Over about five minutes, the tornado knocked down power lines, overturned several vehicles, and uprooted trees before then fizzling out.</p><p>Five people were injured, including a Cal Fire battalion chief, after his work truck ended up being among the vehicles flipped by the tornado. </p><p>Multiple road closures and an overnight power outage followed, with most of the damage being dealt with by Sunday morning. </p><p>Scotts Valley police Captain Scott Garner, in a press release, praised his department and other agencies who worked throughout the night to restore normalcy for residents.</p><p>"Thanks to these collective efforts, all roads and businesses in the  City of Scotts Valley that were scheduled to be open today are now fully operational with power," Garner said in a statement.</p><p>Tornadoes are a rarity in California, with most experts stating that an average of 11 of them touch down in the state per year. <p>Known by ignorant people like me as <a href="https://www.lloyds.com/lloyds/about-us/history/innovation-and-unusual-risks/going-out-on-a-limb">the company that insured Dolly Parton's boobs for (at current exchange rates) $5.77 million</a>, Lloyd's also just launched the <a href="http://www.lloyds.com/cityriskindex/">City Risk Index</a>, which determines "the potential impact on the economic output (GDP@Risk) of 301 of the world’s major cities from 18 manmade and natural threats."</p>

<p><span class="mt-enclosure mt-enclosure-image" style="display: inline;">  </span></p>

<p><a href="http://www.lloyds.com/cityriskindex/locations/city/san_francisco">SF's top threat, per Lloyd's</a>?  A massive stock market crash, which would hit us to the tune of $10.53 billion dollars. Second on the list is "oil price shock" at $6.6 B, and third is "cyber attack," at $5.9 B.</p>

<p>In <a href="http://www.lloyds.com/cityriskindex/locations/fact_sheet/san_francisco">their "San Francisco Fact Sheet,"</a> Lloyd's says that though we have "a 63% chance of experiencing a temblor of magnitude 6.7 or larger in the next 30 years," the financial impact would only be the fourth most severe, at $5.67 billion.</p>

<p>"With periodic episodes of storm surges, flash flooding and inundation from San Francisco Bay, the city has almost as much GDP@Risk from Flood as it does from Earthquake," which why flooding is listed at number five, at $5.48 billion, they say.</p>

<p>The risk assessments are "based on original research by the <a href="http://cambridgeriskframework.com/wcr">Cambridge Centre for Risk Studies at the University of Cambridge Judge Business Schoo</a>l," and "shows how governments, businesses and communities are highly exposed to systemic, catastrophic shocks and could do more to mitigate risk and improve resilience." So, guys, guess that means we all need to get boats.</p>

A number of tech companies stepped up in the wake of the disastrous earthquake in Nepal over the weekend, but so far Facebook seems to have emerged with a surfeit of generosity, as well as a helpful mobile-enabled tool for remotely checking in on potential victims.</p>

<p>Facebook announced today, linking from the top of users newsfeeds, that they <a href="https://www.facebook.com/nepalearthquakesupport">would be matching all users' donations</a> (up to $2 million) to the International Medical Corps, which is on the ground in Nepal offering medical relief. So if you want to give to the cause, you can make sure your money is doubled by doing it through that link. The International Medical Corps is currently canvasing devastated towns and cities "distributing hygiene kits, water purification tablets and other supplies to keep families healthy."</p>

<p>Also, Facebook put into action their <a href="https://www.facebook.com/safetycheck/nepalearthquake/">Safety Check tool</a>, a tool that grew out of the 2011 earthquake and tsunami disasters in Japan. It allows users in the area to quickly alert their friends and family that they're OK, and it also <a href="http://www.sfgate.com/business/article/After-Nepal-earthquake-Facebook-activates-safety-6224976.php">sent notifications out to smartphones</a> using GPS data asking if users in the vicinity were OK, if they didn't have access to a computer. As CEO Mark Zuckerberg <a href="https://www.facebook.com/zuck/posts/10102050030813611">posted on Saturday morning</a>, when Safety Check was enabled, "When disasters happen, people need to know their loved ones are safe. It's moments like this that being able to connect really matters." It's unclear, though, how much cell coverage there is in remote Nepal and Bangladesh.</p>

<p>Google, which <a href="http://sfist.com/2015/04/25/google_exec_everest_avalanche.php">lost one of its employees who was hiking Mount Everest</a>, already pledged $1 million in aid, as <a href="http://abc7news.com/news/social-media-used-to-connect-bay-area-with-nepal-quake-victims/682362/">ABC 7 reports</a>. And as <a href="http://www.nbcnews.com/storyline/nepal-earthquake/tech-companies-n348966">NBC News adds</a>, they're offering Google Voice calls to Nepal for a penny a minute, down from 19 cents a minute  they chose not to make them free so that hackers didn't abuse the system. </p>

<p>Also, friends of the hiker who was killed, Dan Fredinburg, have already raised almost $50,000 through <a href="https://www.crowdrise.com/celebratingdan">CrowdRise</a> on behalf of the organization Fredinburg was working for in part, OrphanGift. Donations made in Dan's memory will go directly to help children affected by the earthquake.</p>

<p>Apple is taking donations to the Red Cross's effort in Nepal <a href="http://9to5mac.com/2015/04/27/nepal-earthquake-donations/">through the iTunes Store</a>. Uber, also, is <a href="https://blog.uber.com/ridefornepal">donating all the proceeds earned by drivers at Uber Dubai</a> on April 28 to the Red Cross.</p>

<p>Microsoft, also, as <a href="http://blogs.technet.com/b/microsoft_corporate_disaster_response_blog/archive/2015/04/27/microsoft-disaster-response-nepal-earthquake.aspx">TechNet reports</a>, has pledged at least $1 million in technology and connectivity aid to the region, which included an immediate donation to NetHope, which provides internet connectivity during times of disaster. They're also making all Skype calls to landlines and cell phones in and out of Nepal free of charge.</p>

<p>The earthquake that struck Nepal on Saturday measured 7.8 on the Richter scale and was the biggest to strike the region in more than 80 years. <p>Now, you might look at the newest trailer for <em>San Andreas</em>, the earthquake-focused film <a href="http://sfist.com/2014/07/10/earthquake_disaster_flick_starring.php">shot in San Francisco (among other places) last summer</a> and assume that it is <a href="http://sfist.com/2014/12/09/san_andreas_trailer_destroys_califo.php">the standard goofball disaster film</a>, the <em>2012</em> for the 2015 set. But you would be wrong, my friends. Oh, so wrong.</p>

<p>According to <em>San Andreas</em> star Dwayne Johnson (who, for the rest of this post, I will refer to "The Rock" the way some of you still call "Cesar Chavez Street" "Army Street"), the movie is way more than just shit blowing up/falling apart, as it is based in science!</p>

<p>"Our goal was to make a movie that was highly entertaining," The Rock <a href="https://instagram.com/p/0AhMA8Ih6V/?modal=true">tells his Instagram followers</a>, "but weighted with quality from years of work and research." Years, you guys!  The Rock was in a lab or a library or something <em>for years</em>!</p>

<p>Discussing his character "Chief Pilot Ray Gaines," <a href="https://instagram.com/p/z5Yup9Ih0c/?modal=true">The Rock describes it as the</a> "#RoleOfALifetime," which worries me because the last thing we need is for The Rock to go all "the craft of acting" on us. Then again, that is an <em>Inside The Actors Studio</em> I wouldn't mind watching. "Dwayne. Tell us the role baby oil plays in your preparation for a part?"</p>

<p><em>San Andreas</em> is set to hit theaters on May 29. Until then, enjoy watching San Francisco, and the rest of California, fall to pieces!</p>

What is that, you ask? It's an annual day in which millions of people worldwide practice how to "<a href="http://www.shakeout.org/california/dropcoverholdon/">drop, cover, and hold</a>," followed by earthquake preparedness tips and such. Businesses, schools, and people just like you take part in the annual earthquake readiness day,</p>

<p><a href="http://www.shakeout.org/california/dropcoverholdon/">ShakeOut.org</a> has more (emphasis ours):</p>

<blockquote>The main point is to not try to move but to immediately protect yourself as best as possible where you are. Earthquakes occur without any warning and may be so violent that you cannot run or crawl; you therefore will most likely be knocked to the ground where you happen to be. You will never know if the initial jolt will turn out to be start of the big one. You should Drop, Cover, and Hold On immediately!

<p>In addition, studies of injuries and deaths caused by earthquakes in the U.S. over the last several decades indicate that <strong>you are much more likely to be injured by falling or flying objects (TVs, lamps, glass, bookcases, etc.) than to die in a collapsed building.</strong> Drop, Cover, and Hold On offers the best overall level of protection in most situations.</p>

<p>Remember how, at the start of the season, I promised I would work on my football-watching behavior? Fewer F-bombs, less anger, an overall less dramatic disposition? All I can say is that it’s a miracle I lasted as long as I did and that no one girl could be expected to remain lady-like and poised during the debacle that was the 49ers in Seattle last night.</p>

<p>In some ways, not much needs saying. The Niners were horrible in every single facet that is football. The offense was terrible: <strong>Colin Kaepernick</strong> has his worst outing yet and Gore was a complete non-factor. The defense was even worse, allowing Seattle to put 42 points on the board and rush for a season-high 176 yards. Special teams was a debacle, as always, with Akers chip-shot field goal blocked and returned for a touchdown. But the very worst part? The coaching. I can’t even with the coaching. Pathetic. Absolutely and totally pathetic. Sorry if your birthday sucked, Harbaugh, but you kind of did it to yourself.</p>

<p>According to my friends on Facebook and Twitter, the fact that I am willing to criticize the 49ers makes me “a hater,” “too sensitive,” and apparently worst of all: “not sexy.” Because clearly as a girl who lives in trucker hats and puffy vests, trying to arouse randoms with my sex appeal is big on my list of priorities. Oddly, this is actually the first season where I’ve had people consistently annoyed with my feedback and opinions about the team. I suspect it’s mostly because more people are watching since the Niners have (had?) a chance to go to the Super Bowl. No one cared what I said four years ago because we were a joke so they weren’t even paying attention.</p>

<p>To those people, I say: If you can’t handle that I have an opinion about the team, don’t follow me on Twitter or look at my posts on Facebook. Certainly don’t read my articles here. (Don’t worry SFist, they’ll still click; they can’t help it.) Being a fan doesn’t mean loving the team blindly. It means being faithful, passionate, and intense. It means being obsessed with your team. It means living vicariously through the wins and losses. Very few people are more devoted to the 49ers than I, but I would be remiss in my duty as a fan if I didn’t react negatively to big losses and egregious errors.</p>

<p>I will admit that debating if Alex Smith should be starting instead of Colin Kaepernick is officially a moot point. Harbaugh has 100 percent consumed the Kaepernick Kool-Aid and I don’t think we should expect to see Smith on the field again unless Kaepernick gets injured. I have not changed my mind: I wish Harbaugh had waited until next year to play Kap and that Smith hadn’t lost his job due to a concussion, but even I am starting to grow weary of beating a dead horse.</p>

<p>What’s undeniable though is that Kaepernick did not look like a starting NFL quarterback last night in Seattle. He looked confused, uncertain, and overwhelmed.</p>

<p>Terrible play fakes, wasted time outs, delay of game penalties, an inane interception, and his overall worst performance since becoming the starter. Three for 11 on third downs and a touchdown only after the game was long over. Not for nothing, but Alex Smith won his last four starts in Seattle. Just sayin’.</p>

<p>Of course, Kaepernick doesn’t carry the burden of the 42- 13 loss all on his shoulders. The defense simply did not show up. Justin Smith on the sidelines was clearly a huge factor with Aldon Smith unable to get sacks and Seattle running back Marshawn Lynch running straight at—and all over—Smith’s replacement, Ricky Jean Francois.</p>

<p>In short: every single player and coach pretty much sucked. Except LaMichael James. He’s an excellent addition to the team.</p>

<p>But the worst part? Not only did we get our asses handed to us, there were some brutal injuries.</p>

<p>Tight end Vernon Davis left the game with a concussion after a brutal hit from Seattle defender Kam Chancellor. He claims it’s only a “mild” concussion, but who knows what that really means.</p>

<p>Wide receiver Mario Manningham did something horrible to his knee and had to be helped off of the field. Apparently x-rays were “negative” (whatever that means), but I can’t imagine him playing next week after seeing the pain on his face.</p>

<p>Rumor has it Justin Smith won’t be ready to play next week either, which, even though we’re facing off against Arizona, is a huge bummer. Clearly he’s an invaluable part of our defense.</p>

<p>Ultimately, whatever the reason, the 49ers simply cannot overcome this horrible WWL pattern. Which means we’ll beat Arizona, win our first playoff game, and then lose the next one. Which, sadly, seems just about right.</p>

<p>I want the Niners to go to the Super Bowl more than just about anything in my entire life. Right now, I’m not sure they can get there. Last year we won eight in a row; this year we haven’t won even three in a row. Last year was magical; this year, that fairy tale story just isn’t there. If we are going to make it to the Super Bowl though, we really, really need to beat Arizona next week and it would be an enormous help if the Vikings could beat Green Bay.</p>

<p>Sadly, I don’t know if I see the latter happening which means the Niners might very well end up facing off against Seattle in just a few short weeks. The good part is I don’t see us bending over and letting them dismantle us like that ever again. Or at least not in the very near future.</p>

<p>It’s hard not to feel a little down after being destroyed by a team like Seattle. I accused the 49ers of ruining Christmas on Twitter, but that’s not even fair. Probably I’ll get too drunk tonight and do that all on my own. Back in 1986, the Challenger came apart 73 seconds into its flight, leading to the deaths of its seven crew members: Michael J. Smith, Dick Scobee, Ronald McNair, Ellison Onizuka, Christa McAuliffe, Gregory Jarvis, and Judith Resnik.</p>

<p>Although the exact timing of the death of the crew is unknown, according to Wikipedia, <strong>"several crew members are known to have survived the initial breakup of the spacecraft. However, since the shuttle had no inside escape system, "the astronauts did not survive the impact of the crew compartment with the ocean surface."</strong></p>

<p>Since Christa McAuliffe was the first member of the <a href="http://en.wikipedia.org/wiki/Teacher_in_Space_Project">Teacher in Space Project</a>, many of us watched the <a href="http://www.csmonitor.com/USA/Politics/The-Vote/2011/0128/Challenger-explosion-How-President-Reagan-responded">Regean-era</a> Challenger disaster live. Some have even called it this generation's JFK shooting, if you will, since we remember where we were when it happened. (Us? We we were, like many, in class watching it live. Our teacher broke down in tears for five or so minutes after it happened. The school principal dismissed class early that day.)</p>

After several residents allegedly contacted Pacific Gas &amp; Electric <a href="http://sfist.com/2010/09/10/pge_at_fault_for_san_bruno_explosio.php">concerning a possible gas leak</a>, and that nothing was done after said reports, much ire is being directed at the notoriously shifty PG&amp;E.</p>

<p>In SFBG's "<a href="http://www.sfbg.com/politics/2010/09/13/pges-tragically-misplaced-priorities-challenged">PG&amp;E's tragically misplaced priorities challenged</a>," Steve T. Jones writes:</p>

<blockquote>Now that the deadly gas explosion in San Bruno has been linked to internal company warnings that PG&amp;E's 52-year-old line was dangerously in need of replacement and that it failed to heed customer complaints about smelling gas in the air for weeks before the explosion, it appears that the company could finally be called to account for its misplaced priorities.

<p>State Sen. Mark Leno is calling a joint hearing into the matter before the Public Safety Committee, which he chairs, and the Utilities Committee. "The current leadership at PG&amp;E has lost its way. Nobody is minding the ship,” Leno told the Guardian. He said that he's furious about the explosion and PG&amp;E's shoddy safety record.</p>

<p>The California Public Utilities Commission has ordered PG&amp;E to check for leaks in of its gas lines. This, of course, comes on the heels of Thursday's <a href="http://sfist.com/tags/sanbrunofire">San Bruno fire and explosion</a>. </p>

<p>"The California Public Utilities Commission said it would direct PG&amp;E to focus on high-pressure pipelines in heavily populated areas like the San Bruno neighborhood that erupted in flames on Thursday evening," reports <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2010/09/12/MNEP1FCNS9.DTL&amp;tsp=1">the Chronicle</a>. "The agency also told PG&amp;E to detail how much it has spent to replace pipelines and ensure their safety since 2005."</p>

<p>Although investigators and PG&amp;E claim they have no records of anyone making a leak report, some residents <a href="http://www.baycitizen.org/disasters/story/residents-reported-leak-days-explosion/">allege that PG&amp;E was contacted</a> days prior to the disaster.</p>

<p>“Our lives are literally in PG&amp;E’s hands, and that’s scary,” <a href="http://turn.org/article.php?id=1394">said The Utility Reform Network (TURN) executive director Mark Toney</a>. “The previous explosion in Rancho Cordova should have been a wake-up call not only to PG&amp;E but also to the California Public Utilities Commission (CPUC). <strong>If customers can’t depend on PG&amp;E to respond quickly and effectively to potential safety problems, it falls on the CPUC to step up to protect Californians and hold PG&amp;E accountable.</strong>”</p>

<p>The much-needed demand placed on PG&amp;E was prompted by Lt. Gov. Abel Maldonado, who has been our acting governor while Schwarzenegger tends to business in China.
