- Jose Garcia-Zarate, the undocumented immigrant at the center of the 2015 Kate Steinle shooting case, has been deemed mentally incompetent to stand trial in a federal case. - Police in Union City today announced that they have arrested two individuals in connection with a November 23 shooting that roiled the East Bay community because of the age of the victims, 11 and 14. The two boys were, for unknown reasons, in a van outside Searles Elementary School after 1 a.m. when they were allegedly fatally shot by two suspects, now identified as 18-year-old Jason Cornejo of Castro Valley, and a 17-year-old juvenile, who both have known gang ties.
