Tsk, Tsk: The Latest On The Board Of Supes Code Of Conduct Proposals

map727.jpgOh, Michela Alioto-Pier! Our favorite absentee supervisor finally straggled on in to an actual committee meeting, only to find out that the code of conduct she's proposing for the supervisors has loopholes big enough for a Mack truck to drive though.

As you may remember, Alioto-Pier (or MAP, as we like to call her) is spearheading the push to institute a code of conduct for supervisors, after the flap about Chris Daly saying that there were cocaine use allegations about Mayor Newsom. We can't find a copy of MAP's proposal online, but the Chron says it punishes "aggressive, abusive, or offensive conduct." (As you may recall, Daly in response is working on a code of conduct of his own, to prohibit sexual relationships between superiors and subordinates, and to require better attendance at board meetings.)

Problem is, MAP's proposal (to remove offending supes from committees) violates the City Charter (only the board president can do that) and state law (certain supes are required to serve on certain Bay Area-wide committees). And despite MAP's protests to the contrary, it seems like it might violate the First Amendment too. Sean Elsbernd also pointed out that the way the proposal is drafted, it could potentially be used by more strategic and procedurally-savvy supervisors (who could that be?) to harass others.

MAP's going to take a week to fix those loopholes, but as Tom Ammiano pointed out, fixing those loopholes would take away any punitive weight of the code of conduct. "I'm wondering, what's next? [Banning] eye rolls?" This type of commentary has people wondering if MAP'll actually even be able to get her code of conduct voted through -- but she's not dissuaded; she says she'll put it on the ballot if she gets voted down. (She needs 6 votes to get the rules passed by the Board, but only 4 to send it to us to decide.)

I think they have codes of conduct like this in Singapore.

 

Alioto-Pier is a professional carpetbagger. She ran for Congress in a district where she didn't even know the names of the towns. Why we let this person have 9% of our legislative branch is an ongoing mystery to me.

 

It would also be nice if supervisors would recuse themselves from voting on pot clubs when they have none in their own districts.

 

Alioto-Pier is working on inheriting the Queen of Boondoggles title away from Jake McGoldrick. I flipped over to channel 26 last night, and I saw her asking for some poor City department (PUC?) to figure out how much water is used by the San Francisco Fire Department in the City. Say what?

Her support to add more parking garages to San Francisco is another example of a boondoggle if we let her (and Webcor's and other developers') way. Does she really want ....;
- Increase pedestrian injuries and deaths
- Increase bicyclist injuries and deaths
- Slow down MUNI with more cars on the road, especially downtown
- Deteriorate the quality of the air we breathe and the enivronment in general by encouraging people to drive instead of walk/bike/public transit around town

I hope the other 10 Supervisors have the good sense to smack down Alioto-Pier's boondoggles, especially the parking one, and to prod the Mayor into also taking a firm stance against Gap Inc. founder Don Fisher's and Webcor's Parking Measure on the November ballot. Businesses need to know that they would do better with more pedestrians walking past their stores, not more cars on the road that go directly in and out of the one store they wish to visit.

 

The more time they spend on silly legislation like this the less time they have to do real damage to the city (e.g. the parking proposal, or anything a board member proposes really). Hopefully this will drag on for weeks or even months all the while sapping all their resources.

 

Alioto-Pier's support of the parking proposal is appalling. I would gladly contribute to a recall.

MAP has too much time on her hands. Her night nurse clearly makes her life far too easy.

 

Ed Jew had his preliminary hearing today. Bob Melrose filed a report on KCBS.

 

Those Alioto's are certainly a classy and respectable bunch.

 

No Show Alioto - did you see her attack Starchild for rightfully stating she ducked a vote on the water rates? Claims she fought and won for families! Said not believe everything we read in the newspapers! Then proceeded to smile like a prom queen as every afflicted medical marijiuna patient praised her. The price of dope just went up thanks to the water rate hikes she carried!

 

She can't possibly be this stupid... right?
