Investigators said a Honda sedan drove past the property, which spans the block between Chestnut and Lombard streets, where a passenger fired a single round.

Authorities later identified the car’s owner as Amanda Tom, 25, and arrested her nearby on Taylor Street, along with Muhamad Tarik Hussein, 23. "Along with sideshow activity, the violence overtook all of our resources."

"Our City has not seen this level of violence in many years," Armstrong said.

While at least one fatal shooting outside a liquor store at 77th and Bancroft appears to have been the result of a fight, multiple other shooting incidents around Oakland appear to have been the result of "celebratory" gunfire, Armstrong said. These included a 29-year-old man who was shot multiple times by stray bullets as he was walking on the 2200 block of 23rd Avenue, as well as a 16-year-old boy who was shot and injured. Both are expected to survive.

Another man was in critical condition after being hit by a stray bullet while standing at a food truck at 42nd Avenue and International Boulevard, as Bay Area News Group reports.

And ABC 7 reports that a second death that's been deemed suspicious was the result of blunt-force trauma.

The sideshow activity that Armstrong mentioned mentioned was one massive, roaming one involving a reported 300 vehicles and 200 spectators. That sideshow left one many with critical injuries after he was hit by a vehicle.

Oakland Councilmember Loren Taylor tells ABC 7 that Sunday was a night when there were nearly 100 outstanding 911 calls in East Oakland, showing how the police department and emergency workers are stretched thin.

"Clearly, we need to bring more resources for nights and weekends, where intensity increases like we saw this past weekend," Taylor said.

Armstrong also said that the city's ambulance system was overwhelmed, and response times to violent incidents were consequently slow.

Oakland police made three arrests in connection with the sideshow, as the Chronicle reports. They also confiscated six vehicles.

Monday's press conference followed exactly a week after Armstrong gave another press conference in order to slam the Oakland City Council for a decision to divert $18 million away from the police department to give to the Department of Violence Prevention. As the Chronicle notes, Armstrong used the Fourth as an example of what can happen when his department is stretched thin.

Also, he called on the community to help prevent violence as well, saying, "We have to get people to put down guns. We are losing people at an alarming rate, and we have to recognize how much trauma and hurt and pain it causes in our community."

Photo: Justin Sullivan/Getty Images

SFPD Fatally Shoots Man In Nob Hill Standoff

A standoff between an allegedly armed man and police ended in gunfire Sunday, when police say they fatally shot the man while raiding a Nob Hill residence.

SF News

gunfire

Nob Hill

police shooting

sfpd

shooting

standoff

Eve Batey

A standoff between an allegedly armed man and police ended in gunfire Sunday, when police say they fatally shot the man while raiding a Nob Hill residence.

According to San Francisco Police Department spokesperson Sergeant Mike Andraychak, police were called to a residence on Salmon Street, a short alley between Taylor and Mason Streets, just off Pacific Avenue at 11:35 p.m. Saturday on reports of a "domestic violence situation involving a weapon."

When officers arrived, they learned that an allegedly armed man, who police said Monday was 38 years old, had barricaded himself in the apartment with his wife (aged 41,police said Monday) and two children, aged 5 and 11. Andraychak says that responding officers could hear yelling coming from the apartment in question, and "within minutes of their arrival, the officers heard a gunshot inside the apartment."

That spurred the SFPD to summon their tactical unit and crisis hostage negotiators to the scene. The latter made contact with the man, Andraychak says, "and engaged in dialogue with him throughout the morning," attempting to convince the man to release the woman and children and surrender himself.

However, by 2:50 Sunday morning, the man was apparently done speaking with negotiators, and ceased communications, Andraychak says. He says that police then heard another gunshot, and "fearing for the safety of the hostages, the tactical team entered the apartment."

When they entered the apartment, police shot the man. He was transported to an area hospital for treatment, where he succumbed to his injuries. As of Monday morning, he had not been publicly identified by police or the San Francisco Medical Examiner's Office.

Andraychak says that the woman and two children who'd been in the apartment with the man were treated and released at the scene. Andraychak has not confirmed that a gun was found at the scene, but says that the shooting is being investigated by the SFPD Homicide Detail, the SFPD Internal Affairs Division, the San Francisco District Attorney’s Office, the Department of Police Accountability and the Office of the Chief Medical Examiner.

The Chron reports that neighbors say the man lived in the apartment, with one telling the paper that "the children sometimes played in the street, but that her interactions with the man never amounted to more than a friendly wave."

It’s shocking that something like this could happen in the neighborhood,” the neighbor told the Chron.

“The neighbors all know each other, but that family pretty much just kept to themselves.”

Andraychak asks that anyone with information on the case to contact the SFPD Tip Line at (415) 575-4444 or to Text a Tip to TIP411 and begin the text message with SFPD. He says that additional details on the shooting will be released "as it becomes available," and that "a town hall meeting regarding the incident will be held within ten days."

In the second case of an armed woman barricaded in an SRO in recent weeks and causing a neighborhood crisis, reports of shots fired and a woman barricaded in a room on the 200 block of Turk Street Saturday morning led to the SFPD shutting down two blocks in the Tenderloin and evacuating a floor of the building where the incident occurred.

Details are few so far, but CBS 5 reports that this all went down around 8:50 a.m. at the Salvation Army Corps Community Center, which is where the female suspect was staying. Because the woman's room had a window facing the street, two blocks of Turk Street were cleared as a precaution after she retreated back to the room when police arrived.

This was all in the vicinity of the Tenderloin Police Station as well, and Captain Theresa Ewins said that the woman had been detained, and that no one was injured despite the gunfire, which the Chronicle reports went through several walls. The incident was resolved as of about 11 a.m. when the woman surrendered.

The situation follows on another that occurred two weeks ago at an SRO in the Mission when a woman, who later admitted to being very drunk, pulled a gun on an exterminator when he knocked on her door. That incident led to a seven-hour standoff and shelter-in-place drama on Valencia Street.

Here's a video of an illegal sideshow that ended with a shooting on Seventh Street in Oakland Saturday morning. "Police said that about 4:15 a.m. a Mazda and a Camaro involved in illegal sideshow activity collided in the 2500 block of Middle Harbor Road at the Port of Oakland," reports Oakland Tribune. "Those in the two cars fought and several rounds were fired before those involved left the area."

In the video, you can hear a woman exclaiming that her car is damaged. The men respond by further destroying her video, ignoring her cries of anguish, and shooting several rounds from a semiautomatic into the windshield.

Another round of gunfire can be heard at the end of the brief video.

It's not clear whether or not any person was shot during the melee. No gunshot victims came in for treatment at nearby hospitals, Oakland Tribune goes on to note.

Also reporting on the video, SFGate lambastes the sideshows and their alleged uptick in frequency, noting:

The incident is the latest example of sideshow behavior in Oakland. Sideshows — reckless displays of stunts and speed by drivers who often are intoxicated — have been linked to a number of deaths in the city, including of people who were watching the spectacles. Dozens of cars typically show up at the illegal rallies, easily outnumbering the number of officers on duty in that specific part of the city.

Over at Bonifacio and Mabini on Sunday, a couple of blocks away from the Oracle OpenWorld convention now in progress, a young man was shot during a violent robbery.

"The 26-year-old victim was found around 2:05 a.m., reports CBS SF. "A suspect approached the victim with a gun and demanded his property. After the victim handed over his cellphone and wallet, the suspect shot him twice in the leg."

The suspect then fled in a "silver vehicle." The victim was treated at a nearby hospital for injuries.

This most recent shooting, of course, is nothing new in the area. Crime, assaults, muggings, public intoxication, fighting, harassing, and other incidents are the norm, not the exception, in the area (especially on weekend nights).

Anyone with information on Sunday morning's shooting should call the SFPD anonymous tip line at 415-575-4444 or via text message to TIP411 with "SFPD" in the message.

A 19-year-old man, a suspected gang member and barely, was shot multiple times on Thursday afternoon in East Oakland. The all too familiar incident, according to the victim, happened near 98th Avenue and San Leandro Street. "But using ShotSpotter technology, police later determined the shooting happened near 103rd Avenue and International Boulevard," repots Oakland Tribune, who went on to report, "The victim was expected to recover from his wounds but remained uncooperative with police, who suspect gang rivalries to be involved."

Friday morning around 2 a.m., two men in a white, late-90s Cadillac El Dorado opened fire on San Francisco police officers in the Western Addition after the cops tried to pull them over for a missing license plate light. The officers attempted to make the stop near the intersection of Eddy and Laguna Streets, but the suspects drove south on Laguna before stopping to fire off a round and speed off through a red light.

Unfortunately for the suspects and their dreams of a San Francisco car chase scene, they were t-boned by a cab driver who had the green at Eddy and Franklin. The two suspects ditched the Caddy and fled on foot. The cops gave chase and managed to nab one of the two suspects, but the second was still at large as of this morning.

The taxi driver was injured in the wreck, but is expected to be just fine. Neither officer was injured in the incident.

How can you tell the difference? Well, Precita.org informs us that "gunshots are usually fired in closer succession, often 1-2 shots per second." Also, from our own experience, and what with SFist HQ located near 715 Harrison, gunshots have a more tinny, slap-across-the-face-ish sound to them. Now you know, so listen closely before you frantically dial 911 on Friday night.
