Those machines are operational, but if a bus/train doesn't have Translink turned on, then what do we do? Operators were instructed not to give out transfers... not even to those who lie and say that they are testers!

Word on the street is that MTA management wanted additional features coded in at the last minute to keep track of stats and fare difference between systems. As with any software project, adding features at the last minute requires you do to all your testing (and debugging!) all over again.
Are you kidding? Fucking MTA. They could screw up anything.
