It is done. (Well, almost done.) By 7 a.m., both houses of the Legislature passed the shiny budget plan. The 33 bills include "$15 billion in spending cuts, $11.4 billion in borrowing, $12.8 billion in taxes and about $2 billion of federal funds from the federal stimulus package that President Obama signed on Tuesday." Also, a 1-cent on the dollar sales tax, vehicle license fee, and an increase in the state income tax are tacked on for good measure.
Assemblymember Tom Ammiano (D-San Francisco) had this to say about the ordeal.
Today the Legislature passed one of the most challenging budgets in California's history. Never before have we faced economic conditions such as these ... The process was not perfect and difficult decisions had to be made. No one is happy about the service cuts, layoffs and tax increases that were a necessary part of this plan. In voting for this budget, I want to acknowledge that we have made painful cuts to vital human services that serve the poor and the elderly as well as deep reductions in education spending for our schools.
Gov. Arnold Schwarzenegger plans on singing the thing on Friday.
