No stranger to playing fast and loose with the law, noted homeless taxi driver Grasshopper Kaplan -- you remember, that guy who ran for mayor this year and received a decent 1,400 votes -- was arrested yesterday. A little before 5 a.m. this morning, a taxi driver, Hariqbal Singh, was shot in the back at 23rd Avenue and Lincoln Way in the Sunset district, according to the Chronicle.
