We've noted before that, amid concerns over the city plans to use "the people's money so that a billionaire can have his yacht race," Supervisor Chris Daly wasn't keen on San Francisco's plan to bring the America Cup here. Now, according to SF Appeal, Daly will take it one step further, using the California Environmental Quality Act to red-tape the entire race.

"I will bring a white squall to make sure those boats never see the water," Daly quipped during a BOS meeting speech. "I don't need the phone number of a Swiss billionaire to figure out how to get something done when you need some resources."

Even Supervisor Sean Elsbernd, one of the boards more un-Daly-like Supes, agrees. "On this one, he is not crazy ... On this one, he has valid points."

That said, the Board voted 9-to-2 in favor of the city's plan to raise $27 million for the ostentatious regatta.
