We learned in the fall about the developer's plans for Safeway stores in San Francisco's <a href="https://sfist.com/2025/11/10/plan-finally-emerges-for-1-800-unit-development-at-former-fillmore-safeway/">Fillmore</a>, <a href="https://sfist.com/2025/11/19/yet-another-safeway-site-in-mission-bernal-slated-for-possible-redevelopment-with-housing/">Bernal Heights</a>, <a href="https://sfist.com/2025/11/18/ocean-beach-safeway-could-close-temporarily-to-build-apartments-on-top-could-castro-safeway-be-next/">Outer Sunset</a>, and <a href="https://sfist.com/2025/12/04/marina-safeway-also-on-the-redevelopment-docket-with-plans-for-790-units-in/">Marina</a> neighborhoods — the latter plan being by far the <a href="https://sfist.com/2026/04/02/residents-protest-proposed-25-story-marina-safeway-redevelopment/">most controversial</a> so far. Last month we learned that Align <a href="https://sfist.com/2026/03/11/san-mateo-safeway-redevelopment-plan/">also has its sights on a San Mateo Safeway</a> that could become 396 housing units. And now comes a sixth proposed development which is quite huge in scale, and which may also come with some controversy.</p><p>As the <a href="https://www.sfchronicle.com/realestate/article/housing-towers-trader-joes-oakland-22199857.php">Chronicle reports</a> today, Align has just filed a proposal for a pair of senior housing towers on the site of the Trader Joe's at 5727 College Avenue in Rockridge — a site that also happens to be owned by Safeway parent company Albertson's. (Area residents may recall this was once an Albertson's store, and Trader Joe's moved in in 2007.)</p><figure class="kg-card kg-image-card"><img src="https://img.sfist.com/2026/04/rockridge-trader-rendering-towers.jpg" class="kg-image" alt="Rockridge Trader Joe's Could Be Redeveloped as Senior Living Towers"><figcaption><em>Rendering by SBC Architects</em></figcaption></figure><p>The proposed development would include a 31-story tower and a 25-story tower, the likes of which do not exist anywhere in this part of Oakland — which is dominated by two- and three-story buildings and quiet, tree-lined streets. And given that it's barely a block away from the Rockridge BART station, this would count as transit-oriented development.</p><p>The 1.5-acre site would become home to 415 senior-living units under the proposal — consisting of 371 independent-living apartments, 18 assisted-living units, and 26 memory-care rooms. The developer says it is working with a nonprofit on the project who they are not yet naming, but who is a "leading Bay Area nonprofit senior living organization with more than 65 years of experience serving older adults."</p><p>Not included in the plan is a replacement store space for Trader Joe's, or any other grocer.</p><p>"This project is about helping seniors stay in the neighborhoods they call home," says Align's David Balducci in a statement to the Chronicle. "By placing senior housing near transit, services and shops, we’re giving older adults the opportunity to age in place with dignity and independence, while also freeing up family homes for the next generation. In turn, this will reduce pressure on families and the healthcare system while strengthening the long-term vitality of the Rockridge corridor."</p><p>That is all well and good, but given the size and scale of the project, it is no doubt going to inspire pushback, much like the fairly massive, modern, 25-story complex Align is proposing at the Marina Safeway site.</p><p>In the case of both proposals, though, the law may end up being on the developer's side, and they seem to be betting big that it will be. The state's Density Bonus Law, as well as AB 130, make it easier for big residential projects to get built and for qualifying projects to get through the environmental-review process — which is usually where NIMBY efforts tend to slow such projects down.</p><p>As the Chronicle notes, while wealthy Rockridge residents may put up a stink, Oakland at large has gotten used to tall and dense developments next to BART stations, with a 24-story tower that's already been built just one BART stop away at MacArthur Station.</p><p>We should expect to hear a lot of noise about this project, and the Marina Safeway project, in the months to come. She first picked up a board by borrowing her sister’s in secret. The bomb threat just happened to come the day after a prominent right-wing social media account called Libs of TikTok posted a tweet that’s been retweeted more than 5,000 times alleging that the school “held a race segregated ‘playdate social’ for all students except the white kids.” While <a href="https://twitter.com/DrGeorgeBurdell/status/1696493865061302423">the Saturday event in question</a> was billed as being “for Black, Brown &amp; API families,” it did not exclude white students. But somehow, race issues seemed an undercurrent in the yet-undisclosed wording of the threat.</p><p>“I will say that the email has a racial undertone in it,” Oakland Police Department  Captain Lisa Ausmus said at a Tuesday press conference, <a href="https://oaklandside.org/2023/08/29/chabot-elementary-evacuated-school-canceled-due-to-bomb-threat/">according to Oaklandside</a>. “We’re currently investigating that right now. We have asked the FBI and they’re going to come in and assist us with this investigation.”</p><p>Oaklandside reports that other residences also received bomb threats, though it was unclear if these were staff or faculty residences.</p><div align="center" style="width:100%; max-width:100%"><blockquote class="twitter-tweet"><p lang="en" dir="ltr">I am outraged that our children, educators and neighbors have been targeted by malicious threats. But KTVU reports this past Friday’s East Bay Bike Party <a href="https://www.ktvu.com/news/suspect-drivers-attacking-targeting-east-bay-bicyclists-2-hospitalized-with-serious-injuries">saw several “dooring” attacks</a>, where motorists intentionally swung their doors open at bicyclists riding to the right of them. There's video of one of these attacks, and there were allegedly other dooring attacks this weekend on Thursday and Saturday as well, spanning Berkeley, Emeryville, Oakland, and Rockridge. </p><p>According to KTVU, "At least 14 [bicyclists] were targeted and eight actually hit. In two separate incidents, the suspects would swerve directly into the bicyclist as opposed to using their side doors."</p><div align="center" style="width:100%; max-width:100%"><blockquote class="twitter-tweet"><p lang="en" dir="ltr">The victims suffered varying degrees of injury, and least two people were seriously injured and had to be taken to the hospital.<br><br>At this time it appears that at least two different vehicles were used in these attacks, which occurred several hours apart in different locations....</p>&mdash; East Bay Bike Party (@ebbikeparty) <a href="https://twitter.com/ebbikeparty/status/1624798471768387585?ref_src=twsrc%5Etfw">February 12, 2023</a></blockquote> <script async src="https://platform.twitter.com/widgets.js" charset="utf-8"></script></div><p><br>The video below shows what the cyclists describe as one of these attacks, which allegedly took place just before 5:30 Friday night in Berkeley. There is a visible face of someone in the vehicle and license plate number visible on the vehicle. Though according to <a href="https://www.instagram.com/p/CokiT4fJ8HB/">an Instagram post from East Bay Bike Party</a>, “At least two different vehicles were used in these attacks.” </p><p>There’s also a different description of a vehicle in KTVU’s report, from an incident on Colby Street near Rockridge, and KTVU notes in that attack, “The suspected car is described as a gray Hyundai Elantra Sedan bearing a California license plate 8EDX27.” It’s unclear if there’s a motive in any of these attacks.</p><div style="position: relative;width: 100%;height: 0;padding-bottom: 56.25%;">

<p></p><p>At least two bicyclists were injured seriously enough to be hospitalized, one of them named Ellie Mead, and KTVU has <a href="https://images.foxtv.com/static.ktvu.com/www.ktvu.com/content/uploads/2023/02/932/524/vic.png?ve=1&amp;tl=1">photos of the damage to Mead’s head</a>. That station described the incident as happening “Saturday around 8 p.m. on Shafter Avenue and Forest Street.”</p><p>"I have eight stitches and this big gash in my forehead," Mead told KTVU. "There was this gray sedan. A passenger on the passenger side opened the door and slowed down the car. My bike rammed right into it. I fell to the ground. They drove away. As they drove away they were laughing." </p><div align="center" style="width:100%; max-width:100%"><blockquote class="twitter-tweet"><p lang="en" dir="ltr">We can say so much about the emotions going through our hearts right now but our largest concern are the victims. KTVU reports that “The day before on Thursday, a light blue SUV driving southbound on King Street between Alcatraz Avenue and 63rd Street hit another bicyclist, Watson Ladd, around 5:30 in Berkeley.” The station also adds that late Friday night, “ a blue hatchback attacked multiple people riding bikes on Grand Avenue between Park View Terrace and Lenox Avenue and hit at least three riders.” Describing yet another incident, KTVU says that “On Saturday afternoon, EB Bike Party said a driver with at least one passenger of a Kia Soul attacked a man in Southwest Berkeley.”</p><p>East Bay Bike Party reps tells KTVU that "they believe the actions are being done with three separate and possibly stolen cars." They pointed to the cars being described as Hyundais or Kias, which are commonly stolen — and the occupants of the cars clearly were not concerned with causing damage to the cars.</p><p>East Bay Bike Party says in a statement that “Make no mistake — these were violent, targeted attacks with cars used as literal weapons. With the help of chef-partner Kasem "Pop" Saengsawang, Kitchen Story became a popular spot for both brunch and dinner, at least in part because of the addictive "Millionaire's Bacon" that Choi had first introduced at his other brunch-centric restaurant, <a href="http://www.sweetmaplesf.com/">Sweet Maple</a> in Lower Pac Heights, and later again at <a href="https://www.blackwoodsf.com/">Blackwood</a> in the Marina. Both Blackwood and Kitchen Story incorporated Thai fusion influences into the menu, and Saengsawang <a href="https://sf.eater.com/2015/5/20/8627301/farmhouse-kitchen-mission-san-francisco-kitchen-story">went on to launch</a> Farmhouse Kitchen Thai Cuisine in the Mission in 2015.</p><p>This month, Choi is set to debut a second Kitchen Story in a two-story space at 5422 College Avenue in Rockridge (in the now shuttered <a href="https://www.yelp.com/biz/duchess-oakland-4">Duchess</a> space), only this time the brunch and dinner menus will have some Korean flair. In addition to some stonepot dishes and a number of Kitchen Story favorites, the new location will feature dishes like <em>galbi omurice</em> (scrambled eggs over jasmine rice, galbi, carrots, spinach, and sriracha demi-glace), <em>JjamPong</em> (spicy seafood noodles soup, shrimp, scallop, calamari, mussel, vegetables), and Korean fried chicken (KFC) with waffles and adobo maple syrup. There's also a dish inspired by the hit art-house film <em>Parasite, </em>called <em>Jjapaguri</em>, which combines Millionaire's Bacon with two classic Korean instant noodles, Jjapaghetti and Neoguri Udon.</p><p>Next on the horizon will be a third location of U:Dessert Story (after the existing two in the Castro and the Marina) in Berkeley, at 1849 Shattuck Avenue. The Thai-, Korean-, and Japanese-inspired dessert spot will feature more mochi bowls, matcha floats, and Thai tea lava toasts, among other drinks and confections. That opens in February 2020.</p><p>And following that, around August of next year, Choi will be opening a third location of Sweet Maple in a 3,000-square-foot space at 150 University Avenue in Palo Alto. That follows on the original, nine-year-old Lower Pac Heights location, and a second outpost at SFO's Terminal 2 which opened in May.</p><p>All told, Choi and his wife will have 12 restaurants around the Bay Area after these three new ones make their debuts. A native of Busan, South Korea, he began in the food business revitalizing <a href="https://www.yelp.com/biz/taylor-street-coffee-shop-san-francisco">Taylor Street Coffee Shop</a> near Union Square in San Francisco in the early 2000s, followed by Fred's Coffee Shop in Sausalito. <p><a href="http://www.nbcbayarea.com/news/local/Woman-Sexual-Assault-Rockridge-BART-Station-413535143.html?_osource=SocialFlowTwt_BAYBrand">NBC Bay Area reports</a> that BART police received a call at 2 a.m. Sunday from a witness to "some sort of a dispute" near the station entrance.</p>

<p><a href="http://www.ktvu.com/news/235363033-story">Speaking with Bay City News</a>, BART police Lieutenant Aaron Ledford said that the caller said the dispute appeared to be between a man and a woman, and "the woman appeared to be in danger."</p>

<p>When police arrived, they observed "the two involved in sexual activity" in the parking lot, <a href="http://kron4.com/2017/02/12/man-arrested-for-alleged-sexual-assault-at-oakland-bart-station/">KRON 4 reports</a>. When officers approached, they were able to confirm that "the woman had not consented" to that activity, according to BCN.</p>

<p>BART police detained the man on the spot, and interviewed both the suspect and victim in the case. The victim was transported to a local hospital, <a href="http://www.eastbaytimes.com/2017/02/12/oakland-rockridge-bart-rape-suspect-arrested/">according to the East Bay Times</a>. The man has has been booked into the Santa Rita Jail on suspicion of sexual assault. His name, as well as any additional details on the attack, have not been released as of publication time.</p>

A new all-day cafe and pub with low-key gourmet food, <a href="https://www.duchessoakland.com/"><strong>Duchess</strong></a> opened in Oakland's Rockridge neighborhood this month. It's already a cozy, somewhat poppin' neighborhood spot, although some of us will have to take the trip across the bay to fantasize that it's our charming family neighborhood, too. </p>

<p>Food, along with beer, wine, and cocktails, is well-suited to recent wintry weather: A twice-fried chicken sandwich, for example, is also maybe twice as large as its bun. But most notably in terms of rich fare, a chicken liver mousse donut notwithstanding, is the 55-hour smoked pastrami sandwich. </p>

<p>Duchess has run out of this one on most nights so far, according to co-owner Caroline Conner, a former assistant pastry chef at Nopa. Connor, whose business partner is Chris Strieter, confides that executive chef Candice Caris also uses a sous vide to produce the moist, melt-in-your-mouth texture of the meat. House made pumpernickel bread seals the deal, and chips, too, are homemade. 'Tis the season for bomb ass Jewish food, if you ask me.</p>

<p>Duchess occupies the former Conga Lounge space: Two stories with a bar on each floor, although the upper floor is just doing private events so far. VerSacrum Design (Trick Dog, Huxley) decked it out, and it's all open for breakfast and lunch every day except Monday.</p>

Vegans across the region can rejoice that <a href="http://www.millenniumrestaurant.com/"><strong>Millennium</strong></a> is returning this week in the former Box &amp; Bells space in Rockridge. The beloved, high-end, vegan eatery thrived for 21 years, first on McAllister and then on Geary Street, before being <a href="http://sfist.com/2015/01/21/millennium_restaurant_to_close_afte.php">forced to close</a> a month ago, but chef chef Eric Tucker and partner and general manager Alison Bagby <a href="http://sfist.com/2015/03/06/this_week_in_sf_food_millennium_hea.php">vowed to reopen</a> in the East Bay and launched a highly successful Kickstarter to help them do so. They landed on the basically turnkey Box &amp; Bells space, cleaned any remaining animal grease off the griddles, put up a new sign, and they'll be making their Oakland debut on Thursday, June 4, as <a href="http://insidescoopsf.sfgate.com/blog/2015/06/01/millennium-reopens-in-oakland-this-week/">Inside Scoop reports</a>.</p>

<p>As they announce on their revamped website, "After some very incredible years in our location in San Francisco, we are proud to become a part of the Oakland culinary experience." </p>

<p>They'll be open seven days a week, and it looks like they're already booked through the weekend. Per the Scoop, the menu will "include a tamale made with organic masa filled with huitlacoche and Portobello mushrooms, Brentwood corn stew with chile negro, and a brik pastry roulade with farro and chard risotto." Also, new to this location will be a selection of cheaper dishes under $20.</p>

<p>Still to come is some work on the back patio where Tucker and Bagby hope to launch weekend brunch in the fall.</p>

And police arrested two men yesterday in connection with the case who were spotted walking on the 4800 block of Macarthur Boulevard, who subsequently took off running. Cops gave chase, and the two men, whose names have not been released, were apprehended and taken into custody. </p>

<p>As <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/07/20/BATS1KCID9.DTL">the <em>Chron</em> reports</a>, both men were in custody within two hours of the sighting yesterday afternoon. </p>

<p>We will disclose that we lived in Oakland once, and it's really not that walkable! Sure, there's a downtown (where hardly anyone goes if they don't work there), and there are a few neighborhoods like Rockridge and Grand Lake that are somewhat walkable. But we didn't know anyone who lived there who didn't have a car -- compared to S.F. where a great many of our friends are carless. <p>If you recall, in August 10, Campbell was reported missing when his foster father, Louis Ross, who was <a href="http://sfist.com/2009/09/01/hasanni_campbells_foster_father_wil.php">initially arrested</a> on suspicion of Campbell's murder, left him in a parking lot in Rockridge. Campbell has cerebral palsy and uses crutches. </p>

<p>The father of five-year-old <a href="http://sfist.com/2009/08/11/oakland_boy_missing.php">Hassani Campbell</a>, the boy who went missing from a parking lot in Oakland’s Rockridge district last week, failed a FBI lie detector test. <a href="http://www.ktvu.com/news/20467597/detail.html#">KTVU has word</a> that "[l]aw enforcement sources have confirmed...that [Louis] Ross failed a polygraph test given by the FBI last week," even though he told KTVU, during an interview, that  he answered all questions honestly. <a href="http://www.ktvu.com/news/20467597/detail.html#">KTVU</a> goes on to say that police have searched Campbell's Fremont home, looking for "biological evidence belonging to Hasanni, and a sword or cutting instrument." Evidence also suggests that it's "unlikely Hasanni wandered off." <p>FBI agents armed with search dogs have joined the effort to help find Hasanni Campbell, the five-year-old boy who <a href="http://sfist.com/2009/08/11/oakland_boy_missing.php">went missing in Rockridge on Monday afternoon</a>. According to the <a href="http://www.insidebayarea.com/localnews/ci_13036933">Oakland Tribune</a>, "Louis Ross, the child's foster father, said he left the boy...outside his newer-model BMW in the back parking lot of Shuz, a shoe store in the 6000 block of College Avenue, about 4:15 p.m." on Monday. When the foster father returned from the store, the boy, who has cerebral palsy and uses leg braces, was gone. He either took off on foot (which is unlikely) or was taken from the parking lot. </p>

<p>Authorities have now searched his foster parents' home in Fremont. Police have also interviewed Hasanni's biological parents, "<a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/08/11/BASU19716O.DTL&amp;tsp=1#ixzz0NzCsziUI">who live separately in San Francisco</a>."
