Robi appears to have a felony record.</p><p>Homicide detectives said that officers with the Drug Market Agency Coordinating Center spotted Robi, who matched a suspect description, in the vicinity of Market and Jones streets about a block away from the crime scene. The agency said it's received 58 reports of the manufacturer’s "Full Self-Driving" system ignoring red and green lights, veering into oncoming traffic while changing lanes, and using the incorrect lane to turn or go straight.</p><p><a href="https://www.reuters.com/business/autos-transportation/us-opens-probe-into-28-million-tesla-vehicles-over-traffic-violations-when-using-2025-10-09/">As Reuters reports</a>, The National Highway Traffic Safety Administration is investigating the self-driving mode of 2.88 million Teslas after receiving over 50 reports of vehicles violating traffic laws, which resulted in 14 crashes and 23 injuries. This probe comes just a few weeks after the agency launched an investigation into the multiple deaths connected to alleged faulty electronic door handles — including the fatal crash involving <a href="https://sfist.com/2025/10/03/parents-of-college-students-killed-in-piedmont-cybertruck-crash-sue-tesla-say-kids-were-trapped-in-burning-car/">three Piedmont teens</a>, which the company is now redesigning, <a href="https://sfist.com/2025/09/20/tesla-to-redesign-door-handles-following-over-140-reports-of-trapped-occupants-feds-investigating/">as SFist reported</a>.</p><p>Additionally, <a href="https://www.cbsnews.com/sanfrancisco/news/tesla-fsd-nhtsa-investigation-traffic-violations/">per CBS News</a>, the NHTSA had already opened a probe into Tesla’s self-driving mode last year after reports of crashes stemming from low-visibility conditions, such as fog, one of which resulted in a pedestrian’s death.</p><p>Prior to its door handle probe, NHTSA also began reviewing Tesla’s "summon" parking feature earlier this year, which has resulted in some minor parking lot crashes when the cars were instructed to pick their owners up remotely. </p><p><a href="https://arstechnica.com/cars/2025/10/tesla-fsd-gets-worse-at-driving-nhtsa-opens-new-investigation/">Per Ars Technica</a>, the agency is also investigating why Tesla has allegedly not been reporting crashes to the agency, as they’re required to do when a partially automated driving system is involved. Ars Technica writes that at least 18 Tesla drivers reported that the vehicle ignored red traffic lights, one of which was via<a href="https://www.businessinsider.com/tesla-vs-waymo-full-self-driving-fsd-robotaxi-lidar-cameras-2025-5"> Business Insider</a>, often without any warning from the car. Roblox is overrun with harmful content and child predators because it prioritizes user growth, revenue, and profits over child safety,” <a href="https://www.ag.state.la.us/Article/322">Murrill said in a statement</a>. “Every parent should be aware of the clear and present danger posed to their children by Roblox so they can prevent the unthinkable from ever happening in their own home.”</p><p>Murrill’s statement says that a recent report exposed 3,334 members who “openly traded child pornography and solicited sexual acts from minors.” The statement also highlights a recent arrest in Livingston Parish, Louisiana involving a suspect who used voice-altering technology to make his voice sound like a young girl, allegedly to lure users off the platform. </p><div align="center" style="width:100%; max-width:100%">

It's <a href="http://www.sfgate.com/business/technology/article/Former-Expedia-CEO-takes-helm-of-Uber-on-Wednesday-12160806.php">the first day on the job</a> for new Uber CEO Dara Khosrowshahi, and it appears task number one on his list will be a federal investigation into allegations of foreign bribery by Uber staff.</p>

<p>According to a <a href="https://www.wsj.com/articles/justice-department-investigates-whether-uber-violated-u-s-foreign-bribery-laws-1504040457">report from the (paywalled) Wall Street Journal</a>, unnamed sources say that the US Department of Justice "has begun to review allegations that Uber may have violated the Foreign Corrupt Practices Act, which bans the use of bribes to foreign officials to get or keep business."</p>

<p>It's not yet known if the DOJ investigation is focused on activities on one specific country or if the probe involves multiple locations around the globe. But "based on what it finds, the Justice Department may or may not decide to open a full-fledged FCPA investigation into Uber," the Journal reports.</p>

<p>"FCPA," in this case, refers to the Foreign Corrupt Practices Act. You can get <a href="https://www.justice.gov/criminal-fraud/foreign-corrupt-practices-act">the full overview of that act here</a>, but the key language is probably this:</p>

<blockquote>The Foreign Corrupt Practices Act of 1977, as amended, 15 U.S.C. §§ 78dd-1, et seq. ("FCPA"), was enacted for the purpose of making it unlawful for certain classes of persons and entities to make payments to foreign government officials to assist in obtaining or retaining business. </blockquote>

<blockquote>Specifically, the anti-bribery provisions of the FCPA prohibit the willful use of the mails or any means of instrumentality of interstate commerce corruptly in furtherance of any offer, payment, promise to pay, or authorization of the payment of money or anything of value to any person, while knowing that all or a portion of such money or thing of value will be offered, given or promised, directly or indirectly, to a foreign official to influence the foreign official in his or her official capacity, induce the foreign official to do or omit to do an act in violation of his or her lawful duty, or to secure any improper advantage in order to assist in obtaining or retaining business for or with, or directing business to, any person.
</blockquote>

<p>An Uber spokesperson confirmed to the WSJ that the company is cooperating with the DOJ on the preliminary investigation. The DOJ was less transparent, saying “As a matter of policy, the department generally neither confirms nor denies the existence of an investigation."</p>

<p>This isn't the only federal investigation with which Uber is currently "cooperating." As previously reported, <a href="http://sfist.com/2017/03/03/nyt_got_uber_by_the_greyballs.php">Uber's infamous "Greyball" system</a> the company used to evade local authorities is the focus of a federal criminal investigation launched in May, <a href="http://www.reuters.com/article/us-uber-tech-crime-exclusive-idUSKBN1802U1">Reuters reported at the time</a>. In <a href="http://sfist.com/2017/03/09/uber_will_quit_greyballing_and_has.php">a March announcement</a>, Uber said "we are expressly prohibiting [Greyball's] use to target action by local regulators going forward."</p>

<p>In an <a href="https://newsroom.uber.com/ubers-new-ceo/">email sent to Uber employees</a> by its Board of Directors Tuesday night, Khosrowshahi will make his first appearance to staff at a meeting this morning. The Board urges staff to assemble questions for Khosrowshahi, and to "join us in welcoming Dara on what promises to be an exciting ride!" </p>

<p>Marin County investigators are scratching their heads today, after they found themselves unable to link the latest dead body found on their shores with anyone who has been reported missing.</p>

<p>According to Darrell Harris, the Chief Deputy Coroner at the Marin County Sheriff's office, though a number of men have been reported missing in the Bay Area in recent days, none of them are a match for the corpse spotted by a fisherman at 11:35 a.m. last Thursday at Muir Beach.</p>

<p>Harris says that the remains are of an Asian man aged between 25-35 years old. He's about 5'3" and is estimated to have weighed around 160 when he was alive. He has brown eyes, short black hair, a medium-length wiry mustache and a goatee.</p>

<p>The man was dressed in a black, long-sleeved shirt bearing the NordicTrack logo and black Catapult tennis shoes (<a href="http://www.kmart.com/clothing-shoes-jewelry-shoes-men-s-shoes-men-s-sneakers-athletic-shoes/b-1325069597?Brand=CATAPULT&amp;filterList=Brand">a brand sold at K-Mart</a>).</p>

<p>He has no tattoos, scars, or marks on his body that might help with identification, nor was any personal property found on his remains. A checkof his fingerprints did not turn up any results, Harris says, nor has he been linked with any other person or a vehicle.</p>

<p>The man, whose body had been in the water from 24-72 hours when it was found, "could have come from anywhere," Harris says. </p>

<p>An autopsy will be performed on the remains this week, Harris says.</p>

<p>With full support from Republicans (and none from Democrats, naturally), the House voted today to subpoena the White House for any and all records regarding Solyndra, the Fremont, California-based solar company that imploded this year after <a href="http://sfist.com/2011/09/08/obama_fave_solar_company_solyndra_d.php">receiving a $535 million loan</a> from the Obama administration in 2009. After Democrats tried the snarl the vote, the House Energy and Commerce Committee approved it in a 14-9 vote.</p>

<p>According to <em><a href="http://www.foxnews.com/politics/2011/11/02/obama-administration-considered-bailout-for-solyndra-before-bankruptcy/">Fox News</a></em>, "Democrats argued the resolution was too broad and gave Chairman Fred Upton too much power. But Republicans said a subpoena was necessary because the White House has denied or delayed requests for thousands of documents related to Solyndra."<br>

The White House was furious with the vote, saying that it has already cooperated with the investigation by handing over tens of thousands of documents. <br>
 <br>
"And all of the materials that have been disclosed affirm what we said on Day One: this was a merit-based decision made by the Department of Energy," said White House spokesman Eric Schultz. </p>

<p>Throwing a touch of shade at the GOP, Schultz added:<strong> "We'd like to see as much passion in House Republicans for creating jobs as we see in this investigation."</strong></p>

<p>Republicans, however, aren't buying it. Smelling "a rat form the beginning," the House wants to investigate the loan guarantee and its restructuring of terms. </p>

<p>"We have clearly established that senior White House advisers had close knowledge of the Solyndra loan and that DOE officials felt pressure from the White House to approve the loan," Committee Chairman Fred Upton (R-Mich.) explained to <em><a href="http://www.washingtonpost.com/politics/solyndra-house-panel-subpoeas-white-house-for-first-time/2011/11/03/gIQAtmjjiM_story_1.html">The Washington Post</a></em>. "The White House has refused to produce them, and we have no choice but to authorize the issuance of a subpoena to compel them."</p>

As <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2010/10/14/MNQV1FS86J.DTL">the <em>Chron</em> reports</a>, an expert reading of the report shows no definitive answer about whether the section of pipe that ruptured was weakened or corroded. Judging from measurements taken of all the pieces of the pipe that were found, none were significantly thinner or more corroded than normal.</p>

<blockquote>"If you had significant internal corrosion, you would expect that wall thickness to be significantly decreased," said Brigham McCown, a Texas lawyer who once headed the federal Pipeline and Hazardous Materials Safety Administration... He cautioned, though, that corrosion could not be ruled out as a factor because the damage may be small and isolated to an area where the pipe failed.</blockquote>

<p>The other big clue is that there was an equipment failure at PG&amp;E's Milpitas terminal, the starting point of the gas line, just before the explosion. The failure caused workers to lose control of the pressure in the line, causing it to spike what they thought was not a significant amount. But experts say that such a spike "could have pushed a weakened line over the edge." <p>Investigators from the National Transportation Safety Board are now focusing on operators' reports that it had been common practice in recent years to switch from automatic to manual mode when approaching platforms before getting authorization, in order to speed up passenger loading and unloading. Judson True declined to comment and Nathanial Ford gave a prepared statement, saying, "The Muni system is a safe one and safety is our absolute top priority." </p>

<p>Irwin Lum, the president of the Transit Workers Union, claims that prior to this informal practice of switching to manual mode early, surly riders "<a href="http://blogs.sfweekly.com/thesnitch/2009/07/muni_union_head_early_switch_t.php">had been known to grow impatient and hit the emergency release button</a>, then file off en masse at West Portal station." </p>

<p>Since the accident, <a href="http://sfappeal.com/alley/2009/07/in-wake-of-crash-sfmta-forbids-unauthorized-automatic-to-manual-switch.php">SFMTA has implemented a number of measures</a> to ensure that operators stay in automatic mode at all metro stations, including issuing bulletins, hourly announcements, and requiring that train controllers stop any trains that appear to be in manual mode while contacting the operator.</p>

<p>According to "a source close to the probe" over at , the driver in <a href="http://sfist.com/2009/07/18/muni_light_rail_collision_at_west_p.php">Saturday's West Portal Muni smashup</a> "told investigators he blacked out shortly before the accident." Oh oh. Another anonymous source -- a rider who asked to remain veiled under a shroud on anonymity because he was asked not to speak publicly about the crash, unless he wanted to kiss any sweet settlement money bye-bye -- told the <i>Chron</i> that the L-Taraval driver was "slumped" over the train controls after the crash. Hm. Anyway, regarding the driver, a background check and drug tests are currently underway, which won't be done for several weeks. Also, said driver's name won't be released just yet. The entire investigation, it seems, might take "12-18 months," which, oddly enough, is the same amount of time one waits for a L train outside West Portal Station for the Muni traffic to clear. <strong>Update</strong>: Or <em>was</em> it a blackout? <a href="http://blogs.sfweekly.com/thesnitch/2009/07/muni_union_head_early_switch_t.php">According to reports</a>, an "early switch to manual power In the train tunnel" might have been the culprit. That, or God is punishing San Franciscans for yet another sin we committed. <p>God Emperor of Muni, Nat Ford, has decided <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/07/16/BAST18OKDK.DTL">to get more aggressive about hunting down fare evaders</a> in an attempt to bridge the enormous budget gap faced by the city's wheezing transit system.  Apparently, he has even indicated that the MTA won't ask for any more American dollars from the multitude of sources that fund the beleaguered agency's many activities until the problem of fare evasion has been solved.   To further that aim, the MTA has reportedly put together a crack team of white coated Muni inspectors who have been hopping on and off buses, trains, and cable cars, gathering more than 35,000 observations on how surly Muni drivers stare off into the distance, their top lips quivering in indignation and resentment, as passengers clamor on board and decide whether or not they're going to bother paying their fares.</p>

<p>The results of this survey?</p>

<p>"The loss of fare money can be blamed on intentional evasion, malfunctioning equipment, understaffing and confusing payment policies, Ford said."</p>

<p>Gee, Muni needed a whole team of clip board wielding <a href="http://laughingsquid.com/san-francisco-trolley-dances-on-the-third-street-t-line/">trolly dancers</a> to figure that one out?  He prolly could have reached the same conclusion with a single ride on the 38-Geary. <p>According to an <a href="http://www.dnalounge.com/backstage/log/2009/02.html#13">angry missive</a> from the fine folks over at SoMa's DNA Lounge, the California Department of Alcoholic Beverage Control is trying to put them permanently out of business. It seems the buzz kills have accused them of "running a disorderly house injurious to the public welfare and morals", and are trying to revoke their liquor license, which would put them out of business. </p>

<p>What's surprising, though, is that the ABC has come down on just the gay and lesbian events. All of the ABC's accusations stem from two monthly queer nights that used to happen at DNA Lounge: "Cream", a lesbian dance party; and "Escandalo", a gay male Latin dance party. "That's two events out of the approximately eighteen nights a month that we are open," says <a href="http://www.yelp.com/biz/dna-lounge-san-francisco">DNA Lounge</a>. (Both nights have since been canceled after they learned the California Department of Alcoholic Beverage Control was taking action.) </p>

<p>Here's an example of just one of the ABC's harrowing accusations:</p>

<blockquote>Later, Suspect-6 and Suspect-7 left the stage and S-1 (now wearing fluorescent green underwear), S-8, and the night's host "Lola" came on stage. <strong>S-1 and S-8 both pulled down the back of their underwear fully exposing their buttocks multiple times in violation of Rule 143.2(1)</strong>. Also while on stage I observed S-8 get behind "Lola" and <strong>simulate having sexual intercourse</strong> by grabbing "Lola's" shoulders and thrusting his pelvis against "Lola's" buttocks several times in violation of Rule 143.3(1)(a). During this time S-1 was in front of "Lola" facing him/her and <strong>"Lola" was grabbing his bare buttocks in violation of 143.2(3) and 143.3(1)(b)</strong>.</blockquote>

<p>Fighting buttocks grabbing at San Francisco clubs doesn't seem the best way for the ABC to use tax dollars. Especially during the recession.
