Planned way before the recent Jaycee Lee Dugard kidnapping story came to light, the Sexual Assault Felony Enforcement task force conducted a recent shakedown of sexual predators who haven't registered in the South Bay. According to CBS 5/KCBS, "[a] recent surprise sweep of convicted sex offenders in the South Bay uncovered at least nine that had not registered with their local police departments." Alex Thomas Owen, 41, was arrested on Saturday for allegedly kidnapping and sexually assaulting a 21-year-old foreign exchange student. According to Appeal/BCN, "the woman was sightseeing on Treasure Island early that morning when Alex Thomas Owen, 41, offered her a ride." Owen then allegedly took her to the Twin Peaks neighborhood in his 1993 Lincoln Town Car and asked her to have sex with him. When the woman refused his sexual advances -- because who wouldn't want to screw some butt-ugly 41-year-old pig driving a '90s Lincoln? -- he struck and sexually assaulted. Luckily, she managed to escape and call police. Owens was later arrested at his Ashbury Heights home.
