The San Francisco Police Department’s bomb squad was called to Fort Funston on Sunday when someone found a box of military flares marked U.S. Navy below the hang glider deck. The box was found around 10:45 a.m., and SFPD cleared the area at 1:10 p.m. and blew up the box.

Since the fort used to be an active military zone as a part of the national coastal defense system, it's reportedly pretty common for old bombs to be discovered in the area. It's likely that these flares recently fell from a naval vessel though, as they are apparently not from the same era as the typical old bombs found at the fort.
