Beware Fake Lotteries

This must be some kind of ghetto thing we don't understand, but six people were arrested for running an underground lottery in which paper tickets were sold in stores in Richmond and San Pablo and the winners decided based on the numbers from the California Lottery's Daily 3 game. We suppose this worked because the tickets were cheaper than the real lottery tickets? [Oakland Tribune]
