers at various Excelsior District bars.) And that free August 2 daytime concert of course takes place at the <a href="https://sfrecpark.org/1639/Jerry-Garcia-Amphitheater-Concert-Series">Jerry Garcia Amphitheater in McLaren Park</a>, which is barely a mile from the Excelsior house that Jerry grew up in on Harrington Street.</p><p>But most of us won’t be calling it Harrington Street much longer. The house he lived in is the yellow one in the foreground. </p><p>It was actually Jerry’s grandparents’ house. Garcia moved in with his grandparents after his father died during his boyhood, and while living on Harrington Street, he attended the nearby Monroe Elementary School. He would go on to attend Denman Middle School and Balboa High School, but after his mother remarried, she moved he and his older brother to Sonoma County. Garcia did not particularly like living there. </p><p>After a failed stint in the Army, Jerry returned to SF and formed a band called Mother McCree's Uptown Jug Champions. That band would become The Warlocks, and would then become the Grateful Dead in 1965. And the Halfway Club confirmed the news<a href="https://www.instagram.com/p/C154qZbrSmm/"> with a Tuesday Instagram post</a>.</p><p>“Well folks, it’s time,” the post declares. “We’ve painted the walls, tiled the floors, stocked the shelves and tested the food. And frankly, we’re tired of drinking by ourselves. But they’re not always harmless. We woke this past Monday morning to news that a <a href="https://sfist.com/2022/10/03/sideshows-on-boths-sides-of-bay-lead-to-injuries/">child was struck by a vehicle</a> at an SF sideshow over the weekend. SFGate reports they’ve<a href="https://www.sfgate.com/travel/article/sfmta-installs-more-speed-bumps-17491984.php"> installed speed bumps to prevent sideshows</a> at three San Francisco intersections, and there are more speed bumps on the way at more intersections. The same station reports there were <a href="https://www.ktvu.com/news/sideshows-popping-up-all-over-san-francisco-leave-residents-on-edge">three sideshows in total</a> over this past weekend in SF, and since people tend to whip out their smartphones during these things, there is no shortage of pictures and video of the proceedings.</p><div style="position: relative;width: 100%;height: 0;padding-bottom: 56.25%;">

KTVU mentions a third sideshow in the Mission District, but with no details in the time or specific location.</p><p>San Francisco Police Officers Association (which is not the SFPD, it’s their union) acting president Tracy McCray said the lack of arrests is because police are “outnumbered and outgunned because people are bringing automatic weapons to these events, firing indiscriminately." <p></p><p>The likelier explanation is that the sideshows just broke up once police arrived, which does not give you a ton of arrests, but does at least stop the dangerous behavior. This does not get to the source of the problem, though, as these things keep happening all over the Bay. The site is easily accessible via several Muni bus lines and the Balboa Park BART station, and appointments can be made by calling 415-562-8638. The clinic will be open Wednesdays, Thursdays, and Saturdays from 9:30 a.m. to 3:30 p.m., and on Fridays from 12 to 6 p.m.</p><p>The site is intended for Excelsior neighborhood residents only, and those who work in the neighborhood. Having this nearby is convenient, and allows people to be educated about it. There’s been a lot of misinformation." </p><p>Spanish and Chinese speakers at the site will be able to assist in answering residents' questions, and longtime neighborhood Rosario Cervantes told Mission Local she thought that would help convince many.</p><p>The site only has capacity to do about 150 shots per day, with hopes to ramp that up soon, while bigger sites at City College and the Moscone Center are administering thousands per day. But community leaders stressed that this outreach was necessary in order to reach as many residents.</p><p>In February, small-scale clinics with drop-in vaccine availability have opened in the Tenderloin, Bayview, Mission, and at SF General, for residents who reside in specific area codes — but initially eligibility was only for those 65 and older. Eyewitnesses told SFist that the silver SUV shown crashed here came careening down Russia Avenue, plowed into a bus shelter and the Cafe Guatamalteco building and hit four pedestrians, and the driver then fled on foot. Bystanders chased the driver down and kept him at the scene until police arrived. The woman, who has not been identified, was pronounced dead at the scene.</p><p>A witness to the collision is implied by the report, given the detail about the SUV, but no further details about the case have been released. </p><p>This fatal collision follows on a collision in Potrero Hill two weeks ago that took the life of a 77-year-old man. <p>Around 12:30 a.m. on the morning of May 28, police officers arrived at La Oficina, a bar at 4234 Mission Street in the Outer Mission/Excelsior, to find bar patron Alvaro Palma, 30, fatally shot. As <a href="http://sfist.com/2017/05/30/weekend_deaths_take_sfs_2017_homici.php">SFist reported at the time</a>, a 45-year-old suspect was immediately taken into custody, and that turns out to be David Sanchez, who works as a security guard at the bar. Sanchez was not immediately charged in the homicide, but <a href="http://www.sfexaminer.com/excelsior-bar-faces-political-pressure-close-fatal-shooting/">as the Examiner reports</a>, he was finally arraigned on Monday on "five felonies and a misdemeanor in connection with the homicide." Meanwhile, Supervisor Ahsha Safai, who represents this neighborhood, tells the paper that he plans to ask the Entertainment Commission to revoke the bar's permit  though it's unclear why he might not also be going to the ABC to have the liquor license revoked as well. </p>

<p>"There's been a lot of complaints and problems with this bar,” Safai tells the Examiner. "But this is such an egregious act  a murder  that I believe that it just needs to be shut down."</p>

<p>Safai also points to the family of Palma, who have been campaigning to shut down the bar, and seeking justice for Palma's death.</p>

<p>The bar was issued its last entertainment permit in 2014, and Safai says there have been problems with the bar, according to neighbors, since a new owner took over.</p>

<p>In addition to a misdemeanor charge of carrying a concealed firearm, Sanchez is now charged Sanchez with felony murder, assault causing great bodily injury with a firearm, possession of a controlled substance while armed, possession of a controlled substance for sale, and unlawful possession for sale of a controlled substance.</p>

<p>A bartender at the bar who was working at the time, Ramiro Estrada, <a href="http://www.sfexaminer.com/man-fatally-shot-excelsior-district-idd/">told the Examiner</a> that he didn't see the shooting.</p>

<p>Excelsior and Outer Mission residents were recently shocked to discover that a popular coin-op laundromat had a <a href="http://sfist.com/2017/05/22/excelsior_laundromat_exposed_as_dea.php">secret subterranean basement full of squalid illegal apartments</a>, as reported in May. That laundromat, the <a href="https://www.yelp.com/biz/clean-wash-center-and-dry-cleaners-san-francisco">Clean Wash Center</a> at Mission Street and Persia Street, still remains open and operating to this day. But City Attorney Dennis Herrera hopes to hang the owner and master tenant out to dry, as the Examiner reports that <a href="http://www.sfexaminer.com/sf-sues-landlord-laundromat-basement-rented-tenants/">the city is suing the owner of the laundromat</a> for cramming 20 people into the basement with no windows, no heat or hot water, exposed wiring, three shared bathrooms, vermin galore, and just a bunch of drywall and wooden partitions separating the beds.</p>

<p>The <a href="http://www.ielightsf.com/2017/08/22/city-attorney-files-lawsuit-against-landlord-of-excelsior-laundromat-dungeon/">Ingleside-Excelsior Light notes</a> that people had been living in the shabby secret basement for more than a decade. One of the poor souls was a 12-year-old girl, another was on dialysis. The tenants were charged between $300 to $900 per “unit,” and for obvious reasons, were forced to pay in cash.</p>

<p>“This building was a firetrap. The living conditions were not only appalling and illegal, they were extremely dangerous,” Herrera said in a statement. “These people were basically stuck in a dungeon. I don’t want to think about what would have happened if there had been a fire down there. Once the Fire Department alerted inspectors, we moved quickly to address this situation. My office is continuing to do everything we can to protect tenants and ensure they aren’t being put in harm’s way by unscrupulous landlords looking to make a quick buck.”</p>

<p>The “basement” was originally a garage, and <a href="http://www.sfgate.com/bayarea/article/City-sues-Mission-landlord-who-had-tenants-living-11950905.php">the Chronicle reports</a> the master tenant of that garage Ernesto Paredes is named in the suit. The suit also names Melissa Mendoza of Hillsborough, who owns the three-story building whose units were listed as the non-existent street address 5 Persia.</p>

<p>Sup. Ahsha Safai, in whose district the laundromat is located, also chimed in. “Witnessing the squalor and horrifying conditions that the residents of 5 Persia had endured for years was appalling and heartbreaking,” Safai said in a statement, “because the residents, mainly vulnerable immigrants, already represented some of our most dispossessed San Franciscans. Let this be a warning to all slum landlords and their enablers, either follow the law or be ready to face severe consequences.”</p>

<p>Herrera’s lawsuit seeks restitution for the tenants, civil penalties ranging from $200 to $5,000 per violation, and $1,000 per day for each fire code violation. <p>In a fairly shocking report even by contemporary SF slumlord standards, the Chron finds that a longtime popular laundromat in the Excelsior has secretly been serving for more than ten years as a horrifyingly dangerous and exploitive illegal apartment racket. <a href="http://www.sfchronicle.com/bayarea/article/Inside-the-SF-laundromat-basement-where-2-dozen-11159737.php">Michael Bodley reports in the Chronicle</a> that <a href="https://www.yelp.com/biz/clean-wash-center-and-dry-cleaners-san-francisco">Clean Wash Center</a>, the gigantic 24-hour coin-op laundromat and dry cleaning service at 4690 Mission Street (at Persia Avenue) has been illegally renting out 20 squalid units in its basement, and these units were so rife with code violations that a San Francisco Fire Department spokesman called the place a "death trap."</p>

<p>The report, which contains several disturbing photos of the slummy and shabby units, reads like a dismal Charles Dickens tale set in modern-day San Francisco. “Fire officials who inspected the basement Jan. 5 found it had been illegally subdivided into 20 units divided by panels of drywall,” Bodley reports. “Each unit measured roughly 150 square feet. A crude bathroom blocked a hallway, exposed wires poked through the walls, and extension cords powered both fans and space heaters. The sole exit was 200 feet from the farthest unit.”</p>

<p>In what must be the saddest circumstance of <a href="http://sfist.com/tags/apartmentsadness">Apartment Sadness</a> we’ve heard in awhile, tenants were paying up to $1,000 a month to live in these circumstances  with washing machines running loudly above them 24/7, and 20 people sharing four bathrooms whose slapdash plumbing often filled the place with the smell of sewage.</p>

<p>The illegal units were apparently discovered in a January 5 city inspection, spurred by an anonymous tip and widespread safety concerns that followed after the <a href="http://sfist.com/tags/ghostship">December Ghost Ship fire</a> that took 36 lives. </p>

<p>Fire Department spokesperson Jonathan Baxter told the Chronicle that “We determined immediately that there were very egregious fire code violations that were present, that we believed would result in death of occupants if a fire or disaster occurred at that building.” </p>

<p>Inspectors returned a month later to find that not one code violation had been fixed or addressed. With pressure from the city growing, the landlords tried to evict all of the tenants and immediately cut off their electricity. Several tenants remained because they couldn’t find other housing options, forced to live with candles and flashlights in units that had no windows or sunlight.</p>

<p>These tenants are now suing the landlord Ernesto Paredes and the building’s owner Melissa Mendoza. Their suit argues that their removal constituted a no-fault eviction, entitling them to thousands of dollars in relocation fees and reimbursement of portions of their paid rent.</p>

<p>The San Francisco Police Department is reportedly investigating a death case today, after a man was found dying on a San Francisco street. <strong>Update: </strong>An SFPD spokesperson has since confirmed that the death is being investigated as a homicide. <a href="http://hoodline.com/2017/01/sunday-morning-homicide-leaves-1-dead-at-mission-excelsior-streets">According to Hoodline</a>, the victim has been identified as 58-year-old Marco Diaz Perez.</p>

<p><a href="http://www.nbcbayarea.com/news/local/Man-Suffering-Severe-Injuries-Found-San-Francisco-412098673.html">NBC Bay Area reports</a> that passing officers were flagged down at 9:15 Sunday morning by a witness who said that "there was someone with severe injuries on the ground" near the intersection of <a href="https://www.google.com/maps/place/Mission+St+%26+Excelsior+Ave/@37.7264035,-122.4509213,14z/data=!4m5!3m4!1s0x808f7e88e9331b6b:0xc65637bf4db2226!8m2!3d37.7264035!4d-122.4334118">Mission Street and Excelsior Avenue</a>.</p>

<p>The man, who police say did not appear to have been shot, was rushed to San Francisco General Hospital. He was pronounced dead when he arrived, NBC reports.</p>

In a move that should never have taken this long, a sizable, city-owned parking lot next to the Balboa Park BART station in the Excelsior is moving forward to be developed as 80 units of 100-percent affordable, family housing. The only major question is why it's taken six years to get this project to the request-for-proposals stage when Supervisor John Avalos says he's been working on it since 2009, as <a href="http://www.sfchronicle.com/bayarea/article/Neglected-Excelsior-offers-opportunities-for-6604231.php?t=2c60277473baa6eec6&amp;cmpid=twitter-premium#photo-8864234">the Chronicle reports</a>.</p>

<p>The "neglected" 1.8-acre lot in question is known as the Upper Yard at San Jose and Geneva Avenues, currently a surface parking lot that had historically been a rail yard and junkyard for Muni buses and light-rail vehicles  at one point known as a "bone yard" where decommissioned vehicles got stored for parts. And the article notes it's the only case in the city where a BART station "sits across the street from single-family homes and one-story buildings," as well as this big empty lot that could have been developed a decade or more ago.</p>

<p>It will now, finally, in December, go out to potential affordable housing developers with a Request for Qualifications (RFQ), with a development that is likely to be geared toward families earning 60 percent of area median income, or about $61,000 for a family of four. It's unclear how long the review and proposal process will take, but the city is now hoping that the project can break ground next year.</p>

<p>A lengthy community outreach process was one of the things holding up the project, it seems, with <a href="http://www.podersf.org/wp-content/uploads/2015/05/CUHJ_Upper-Yard_report.pdf">this vision document in 2012</a> being the result of that. What's been going on the past three years is unclear, but Avalos is now gung-ho about how this project could serve as a catalyst for more and denser, transit-oriented development in the Excelsior, both residential and retail. </p>

<p>The area has, up to now, been relatively ignored by developers despite being adjacent to the white-hot Mission, likely because the waves of gentrification haven't really reached it yet.</p>

<p>The Upper Yard project is hoping to snag a piece of the mayor's $310 million affordable housing bond, which we'll all be voting via Prop A in tomorrow's election.</p>

<p>And it will be one of several seeking subsidies for potential affordable housing. Other properties being considered in the neighborhood, as the Chron notes, include the old Safeway site at 355 Ocean Avenue; 65 Ocean Avenue and 915-917 Cayuga Avenue a few blocks east, where 169 total units have been proposed but where affordable housing subsidies could speed up the projects; and a site at 4840 Mission street, currently home to a funeral homes, which the non-profit developer Bridge Housing wants to use for an affordable project.</p>]]></content:encoded></item></channel></rss>
