As <a href="https://abcnews.go.com/US/wireStory/fugitive-wanted-us-terror-charges-arrested-uk-after20-116250144">ABC News reports</a>, San Diego was wanted for two bombings an hour apart at an Emeryville biotech campus on August 28, 2003; as well as detonating a nail bomb at Shaklee Corporation, at a nutritional products company in Pleasanton a month later.</p><p>While no one was injured in the bombings, the FBI believes that the first set of bombings was intended to harm first responders.</p><p>At the time, an extremist animal-rights group called Revolutionary Cells-Animal Liberation Brigade claimed responsibility for the bombings, pointing to the companies’ ties to New Jersey-based Huntingdon Life Sciences — which activists accused of animal cruelty in its testing of pharmaceuticals on animals.</p><p>San Diego had last been seen in San Francisco in early October, 2003, under surveillance by the FBI. He was reportedly seen parking his car and "disappearing" into a transit station, as ABC News reports.</p><p>As the <a href="https://www.theguardian.com/us-news/2024/nov/26/terror-suspect-on-fbis-most-wanted-list-arrested-in-north-wales">Guardian reports</a>, San Diego was arrested Monday "at a property in a rural area next to woodland" in the Conwy area of north Wales. The arrest was conducted by specialist extradition officers with the National Crime Agency (NCA).</p><p>Extradition proceedings reportedly began Tuesday at Westminster Magistrates Court in London, <a href="https://www.bbc.com/news/articles/cd6vd55v5n7o">per the BBC</a>.</p><p>"Daniel San Diego’s arrest after more than 20 years... shows that no matter how long it takes, the FBI will find you and hold you accountable," said FBI Director Christopher Wray in a statement. "There’s a right way and a wrong way to express your views in our country, and turning to violence and destruction of property is not the right way."</p><p>San Diego was originally indicted by the feds in July 2004, and he was put on the FBI’s Most Wanted Terrorists list in 2009.</p><p>It's not clear what ultimately led to San Diego being found in Wales — there had been a $250,000 reward offered for information leading to his arrest for over a decade. While at the mass, shortly after receiving communion, Garcia initiated an altercation with a parishioner, ultimately punching that parishioner and knocking him unconscious.</p><p>As <a href="https://www.sfchronicle.com/crime/article/man-found-guilty-explosives-sf-church-police-chase-19373670.php">the Chronicle reports</a> from the court proceedings, Garcia apparently asked the parishioner for money and then accused him of ripping his shorts. The assault came after the parishioner was ignoring Garcia's accusation.</p><p>What ensued, after police arrived, was<a href="https://sfist.com/2023/10/31/suspect-in-north-beach-assault-pipe-bomb-throwing-had/"> a madcap chase out of a B-movie or video game</a> in which Garcia fled from police while tossing explosive devices out his car window into their path.</p><p>One of these devices, a pipe bomb, detonated in North Beach, but did not injure anyone. Police chased Garcia, who was driving recklessly and running red lights, through San Francisco as he headed back toward the freeway, and he tossed a second pipe bomb out of his car in the vicinity of Eighth and Mission streets. </p><p>Once he was on the Bay Bridge, CHP took over the chase, and with the help of a helicopter, trailed Garcia back to Martinez, where he was arrested after his car wheel became disabled.</p><p>A CHP officer testified that Garcia made a reference to the video game franchise <em>Grand Theft Auto</em> when he was arrested.</p><p>Soon after his arrest, we learned that <a href="https://sfist.com/2023/10/31/suspect-in-north-beach-assault-pipe-bomb-throwing-had/">Garcia had a significant criminal past</a>, including a federal bombing conviction from 2011 — a case in which he set off a car bomb in Fairfield, which is where he's originally from.</p><p>A former girlfriend also told the media that she feared for her life while she was with Garcia, and that he had threatened her with Molotov cocktails. She had taken out a domestic violence retraining order against him, and said he had a substance abuse problem, using both cocaine and steroids.</p><p>After pleading not guilty in November, Garcia was tried this week and found guilty Thursday of three counts of detonating an explosive device, four counts of possession of an explosive device, and one count of evading an officer. He was also apparently out on bail from a separate case in the East Bay, and there will be a ruling on that as well.</p><p>His sentencing is scheduled for April 23, and the Chronicle reports that he faces up to 14 years in prison.</p><p>Assistant District Attorney Edward Mario, who prosecuted the case, put out a statement saying, "Mr. Garcia time and again placed civilians and law enforcement in danger by choosing to construct dangerous explosive devices, transport them to San Francisco, and then explode them on city streets, not to mention assaulting an innocent man while he prayed in church. Oh, and he was also allegedly running a meth lab.</p><p>This past December 8 and January 5, explosions at two separate San Jose PG&amp;E transformers left thousands of South Bay residences and businesses without power. Video surveillance showed that a man who rode up on a bike had likely planted explosives at the transformers on both occasions. </p><p>In March, the FBI and San Jose police <a href="https://sfist.com/2023/03/03/day-around-the-bay-san-jose-man-arrested-in-connection-with-pg-e-transformer-explosions/">arrested 36-year-old Peter Karasev</a> on suspicion of intentionally causing the blast, after a search of his home turned up enough explosives to merit nine separate felony counts — and P.S., that home just <a href="https://sfist.com/2023/10/26/house-sadness-condemned-home-that-was-a-meth-lab-listed-for-1-5m/">went on the market</a> and <a href="https://www.kron4.com/news/bay-area/boarded-up-san-jose-home-shown-in-realtors-viral-video-goes-for-780k/">sold</a> for almost $800K, despite being a former bomb/meth lab in need of serious decontamination.</p><p>The feds are now further convinced they have their man. KTVU reports that Karasev was <a href="https://www.ktvu.com/news/south-bay-engineer-arraigned-in-court-on-federal-charges-for-blowing-up-pge-transformers">arraigned on federal charges</a> of destroying energy facilities and using fire or explosives to commit a federal crime, according to a <a href="https://www.justice.gov/opa/pr/engineer-indicted-bombing-energy-facilities-california">Tuesday announcement</a> from the Department of Justice.</p><p>“The defendant in this case allegedly used explosives to try to cut off electricity to more than 1,500 San Jose businesses and residences,” U.S. Attorney Ismail J. Ramsey said in the announcement. “Damaging our region’s critical infrastructure endangers innocent victims – including our most vulnerable citizens such as the elderly and the sick – and we will not tolerate it. We will vigorously prosecute any malicious attempts to disrupt the power grid.” </p><p>And for good measure, the federal charging announcement adds that “Karasev was building and experimenting with homemade explosives, as well as manufacturing methamphetamine, in his own home.”</p><p>When Karasev was arrested in March, San Jose police released video of a man they say was him hiding a device on one of the transformers. He then rides a bicycle away, and and shortly thereafter, the transformer bursts into flames.</p><p>No one was injured in either of the blasts. But since Karasev lived with his wife and three children in that house where the bombs were made, the Santa Clara County DA’s office also charged him with child endangerment in his separate set of local charges.</p><p>Karasev remains in federal custody. As the <a href="https://www.sfchronicle.com/bayarea/article/pipe-bomb-church-assault-arrest-18457042.php">Chronicle reports</a>, Garcia has a significant criminal past, and a former girlfriend who had a restraining order against him says she is "not surprised" by the latest charges.</p><p>"I would have nightmares about the house being lit on fire," the girlfriend, who preferred to remain anonymous, tells the Chronicle. She says that Garcia was obsessed with fire and even threatened her with Molotov cocktails.</p><p>She took out a domestic violence-related restraining order against Garcia over a decade ago, in 2010. </p><p>A year later, in 2011, Garcia was convicted in federal court for a car bombing in Fairfield, following an eight-hour standoff with SWAT officers.</p><p>Garcia grew up in Fairfield, as the Chronicle reports, and his brushes with the law date all the way back to 1996, when, as a juvenile, he was arrested on suspicion of arson and use of a destructive device.</p><p>The former girlfriend says Garcia had a substance abuse problem, and that doing cocaine and taking steroids would exacerbate his rage.</p><p>According to a police report obtained by the Chronicle, Garcia was arrested in May of this year in a domestic violence incident involving a new girlfriend. Following that incident, Concord officials petitioned the court to have his shotgun taken away from him.</p><p>That girlfriend, according to police, had visible injuries and a partially shaven head when Garcia was arrested, apparently due to a his forcibly trying to shave her head.</p><p>Garcia is accused of punching a parishioner Sunday evening at Saints Peter and Paul Church on Filbert Street in North Beach, during a service. <p>In the wake of <a href="http://www.theguardian.com/world/live/2016/mar/22/brussels-airport-explosions-live-updates">this morning's deadly bombings at an airport and Metro station</a> in Brussels, Belgium, local officials say that security will be increased across the city, as well as at San Francisco International Airport and on BART.</p>

<p>The terror attacks, which at publication time had killed at least 34 people and injured hundreds more, involved "two explosions at the city’s main international airport and a third in a subway station at the heart of the city,"  <a href="http://www.nytimes.com/2016/03/23/world/europe/brussels-airport-explosions.html?hp&amp;action=click&amp;pgtype=Homepage&amp;clickSource=story-heading&amp;module=span-ab-top-region&amp;region=top-news&amp;WT.nav=top-news&amp;_r=1">the New York Times reports</a>. The first two explosions were reported at 9 a.m. Brussels time at Brussels Airport. Then, at 9:11 a.m., a bomb exploded in the last car of a subway train as left Brussels' Maelbeek station.</p>

<p>"At least one of the two airport explosions was touched off by a suicide bomber," the Times reports. <a href="http://www.theguardian.com/world/live/2016/mar/22/brussels-airport-explosions-live-updates">According to the Guardian</a>, the Islamic State has claimed responsibility for the attacks.</p>

<p>San Francisco Mayor Ed Lee released a statement expressing sympathy for the victims, saying “On behalf of the people of San Francisco, I express our deepest sorrow for the people of Brussels after the heartless attacks carried out today. We stand with the people of Brussels and all of Belgium and stand strong against intolerance. We pray for the families of the victims of these senseless acts of violence.”</p>

<p>According to Lee, "San Francisco public safety agencies are closely monitoring these incidents and have reported that there is no known threat to San Francisco. However, the San Francisco Police Department is on heightened alert with extra patrols and have asked for the public’s help to report suspicious activity right away to 911."</p>

<p>BART spokesperson Alicia Trott echos the mayor's words, saying that though there is "no credible threat" posted for the transit system, BART police will increase their patrols.</p>

<p><a href="http://kron4.com/2016/03/22/local-security-on-edge-after-brussels-terrror-attacks/">According to KRON 4</a>, "due to security measures BART isn’t releasing the total number of security that has been increased," but BART police "are taking all measures to ensure the safety of passengers," a duty watch commander for the transit agency says.</p>

<p>Down at SFO, spokesperson Doug Yakel <a href="http://sanfrancisco.cbslocal.com/2016/03/22/brussels-terror-attacks-extra-patrols-sfpd-sfo-airport/">tells CBS 5 that</a> travelers should “expect to immediately see heightened vigilance, in the form of increased patrols” at the airport.</p>

<p>Yakel says that SFO is in contact with the TSA and federal law enforcement officials in an effort to determine if passenger screening procedures need to change in wake of the Brussels attacks.</p>

<p>In addition, San Francisco Police Department spokesperson Officer Albie Esparza says that the police will be "increasing patrols in transit areas/SFO in response to overseas attacks." </p>

<p>"If you see something," Trott and Esparza both said via Twitter, "say something."</p>

<p>A terrorist bombing didn't go according to plans over in Oakland on Thursday night. Matthew Aaron Llaneza, 28, of San Jose was taken into custody near a Bank of America building at <a href="http://goo.gl/3OgxU">303 Hegenberger Road</a> "after pressing a cell-phone trigger device that was supposed to detonate the explosives inside an SUV and bring down the building."</p>

<p>According to the FBI, Llaneza is a staunch supporter of the Taliban and wanted to engage in violent jihad that would cause a civil war. The Chronicle has more: "In the Nov. 30 meeting with an agent who posed as someone connected to the Taliban in Afghanistan, Llaneza said he wanted the bank bombing to be blamed on anti-U.S. government militias, triggering a government crackdown, a right-wing response and a civil war."</p>

<p>Llaneza 's accomplice was an undercover FBI agent "who had been meeting with him since Nov. 30." The FBI has built the fake bomb he used to try blowing up the building. </p>

<p>The suspect, born in Mesa, Arizona, has family in San Jose.  We'll update with more information as it comes in.</p>
