Though it seems like a fairly paltry sum of money, the City Attorney's office has settled with a man who lives at the Valencia Gardens housing complex who claims he was brutalized and injured by police during a frivolous arrest on November 15, 2013. The incident, which we reported on at the time, took place in the wake of the Batkid festivities downtown and spurred some angry protest by neighbors and onlookers that was caught on video, leading to several other arrests that day. D’Paris “DJ” Williams, who was 20 at the time of the incident, brought a federal civil rights complaint against the city. A settlement was reached in May awarding Williams $20,000 in damages, and the case was dismissed on Monday.

It all began when three officers, Gregory Skaug, Milen Banegas and Theodore Polovina, spotted him riding his bicycle on the sidewalk near the complex, and told him to "Come here" as he was walking into the front door of his home. As KRON4 reports, Williams kept walking, and talked back to officers from inside his house, refusing to come out after apologizing for riding his bike on the sidewalk. The officers then forcibly pulled him out of his door and severely beat him, according to the complaint, leaving his mouth so swollen he couldn't eat for several days.

The officers then transported him to SF General to have his injuries treated, and he says he was left handcuffed for hours, leaving his hands numb. He also claims he could hear the officers "laughing at him" from near where he lay in the hospital.

The incident led to subsequent protests in the neighborhood, driven by anger over the fact that excessive force and random brutality was at play all over a citation for riding a bike on the sidewalk. Williams was arrested on suspicion of resisting arrest, assault, and riding a bike on the sidewalk, but ultimately all charges were dropped pending "further investigation."

The video below shows Williams lying on the ground moaning, his face bloodied, and he's then forced to his feet by officers and taken into a squad car.
