The home wasn’t damaged in Saturday’s fire, but its exterior was charred.

As SFist reported in May of 2024, Williams wasn’t home when the original fire broke out in the home, but his elderly parents had to be rescued by firefighters. Williams told KTVU his 76-year-old disabled mother Carolyn almost died in the fire. “To me, it's a miracle that they found me. It describes a woman who “goes by ‘Lacey’ or ‘Lacey Lacey’,” and says she “targets children/babies/dogs with threats of violence against them and lewd conduct.”

Image: SF Safe Playgrounds

“It’s been four to five years, and nothing has happened,” exasperated parent Jenna Palefsky told the Chronicle in August. “She has been given unlimited second chances. Despite her being in and out of the system, they continue to release her back to the streets.”

Well, “Lacey” is back in the system again, and she’s actually a 37-year-old woman named Kim Andrews. And KRON4 reports Andrews has been charged with child endangerment, after one of her many, many unhinged incidents in which she made violent threats toward children.

Andrews was arrested after an incident this past July where she menaced a mother and a toddler by holding a lighter up to a Lysol can and repeatedly screaming “You’re going to die!” That was Andrews’s second arrest for menacing children within a week.

“My office will do everything in our power to ensure that children are safe in our city,” DA Brooke Jenkins said in a release. “We will fight in the courtroom for justice for this family who were out enjoying a summer walk in the park. Child endangerment and making threats to anyone, especially to children and vulnerable victims, will not be condoned.”

Andrews is charged with one count of child endangerment and another count of making criminal threats, which does not seem like much, particularly considering her history. But Jenkins’s office adds in that “Prosecutors moved to have Ms. Andrews detained pending trial because of the public safety risk she poses.”

Sure enough, SF County Jail records show that Andrews has been detained since Monday afternoon, though those records also show she could be released on $115,500 bond. Her next scheduled court appearance is Wednesday morning at 9 am, so that bail could potentially be revoked.

And prosecutors are obviously putting together a case against Andrews. If you have any unreported experiences with this individual, you’re asked to call the SFPD tip line at 415-575-4444, or text a tip to TIP411 and begin the message with “SFPD.” Tipsters can remain anonymous.

Related: Suspect Arrested After Allegedly Making Threats That Closed Petaluma Schools [SFist]

Image: SF Safe Playgrounds

Another Farm Worker at Half Moon Bay Mushroom Farm Threatens to Kill Coworkers

For the third time in two years, a worker at a mushroom farm in Half Moon Bay has threatened major violence against his coworkers, and this time the suspect had been recently fired from the farm.

SF News

half moon bay

San Mateo County

threats

crime

Jay Barmann

For the third time in two years, a worker at a mushroom farm in Half Moon Bay has threatened major violence against his coworkers, and this time the suspect had been recently fired from the farm.

Workers at the same Half Moon Bay mushroom farm, California Terra Gardens, also known as Mountain Mushroom Farm, where a mass shooting occurred in January 2023, allegedly faced threats of "execution" from a recently fired coworker in July.

The incident happened on July 24, as KRON4 reports, and prosecutors say that 24-year-old Edin Moises Guerra-Ortiz approached four men with whom he had recently worked at the farm, while they were on their lunch break. The men say that that Guerra-Ortiz, who was with his four-year-old son at the time, threatened to kill them all after they had reportedly laughed at Guerra-Ortiz over the fact that his wife had an alleged affair with another employee.

According to prosecutors, Guerra-Ortiz "shouted to the victims to kneel down so he could execute them all." And the four men were reportedly terrified after similar executions took place there about 18 months earlier.

Guerra-Ortiz had recently been fired from the farm, which was also the employer of accused mass-shooter Chunli Zhao, who faces seven counts of first-degree murder for the shootings here and at a nearby farm in January 2023.

Guerra-Ortiz allegedly left the men without committing any violence, but vandalized two of their vehicles on his way out. He was later arrested at his mother's home on July 30. He has reportedly told investigators that he was only trying to "scare" the men after they had laughed at him.

He now faces charges of criminal threats, vandalism, and child cruelty.

The shooting Zhao is accused of remains the worst mass shooting in the history of San Mateo County. Zhao, 67, is accused of murdering a coworker and a supervisor after he was told he would have to pay $100 for damages that occurred following a collision between two pieces of farm equipment. He proceeded to kill three other coworkers with whom he allegedly had some beef, and then allegedly drove to another farm where he killed two other people.

He continues to await trial at Maple Street Correctional Center in Redwood City. He admitted to the murders in a jailhouse interview with a reporter, but has since pleaded not guilty.

California Tierra Gardens now faces a wrongful death suit brought by the family of two brothers, one of whom survived the shooting, alleging that it failed to protect its workers from violence.

The shooting highlighted the issue of farmworker housing, and the poverty in which many of these workers live, just a few miles south of wealthy San Francisco.

Less than a year prior to the mass shooting, in July 2022, another worker at the same farm, Martin Medina, threatened to kill a coworker and that coworker's family. Medina, 50, allegedly went to the coworker's home and fired a bullet through the door.

Because of the closeness of the workers' housing, often in trailers, that bullet also pierced the home of Yetao Bing. Bing was then among the workers killed in the January 2023 shooting, as KRON4 notes.

Medina was convicted last month of attempted murder, and is awaiting sentencing.

Previously: Family of Half Moon Bay Shooting Victims Sues Mushroom Farm for ‘Failure to Protect Farm Workers’

Top image: A San Mateo County sheriff deputy walks through a farm where a mass shooting occurred on January 24, 2023 in Half Moon Bay, California. The latest this week comes from U.S. Capitol Police Chief Thomas Manger in an interview with CNN, revealing that the Pelosis' home had not undergone a security review by Capitol Police since 2018.

Manger says that such a review is now taking place and that the home will receive tighter security attention in the future. But that is cold comfort to Paul Pelosi, who continues recovering from a skull fracture at the hands of a politically motivated assailant.

This week, Congress is set to pass the latest bill to fund the federal government, and it includes a provision that will provide security from Capitol Police to former speakers for up to a year after leaving office. As the Chronicle reports, the provision also allows for continued security beyond one year and indefinitely if a threat assessment deems it necessary.

Nancy Pelosi has been the subject of a large portion of the threats leveled against lawmakers in recent years. According to a letter to Capitol Police from Rep. Zoe Lofgren (D-CA), obtained by CNN, Pelosi was threatened 632 times in 2021 — or 6% of all threat cases overseen by Capitol Police. 24 of those threats were referred to the Justice Department for potential prosecution, Lofgren said.

Manger tells CNN that Capitol Police have seen 9,000 threat cases so far this year, and they saw 9,625 in 2021 — a huge leap from the 3,939 they handled during Trump's first year in office in 2017.

"The level of violence in our country directed toward political officials, government officials, it’s really at a point where I think that it’s as dangerous as it’s ever been to be an elected official," Manger tells CNN.

In the days following the attack on Paul Pelosi, we learned that while Capitol Police had cameras at the Pelosi home that they were remotely monitoring, officers watching those cameras did not alert to anything being wrong until an SFPD cruiser appeared in the home's driveway.

Another high-profile Democratic congressperson who has been the subject of much vitriol in right-wing media and social media circles, Alexandria Ocasio-Cortez, has been paying for her own private security in the absence of Capitol Police resources. The New York Post reported on a $4,000 security bill Ocasio-Cortez paid back in July 2021. And almost a month before the Pelosi attack, Ocasio-Cortez told the New York Times that her office was fielding an "astronomical" number of daily threats on her life.

In one instance, she said a man had flow across the country in order to sit in a cafe across the street from her Queens office and then confront her in person when she stepped outside.

Senator Susan Collins, who had a window smashed at her Bangor, Maine home by an unknown assailant, told the Times, "I wouldn’t be surprised if a senator or House member were killed. What started with abusive phone calls is now translating into active threats of violence and real violence."

Speaker Pelosi, while she will be stepping down from her leadership role in the next Congress, says she plans to continue serving as San Francisco's representative in the House, despite rumors that she may retire before her two-year term is up.

Related: Pelosi 911 Call and DePape's Hospital Confession Heard In Court; DePape's Target List Also Included Tom Hanks

Top image: Speaker of the House Nancy Pelosi (D-CA) and her husband Paul unveil her portrait during an unveiling ceremony in Statuary Hall at the U.S. Capitol on December 14, 2022 in Washington, DC. The federal criminal complaint against Roske indicates that he was spotted by US Marshalls posted near Kavanaugh's home, wearing all black, getting out of a cab at 1:05 a.m., and not long after Roske called 911 to report on his intention to harm Kavanaugh and then take his own life.

As we learned later that day, Roske was arrested around 1:50 a.m.

As CNN reports, the thing that prompted Roske to abort his own mission and call 911 was a text to his sister.

Marcus Jones, the chief of police in Montgomery County, Maryland, said in a statement Tuesday that after spotting the marshals, Roske "turned around to contemplate his next move," and "This is when he texted his sister and told her of his intentions and she convinced him to call 911, which he did."

From there, via the criminal complaint, we know that Roske told a 911 operator that he was having suicidal thoughts, and that he had just landed after traveling from California with the specific intention of killing Kavanaugh after breaking into his home.

According to the audio of the 14-minute 911 call, obtained by CNN, the dispatcher said, "And you said you came from California. Do you know someone down here?"

"Brett Kavanaugh... the Supreme Court justice," Roske replied.

"OK, and what were you coming to do?" the operator asked. "Just to hurt yourself and him? Or what was going to happen?"

"Correct," Roske said.

Roske also explained that the reason he planned to kill himself was that "I didn't think I could get away with [the murder]," and he told the operator he'd been "hospitalized a lot of times."

Investigators say that Roske had formed his plot to kill Kavanaugh because he "began thinking about how to give his life a purpose," and he believed that Kavanaugh was going to be responsible for both helping overturn Roe v. Wade and siding with conservatives on Second Amendment rulings that would loosen gun-control laws in the wake of the Uvalde school shooting, which took place two weeks earlier.

Protesters march past Supreme Court Justice Brett Kavanaugh's home on June 8, 2022 in Chevy Chase, Maryland. Sabrina Reich, is 39-year-old Lamar Bursey, a student at the school and a resident of Hayward. Bursey was charged by the Alameda County District Attorney's Office this week with two counts of felony criminal threats, as the East Bay Times reports.

The circumstances surrounding the threat have not been made clear, but we now know that Bursey allegedly sent an email Thursday morning threatening at least two specific UC Berkeley staff members.

The email, which campus police were alerted to at 7:30 a.m. Thursday, read, "I'll be in the office from aprox 9am to 4pm today. Stop playing with me. Depending on who I feel was helping or not, 2 people on this email will get shot. Consider this a promisarry [sic] note you fuck you."

As the Chronicle reports, via the criminal complaint against Bursey, he had been placed on academic suspension for an incident that occurred a week earlier, on April 14, though the specifics of that incident were not given.

Bursey also reportedly wrote in the email that the staff members he was threatening were his "resources," and that he had "slept outside" the night before.

UC Berkeley police subsequently issued a shelter-in-place order at 9:30 a.m. affecting some 193 buildings and tens of thousands of students and faculty, citing a "credible campus-wide threat." This was the first time the university had locked down in such a manner and canceled classes since 1970, when Governor Ronald Reagan closed UC campuses following the protests and subsequent shootings at Kent State University.

Surrounding schools in the city of Berkeley also went into "soft lockdown."

Bursey was arrested at Alta Bates Summit Medical Center around 2 p.m., though it is not clear why he was at the hospital at the time. He is being held in custody, and a plea hearing has been scheduled for May 2.

"The whole affair was poorly handled. Many questions remain unanswered," said William J. Drummond, a professor at UC Berkeley’s Graduate School of Journalism, in an opinion piece for the Chronicle Monday. "There were no updates throughout the incident. People locked in offices, classrooms and labs for hours on end had no idea what was happening."

Professor Drummond adds, "Thursday’s events indicate that UC Berkeley has failed to prepare the campus adequately for the 'active shooter' emergency. Officials have paid way more attention to earthquake preparedness."

Previously: UC Berkeley Saw Campus-Wide Lockdown Thursday Following Threat

Photo: Jeremy Huang

Outer Sunset Man Named As Alleged Twitter Troll Seeking Beheading Of SFPD's Acting Chief

The suspect allegedly threatened to kill an FBI agent in 2002, but was declared unfit to stand trial.

SF News

crime

outer sunset

sfpd

social media

threats

Toney Chaplin

twitter

Eve Batey

An Outer Sunset man was taken into custody Tuesday, after police say he was responsible for a tweet calling for the beheading of acting San Francisco Police department Chief Toney Chaplin.

It was just this past Saturday when SFPD "became aware of criminal threats" made against Chaplin on Twitter, police spokesperson Officer Carlos Manfredi says. The threat, as previously reported, was a tweet that read "let Us behead this black man please!" and contained a photo of Chaplin beside a photo of a guillotine and a photo of a sign reading “White Trade Only.”

An SFPD investigation revealed that the man allegedly behind the Twitter account is 60-year-old San Francisco resident Donald Eric Hoganson, a resident of the 2600 block of Ortega Street (which is between 33rd and 34th Avenues in the Outer Sunset), Manfredi says.

Following his identification, Hoganson was taken into custody, and "a search warrant was approved by a judge and served at the location."

This isn't Hoganson's first brush with the law, according to the Chron, as "In 2002, Hoganson was indicted for allegedly threatening to kill an FBI agent outside the Sacramento office." The Chron reports that Hoganson, who reportedly suffers from schizophrenia, "was determined not competent to stand trial, and his prosecution was deferred...The indictment against him was eventually dismissed."

Hoganson's alleged Twitter account, @BethesdaSavior, remains online as of Wednesday morning. It's full of, as you might expect, swastikas, photos of lynchings, racist rhetoric and other things that would cause those who can see your screen distress and is not safe for work. Here's a link to it if you must go look.

He also appears to have a wordpress.com blog, the most recent entry of which was posted on July 18 and reads in part that "I wish that We could find a very fast way to eliminate most of the human race; I far as I am concerned; they are just useless undesirables! We, Isalam, Bethesda & Mizpah, don’t need these insane zombies alive."

Multiple news organizations report that the windows of Hoganson's home are covered in racist messages, including (as you can see above) one that reads "The Outer Sunset Stinks!"

"The neighbor next door...needs a little help," area resident Michael Foley told KTVU, saying that the suspect has been known to scream racial slurs from the street corner. Helen, a resident in Hoganson's building, told KRON 4 that a week and a half ago, Hoganson had left a note for her and others in the building that asked "Are the Chinese naked savages like the niggers?"

"If you don't like Chinese people, why do you live in a Chinese house?" Helen asked. The "community has a lot of Chinese people. He don't like it!"

As of Tuesday evening, Hoganson had yet to be booked, and Manfredi said that "We are still gathering evidence and conducting interviews in preparation of presenting the case to the District Attorney's Office."

According to KTVU, Hoganson is expected to eventually face hate crime charges, as well as charges related to the threats he made to Chaplin. And if he does, this this wouldn't be the first time social media posts threatening police led to an arrest: Just last week, it was reported that arrests have been made in Detroit, Connecticut, Illinois, and New Jersey following social media posts that appeared to pose a threat to officers.

"The KKK has been passing out fliers in SF, we've had assassinations of officers [in Dallas and Baton Rouge]," Chaplin told NBC Bay Area.

"Any threat of officers I'm going to take seriously, even if it's me."

Passengers on a plane traveling from San Francisco to to Paris took an unexpected side trip to Canada Monday, after an unspecified anonymous threat caused the flight to be diverted.

Air France flight 83 took off at San Francisco International Airport at around 3 p.m. local time Monday, CBS5 reports. Though the flight was supposed to a non-stop trip, it landed at Montreal-Pierre Elliott Trudeau International Airport shortly before midnight their time, after what Air France officials says was "an anonymous threat."

Last night, I had dinner with my SFist colleagues. We wanted to sing karaoke after we ate, but The Mint was too busy. At around 10 p.m. we called it a night. By 10:30, my Uber driver had announced that he was going to sexually assault and murder me. Here's what happened.

I was at the Church and Duboce N Judah stop, standing in front of the gate of 400 Duboce. I had checked NextMuni and saw that an N wasn't expected to arrive for another 25 minutes. I was tired, I didn't have anything to read, and there was this screaming guy over behind the Safeway so I decided to summon a cab with Flywheel. The app crashed every time I opened it. So I used Uber's app to hail an UberPool, and manually input the pickup address as 400 Duboce.

About four minutes later, my phone rings. It's my driver, who leads with "I am here, where are you?" "I'm at 400 Duboce," I say. "No you're not, I am at 400 Duboce Avenue and you are not there. Where the fuck are you? What kind of person isn't there when they call an Uber?"

"I'm right here, where I said I was," I said. "But I'm not comfortable with this," I said, because if a guy is aggro enough to start swearing at me off the bat I'll be damned if I'm getting in a car with him.

"I'm going to cancel my ride, thank you." I hung up, and hit "cancel ride" on the Uber app.

As I'm doing that, my phone rings again. At the same time I look to my left, and I see a black sedan start to drive up the ramp to the raised Muni platform. I answer the phone.

"How about I stick my dick in your pussy?" the driver screams. "I see you there, look at me, I see you there on your phone."

"I canceled the ride" I said. (I will never forgive myself for not having a snappier comeback to the dick/pussy thing but like I said, I was tired.) I hang up.

The driver of the sedan backs down the Muni platform's ramp, then drives forward, past me, slowly. This is when it occurs to me that this might actually be going from a conversation with an asshole to a truly fucked situation. I backed into the gate at 400 Duboce, vaguely thinking that I could start ringing the doorbells on the gate if things got more nuts. My phone rings again. I'm not sure why, but I answer it.

"CANCEL THE RIDE!" he screams. "I did!" I say. "You fucking bitch, I'm going to find you, rape you, and kill you" he responds. "I'm calling the police," I say.

I call 911, and the dispatcher is great. She keeps me on the phone, even as I see the sedan slowly pass again, this time going the other way. The sedan's driver looks over at me. He's saying something, but the window is rolled up. If I had to guess, though, I don't think it was anything pleasant.

He calls twice more while I'm on the phone with dispatch, idling at a nearby stop sign. I see the voicemail notifications roll in. One time he hung up, the other time he left this:

Certainly not to the level of what he said to me directly, but still, not an especially professional call. (Keep in mind, I had canceled the ride immediately after the first call from him, and it was listed as "canceled" on my "history." There was literally nothing else I could have done.)

All in all, over the course of two minutes, he called me five times. (I blacked out part of his number for publication, but I certainly shared it with the authorities! Sorry, I'm getting ahead of myself.)

Two officers from SFPD's Park Station arrive, and they're terrific. They listen to my account, ask all the right questions, and try to get as much information as they can about the driver from Uber's app, which is not much. As you know, all we get is a small image of the driver's vehicle, a small head shot, and a first name. I gave them the driver's cell number, and played them the voice mail. They gave me a case number.

What I realized as I waited for the police is that it's likely the driver's navigation was off. Check this out: The "pointer" on the Google map below marks 400 Duboce as being on Church between Duboce and Hermann. Where 400 Duboce actually is is around the corner from that, which I marked with "Eve IRL."

That said, the words "Church Street" are fairly visible on the map, which seems like the sort of thing a driver might consider. Oh, and also, when a map is incorrect, maybe threats of sexual violence shouldn't be your initial go-to?

My favorite part of all this? Uber still charged me a fee for the ride.

Hilariously, in the email they sent confirming that they'd charged me, you'll see that they say "please contact us and we'll make it right." That line isn't linked to anything, and there isn't any contact information. That's cool, I can Google Uber's contact information, but that's certainly not the way one would communicate to customers that you're eager for them to get in touch, is it?

At 7:35 this morning, I Googled then emailed Uber's support email address with the details on my driver/ride and my SFPD case number, asking that they call me regarding the situation. As of 1:30 PT, I have not received a response (I purposefully waited to publish this to give them a fair shake). I also contacted Uber's PR at around that time, and have been met with similar silence.

Update 2:14 p.m.: I just received a call from Jennifer in Uber's safety department. My email to them did not go in their "urgent stream" she said, so it wasn't until readers started tweeting about this story that she got the alert. She says they will investigate the driver, and confirmed part of RutDog's comments: the driver didn't ever have my number (nor I his), and he lost the ability to contact me 15 minutes after the ride was canceled. He did have my destination, but that "disappeared" from his app after I canceled the ride. This is all good news, I think. She also refunded my $5.

Update 4:08 p.m.: Matt McKenna, Uber's head of communications, North America called me at 3:11 p.m., and we had a good conversation about the situation. He, like Jennifer, was very kind, engaged, and apologetic that I did not get a response sooner. He provided me with this statement to add to the piece: “We want to offer our deep apologies for this terrible ordeal and thank you for bringing this to our attention. This kind of behavior is absolutely unacceptable and the driver’s access to Uber has been permanently removed.”

I know I'm neither the first person to have a troubling or dangerous interaction with an Uber driver, and compared to the experiences of many, mine was a walk in the park. And while taking pains to make clear that he was not speaking to my specific case, San Francisco District Attorney George Gascon tells me this afternoon that “I strongly support innovation, but innovation does not give companies a license to mislead consumers about issues affecting their safety.”

As we reported in August, Gascon filed an amended complaint against Uber, asserting that Uber's background check method is inferior to that of regular taxi companies and noting 25 active Uber drivers with criminal records.

Of course we don't know if the guy from my case last night had a record, but I'm hopeful that by filing a police report, he'll have one soon. (The SFPD officer who could answer my questions on how an investigation would proceed wasn't in the office when I contacted them today, but when they do respond I'll add that information here.)

I've been sitting here trying to figure out how to end this thing, and I'm a little bit at a loss. It's troubling to me that Uber hasn't responded, and it's even more troubling to me that, because of how the app functions, this guy knows where I live. I don't like sounding like a victim, and I don't want you guys to think I am bleating that I suffered the worst crime known to man.

All I guess I can say is that even though I read and write about rotten things that have happened to some of the people who take Ubers, it didn't occur to me that I could be one of them. And, blessedly, I wasn't — threatening to harm someone is a lot different than doing it (as these Uber drivers allegedly did). But, please, the next time you click on that little "U" on your phone, think about this post. And maybe think about it again.

Ugh. The school in question was Scotts Valley High. And a student found the frightening threat on a school related page, and then reported it to local police. In response, school officials decided to shut down classes for the day.

"I hope it's a hoax," Scotts Valley High Principal Valerie Bariteau told the Santa Cruz Sentinel, adding, "but a hoax is not OK.
This morning, the school posted the following on their site:

Dear High School Families and Staff,

We have received information of a potential security threat to Scotts Valley High School just before midnight April 11, 2013. In an abundance of caution, all classes at SVHS are dismissed for Friday, April 12, 2013. Scotts Valley Police Department is conducting an investigation and working closely with school officials. As further information becomes available, we will continue to publish updates to all parents and staff with email addresses in our database and on the school district website at www.scottsvalleyusd.org. Announcements will also be sent to radio station KSCO 1080AM

All other school sites are planned to be in session at this time.

The safety of our students and staff is our priority. Thank you for your cooperation and understanding.

Sincerely,
Penny Weaver, Superintendent

San Francisco resident Gregory Giusti, 49, was sentenced to 21 months in prison for making threats to House Speaker Nancy Pelosi. He was handed a year and nine months in prison, as well as three years of supervised release on Thursday. Giusti, if you recall, called up Pelosi's office and home on several occasions, threatening harm and property loss if Nancy didn't vote against the health care bill. According to SF Appeal, after the sentencing, Giusti asked the judge if he could "hug his mother, retired nurse Eleanor Giusti, before leaving the courtroom." Aw. The San Francisco-based Pelosi hater appeared in court today "dressed in Alameda County Jail clothing" and "answered most questions with a clear 'I do,' or 'Yes, sir,' but choked up and wept quietly several times." His mother, who was in the courtroom today, said her son "has a very kind heart" and would never hurt anyone. For what it's worth, Giusti, according to his attorney, has been diagnosed with Asperger's syndrome. He will face sentencing on Dec. 2. Hale, I've heard through the grapevine that you are considering supporting Scott for DCCC Chair over Aaron. I tried to contact you by phone but was not successful, so I am sending you this email.

I can not stress enough what a nightmare it would be if this DCCC elected Scott as our Chair. I hope that you fully appreciate what this would do to reforms that you and I have discussed. Simply put, it would kill them before they even began. As a proxy for Leno/Newsom/Downtown, Scott would be in a position, through Committee assignments and agendizing, to squash any and all of our efforts to reform the Party.

Well, it turns out that all of the hullabaloo was due to an unidentified man "making threats and causing a disturbance" just outside the Egyptian Consulate in the Marina. Yikes! According to KCBS "[a] police officer found an agitated man standing outside the Egyptian Consulate in the Marina District and shouting general threats with a suitcase nearby." Although no explosives were found in the screaming gentleman's suitcase, he was placed under arrest.
