Via a new management plan from the federal government, a number of coastal spots where dog owners are currently allowed to let their pooches roam off-leash will become on-leash areas, or no-dog areas. This is part of a new management plan for the Golden Gate Park National Recreation Area, which extends from Fort Funston up around to Crissy Field, and north to Muir Beach. The goal is to protect wildlife that lives in these areas.

Muir Beach and East Beach at Crissy Field, two of the most popular off-leash areas, will be off-limits to dogs altogether, and this is sure to get to some people shouting (e.g. people who do things like attend this pet parade). See the full plan here, and note the dates when you can make public comment.

We should note that an earlier battle over leash laws back in 1998 led to a showdown between dog owners and non-dog-loving NIMBYs before the Board of Supervisors, the Supes have previously threatened to take back parkland from the feds if they refuse to allow dogs. Also please note this recent leash-law kerfuffle up on Nob Hill involving rich people and their beloved Huntington Park.
