San Francisco Police officers patrolling the South of Market neighborhood early Sunday morning found a man in the road suffering from gunshot wounds. He died at the scene, and the case is being investigated as a homicide.

As KRON4 reports, the man was found in the street in the area of Sixth and Natoma streets around 12:15 am Sunday. Per the Chronicle, officers began rendering aid, and paramedics arrived soon after. The victim, who has not been identified, was pronounced dead at the scene, per NBC Bay Area.

Update: The Chronicle reported Monday that police have arrested one suspect in connection with the shooting, 48-year-old Derral Robi of San Francisco. Robi appears to have a felony record.

Homicide detectives said that officers with the Drug Market Agency Coordinating Center spotted Robi, who matched a suspect description, in the vicinity of Market and Jones streets about a block away from the crime scene. He was arrested sometime on Monday and booked on suspicion of murder and being a felon in possession of a firearm.

A mass gang-related shooting occurred at a child’s birthday party in the Central Valley just north of Stockton Saturday evening, killing four people — including 3 children — and injuring 11 others. There are reportedly multiple suspects.

Update: Per Sacramento's Fox40, a total of 15 victims were shot, and the four who died were ages 8, 9, 14, and 21. Stockton Mayor Christina Fugazi confirmed the shooting was gang-related.

Update 2: Per the Chronicle, the gathering consisted of 100 to 150 people. Multiple suspects reportedly began shooting inside the banquet hall and continued shooting as they made their way outside. At least one of the surviving victims is in critical condition.

As KTVU reports, the shooting happened just before 6 pm Saturday at a banquet hall on the 1900 block of Lucile Avenue in San Joaquin County, north of Stockton, in a suspected targeted incident, per KGO. In an announcement, Stockton Vice Mayor Jason Lee initially referred to the incident as taking place at an ice cream shop, but authorities later clarified it happened near a Dairy Queen and other businesses, per Bay Area News Group.

“A birthday party should never be a place where families fear for their lives,” Vice Mayor Lee said, per Bay Area News Group. “Violence touched my life as a young person, and seeing our own children, parents and neighbors go through this shakes me deeply. Stockton is my home. These are our families. This is our community.”

Heather Brent, a spokesperson for the San Joaquin County sheriff’s office, confirmed that both children and adults had been shot.

“This is a very active and ongoing investigation, and information remains limited,” San Joaquin County Sheriff’s officials said on social media Saturday night. “Early indications suggest this may be a targeted incident, and investigators are exploring all possibilities. Detectives are actively working to determine the circumstances leading up to this tragedy.”

Per Sacramento’s KCRA, the suspect remains at large. The Stockton Police Department, Manteca Police Department, and the FBI are also investigating.

The Oakland Police Department says when officers responded to a report of a break-in at a residence, they were informed that someone tied to the break-in was suffering from a medical emergency. After a brief scuffle, the suspect became unresponsive before dying at the hospital.

Update: As KPIX reports, the suspect was identified as former Oakland Raiders running back Doug Martin. No further details have been provided.

As the Chronicle reports, police responded to a call from a house on the 11000 block of Ettrick Street in Oakland’s Chabot Park neighborhood around 4:15 am Saturday. Per KRON4, officers attempted to detain the suspect, resulting in a brief struggle. The suspect was then taken into custody before becoming unresponsive.

The police department posted on Facebook that paramedics provided medical aid at the scene before transporting the person to the hospital where they later died, per NBC Bay Area.

Per the Chronicle, the officers involved in the incident have been placed on administrative leave, and the case is being investigated by the department’s internal affairs bureau, as well as the Oakland Police Commission, Community Police Review Agency, and Alameda County District Attorney’s Office.

NHTSA opened its third probe into Tesla of the year. The agency said it's received 58 reports of the manufacturer’s "Full Self-Driving" system ignoring red and green lights, veering into oncoming traffic while changing lanes, and using the incorrect lane to turn or go straight.

As Reuters reports, The National Highway Traffic Safety Administration is investigating the self-driving mode of 2.88 million Teslas after receiving over 50 reports of vehicles violating traffic laws, which resulted in 14 crashes and 23 injuries. This probe comes just a few weeks after the agency launched an investigation into the multiple deaths connected to alleged faulty electronic door handles — including the fatal crash involving three Piedmont teens, which the company is now redesigning, as SFist reported.

Additionally, per CBS News, the NHTSA had already opened a probe into Tesla’s self-driving mode last year after reports of crashes stemming from low-visibility conditions, such as fog, one of which resulted in a pedestrian’s death.

Prior to its door handle probe, NHTSA also began reviewing Tesla’s "summon" parking feature earlier this year, which has resulted in some minor parking lot crashes when the cars were instructed to pick their owners up remotely.

Per Ars Technica, the agency is also investigating why Tesla has allegedly not been reporting crashes to the agency, as they’re required to do when a partially automated driving system is involved. Ars Technica writes that at least 18 Tesla drivers reported that the vehicle ignored red traffic lights, one of which was via Business Insider, often without any warning from the car. Another 24 Tesla drivers reported “FSD crossing into oncoming traffic, driving straight in a turning lane, or making a turn from the wrong lane.”

Ars Technica also reported on a study last year that found that the FSD attempted dangerous maneuvers that required 75 human interventions in 1,000 miles of testing — or one intervention every 13 miles.

Chris Hansen’s upcoming documentary Predators will investigate Roblox, the popular game-making tool accused of enabling the exploitation of underage users. The company is also being sued by the state of Louisiana.

On the heels of a report exposing Meta’s policy that allowed its chatbots to pursue children “romantically or sensually,” leading to an investigative probe by Senator Josh Hawley of Missouri, as reported by SFist, San Mateo-based Roblox is facing both a lawsuit by the attorney general of Louisiana and a documentary investigation.

As FandomWire reports, former To Catch a Predator host Chris Hansen announced he'll be pursuing the Roblox investigation through his online streaming network TruBlu after YouTuber Michael Schlep posted viral “predator-catching” videos, which led to six confirmed arrests and shed light on egregious negligence by the company.

As AV Club reports, Roblox has since begun retaliating against Schlep and other so-called vigilante users, banning and sending them cease and desist letters. The company also updated its Terms of Service to target vigilante groups. FandomWire notes that Schlep’s motivation for pursuing the case stems from his own experience as an underage victim of a prominent Roblox developer.

As the Washington Post reports, Louisiana Attorney General Liz Murrill announced Thursday that she filed a lawsuit against the company, saying its lack of safety protocols make it “the perfect place for pedophiles.”

According to the Washington Post, the lawsuit states that sexually explicit content, such as “Escape to Epstein Island,” “Diddy Party,” and “Public Bathroom Simulator Vibe,” is hosted alongside the many age-appropriate activities on the platform.

“Due to Roblox’s lack of safety protocols, it endangers the safety of the children of Louisiana. Roblox is overrun with harmful content and child predators because it prioritizes user growth, revenue, and profits over child safety,” Murrill said in a statement. “Every parent should be aware of the clear and present danger posed to their children by Roblox so they can prevent the unthinkable from ever happening in their own home.”

Murrill’s statement says that a recent report exposed 3,334 members who “openly traded child pornography and solicited sexual acts from minors.” The statement also highlights a recent arrest in Livingston Parish, Louisiana involving a suspect who used voice-altering technology to make his voice sound like a young girl, allegedly to lure users off the platform.

The Washington Post adds that in May, a 28-year-old Maryland man pleaded guilty to producing child pornography after prosecutors say he coerced more than 100 underage girls on Roblox and other popular platforms into sending him sexually explicit content of themselves.

The Post writes that there have also been several other lawsuits filed against Roblox in recent months. A California father whose 10-year-old daughter was allegedly kidnapped by a 27-year-old man on the platform filed a suit last week, and the law firm Dolman Law Group has filed lawsuits on behalf of families in Texas, Michigan, Georgia, and California, alleging their children were sexually exploited while playing Roblox.

“It’s basically open season for sex predators on this app,” Attorney General Murrill said at a news conference on Thursday, as reported by outlet WBRZ. “At the end of the day, I think Roblox should be shut down.”

Additionally, Representative Ro Khanna (D-California) launched a petition pressuring Roblox to increase its safety protocols. “Roblox is at a crossroads,” the petition states. “We’re not going to stand by while kids are exploited online, and powerful tech companies can do more to stop it.”

It's the first day on the job for new Uber CEO Dara Khosrowshahi, and it appears task number one on his list will be a federal investigation into allegations of foreign bribery by Uber staff.

According to a report from the (paywalled) Wall Street Journal, unnamed sources say that the US Department of Justice "has begun to review allegations that Uber may have violated the Foreign Corrupt Practices Act, which bans the use of bribes to foreign officials to get or keep business."

It's not yet known if the DOJ investigation is focused on activities on one specific country or if the probe involves multiple locations around the globe. But "based on what it finds, the Justice Department may or may not decide to open a full-fledged FCPA investigation into Uber," the Journal reports.

"FCPA," in this case, refers to the Foreign Corrupt Practices Act. You can get the full overview of that act here, but the key language is probably this:

The Foreign Corrupt Practices Act of 1977, as amended, 15 U.S.C. §§ 78dd-1, et seq. ("FCPA"), was enacted for the purpose of making it unlawful for certain classes of persons and entities to make payments to foreign government officials to assist in obtaining or retaining business.

Specifically, the anti-bribery provisions of the FCPA prohibit the willful use of the mails or any means of instrumentality of interstate commerce corruptly in furtherance of any offer, payment, promise to pay, or authorization of the payment of money or anything of value to any person, while knowing that all or a portion of such money or thing of value will be offered, given or promised, directly or indirectly, to a foreign official to influence the foreign official in his or her official capacity, induce the foreign official to do or omit to do an act in violation of his or her lawful duty, or to secure any improper advantage in order to assist in obtaining or retaining business for or with, or directing business to, any person.

An Uber spokesperson confirmed to the WSJ that the company is cooperating with the DOJ on the preliminary investigation. The DOJ was less transparent, saying “As a matter of policy, the department generally neither confirms nor denies the existence of an investigation."

This isn't the only federal investigation with which Uber is currently "cooperating." As previously reported, Uber's infamous "Greyball" system the company used to evade local authorities is the focus of a federal criminal investigation launched in May, Reuters reported at the time. In a March announcement, Uber said "we are expressly prohibiting [Greyball's] use to target action by local regulators going forward."

In an email sent to Uber employees by its Board of Directors Tuesday night, Khosrowshahi will make his first appearance to staff at a meeting this morning. The Board urges staff to assemble questions for Khosrowshahi, and to "join us in welcoming Dara on what promises to be an exciting ride!"

Marin County investigators are scratching their heads today, after they found themselves unable to link the latest dead body found on their shores with anyone who has been reported missing.

According to Darrell Harris, the Chief Deputy Coroner at the Marin County Sheriff's office, though a number of men have been reported missing in the Bay Area in recent days, none of them are a match for the corpse spotted by a fisherman at 11:35 a.m. last Thursday at Muir Beach.

Harris says that the remains are of an Asian man aged between 25-35 years old. He's about 5'3" and is estimated to have weighed around 160 when he was alive. He has brown eyes, short black hair, a medium-length wiry mustache and a goatee.

The man was dressed in a black, long-sleeved shirt bearing the NordicTrack logo and black Catapult tennis shoes (a brand sold at K-Mart).

He has no tattoos, scars, or marks on his body that might help with identification, nor was any personal property found on his remains. A checkof his fingerprints did not turn up any results, Harris says, nor has he been linked with any other person or a vehicle.

The man, whose body had been in the water from 24-72 hours when it was found, "could have come from anywhere," Harris says.

An autopsy will be performed on the remains this week, Harris says.

With full support from Republicans (and none from Democrats, naturally), the House voted today to subpoena the White House for any and all records regarding Solyndra, the Fremont, California-based solar company that imploded this year after receiving a $535 million loan from the Obama administration in 2009. After Democrats tried the snarl the vote, the House Energy and Commerce Committee approved it in a 14-9 vote.

According to Fox News, "Democrats argued the resolution was too broad and gave Chairman Fred Upton too much power. But Republicans said a subpoena was necessary because the White House has denied or delayed requests for thousands of documents related to Solyndra."

The White House was furious with the vote, saying that it has already cooperated with the investigation by handing over tens of thousands of documents.

"And all of the materials that have been disclosed affirm what we said on Day One: this was a merit-based decision made by the Department of Energy," said White House spokesman Eric Schultz.

Throwing a touch of shade at the GOP, Schultz added: "We'd like to see as much passion in House Republicans for creating jobs as we see in this investigation."

Republicans, however, aren't buying it. Smelling "a rat form the beginning," the House wants to investigate the loan guarantee and its restructuring of terms.

"We have clearly established that senior White House advisers had close knowledge of the Solyndra loan and that DOE officials felt pressure from the White House to approve the loan," Committee Chairman Fred Upton (R-Mich.) explained to The Washington Post. "The White House has refused to produce them, and we have no choice but to authorize the issuance of a subpoena to compel them."

The noted solar company shuttered in September of 2011, most notably receiving a visit from the FBI while closing down operations.

Most of you should recall the name of Oscar Grant, who was shot late on New Year's Eve at the Fruitvale BART station by a certain BART cop named Johannes Mehserle. Said shooting led to much outrage, protest, and rioting over there in the East Bay. Well, as of today a new independent report has been released to the public detailing all the non-confidential (read: boring) procedural items that have been under investigation regarding BART cops and their tactics and procedures. SF Appeal has some bullet points. Suffice it to say their tactics and procedures were bad, and no one will be carrying their Tasers next to their handguns anymore.

Missing from the report are any juicy details regarding a rumored sexual relationship between two BART officers, or any other "extensive information regarding personnel matters" that are confidential by law and reported separately -- not to be released to the public until some scrappy journalist gets their hands on a copy. We do not expect further protest until Johannes Mehserle stands trial, which won't be until October.

According to "a source close to the probe" over at , the driver in Saturday's West Portal Muni smashup "told investigators he blacked out shortly before the accident." Oh oh. Another anonymous source -- a rider who asked to remain veiled under a shroud on anonymity because he was asked not to speak publicly about the crash, unless he wanted to kiss any sweet settlement money bye-bye -- told the Chron that the L-Taraval driver was "slumped" over the train controls after the crash. Hm. Anyway, regarding the driver, a background check and drug tests are currently underway, which won't be done for several weeks. Also, said driver's name won't be released just yet. The entire investigation, it seems, might take "12-18 months," which, oddly enough, is the same amount of time one waits for a L train outside West Portal Station for the Muni traffic to clear. Update: Or was it a blackout? According to reports, an "early switch to manual power In the train tunnel" might have been the culprit. That, or God is punishing San Franciscans for yet another sin we committed. Stay tuned.

God Emperor of Muni, Nat Ford, has decided to get more aggressive about hunting down fare evaders in an attempt to bridge the enormous budget gap faced by the city's wheezing transit system. Apparently, he has even indicated that the MTA won't ask for any more American dollars from the multitude of sources that fund the beleaguered agency's many activities until the problem of fare evasion has been solved. To further that aim, the MTA has reportedly put together a crack team of white coated Muni inspectors who have been hopping on and off buses, trains, and cable cars, gathering more than 35,000 observations on how surly Muni drivers stare off into the distance, their top lips quivering in indignation and resentment, as passengers clamor on board and decide whether or not they're going to bother paying their fares.

The results of this survey?

"The loss of fare money can be blamed on intentional evasion, malfunctioning equipment, understaffing and confusing payment policies, Ford said."

Gee, Muni needed a whole team of clip board wielding trolly dancers to figure that one out? He prolly could have reached the same conclusion with a single ride on the 38-Geary. Regardless, expect Muni to start busting kneecaps on fare evaders beginning sometime this fall.

According to an angry missive from the fine folks over at SoMa's DNA Lounge, the California Department of Alcoholic Beverage Control is trying to put them permanently out of business. It seems the buzz kills have accused them of "running a disorderly house injurious to the public welfare and morals", and are trying to revoke their liquor license, which would put them out of business.

What's surprising, though, is that the ABC has come down on just the gay and lesbian events. All of the ABC's accusations stem from two monthly queer nights that used to happen at DNA Lounge: "Cream", a lesbian dance party; and "Escandalo", a gay male Latin dance party. "That's two events out of the approximately eighteen nights a month that we are open," says DNA Lounge. (Both nights have since been canceled after they learned the California Department of Alcoholic Beverage Control was taking action.)

Later, Suspect-6 and Suspect-7 left the stage and S-1 (now wearing fluorescent green underwear), S-8, and the night's host "Lola" came on stage. S-1 and S-8 both pulled down the back of their underwear fully exposing their buttocks multiple times in violation of Rule 143.2(1). Also while on stage I observed S-8 get behind "Lola" and simulate having sexual intercourse by grabbing "Lola's" shoulders and thrusting his pelvis against "Lola's" buttocks several times in violation of Rule 143.3(1)(a). During this time S-1 was in front of "Lola" facing him/her and "Lola" was grabbing his bare buttocks in violation of 143.2(3) and 143.3(1)(b).

Fighting buttocks grabbing at San Francisco clubs doesn't seem the best way for the ABC to use tax dollars. Especially during the recession. Read more about it over at DNALounge.com
