The person later died, and police are now investigating the case as a homicide.</p><p><a href="https://www.sfgate.com/news/bayarea/article/sf-police-investigating-sunday-homicide-after-21204569.php">As Bay City News reports</a>, officers from the San Francisco Police Department arrived at a residence on the 200 block of Granada Avenue, south of Ocean Avenue, <a href="https://www.cbsnews.com/sanfrancisco/news/san-francisco-granada-avenue-deadly-burglary-investigation/">per KPIX</a>, around 3 pm Sunday when they discovered the victim was injured. Officers and paramedics began performing CPR and other life-saving efforts. </p><p>The victim, who was not the suspect, was then pronounced dead at the scene, <a href="https://www.nbcbayarea.com/news/local/home-burglary-1-dead-sf/3986197/">per NBC Bay Area</a>. The latest set of charges from the San Francisco DA’s office is one of the latter cases, as that office has charged 22-year-old Jayla Glaser with stealing <a href="https://sfdistrictattorney.org/press-release/woman-charged-in-connection-to-five-retail-theft-incidents-and-over-56000-in-stolen-merchandise/">$56,000 worth of merchandise during five theft incidents</a> at SF luxury stores between August 2024 and February 2025. </p><p>The majority of these thefts happened at Sephora stores, mostly the one on Union Street in Cow Hollow. Glaser and an accomplice are accused of stealing about $13,000 worth of merchandise from that store on three visits between August 2024 and January 2025. They also allegedly hit the Two Embarcadero Center Sephora store on February 3, 2025, relieving that location of some $4,000 in cosmetics. </p><p>Their grandest haul is an alleged “$40,000 of luxury eyewear” from the Cow Hollow Veo Optics across from the aforementioned Sephora, on February 20, 2025.</p><p>Glaser is charged with one count of organized retail theft with intent to resell, four counts of second-degree commercial burglary, four counts of grand theft, and one count of petty theft with two or more priors (she was on supervised release at the time of these incidents). She’s been denied bail, and her next court date is April 4.</p><p>As mentioned, Glaser had an accomplice, and it sounds like that accomplice is still at large. So the investigation remains ongoing. Now it’s finally being replaced by a South Bay chain called <a href="https://www.siliconvalley.coffee/">Silicon Valley Coffee</a>, which claims to “find and roast the best coffee in the world and use the latest coffee technology to help you create a perfect cup of coffee.”</p><p>But the opening of the SF Silicon Valley Coffee location may be delayed, as KPIX reports that the shop under development <a href="https://www.cbsnews.com/sanfrancisco/news/sf-mission-bay-silicon-valley-coffee-shop-break-ins-seeks-to-open/">was broken into twice this week</a> — within 24 hours.</p><p>The owners showed up on Sunday, only to find two strangers inside the place, and needles scattered about. So you know what was going on! The owners called the police, who arrived, but oddly did not make any arrests.</p><p>"Little disappointed, little shaken up," co-owner Matt Baker told KPIX. "We went home and came back the next morning just to find that we were robbed and everything we had back there was gone. Including our, ironically enough, our brand new security system."</p><p>The SF Silicon Valley Coffee location only figures to be a short-term tenant once they open anyway. They’re eventually going to have to close, as developers plan to break ground on a reported 1,000-unit apartment complex at the site, and Silicon Valley Coffee presumably got a deal. Though <a href="https://sfist.com/2024/05/07/major-downtown-development-known-as-parcel-f/">the way things are going</a> in the housing construction business these days, their short term may get extended once or twice. </p><p>"This is an incredible opportunity," Baker told KPIX, with his chin up. The suspect has not been named, but he was taken into custody and hospitalized. SFPD pursued it at first, but it sped away at such high speed they declined to continue. That was probably the right call.</p><figure class="kg-card kg-image-card"><img src="https://img.sfist.com/2024/11/24-139-Veh-Collision-Pic-2.jpg" class="kg-image" alt="SF Robbery Suspect Crashes Car Evading Police, Leaps 40 Feet From Overpass, Suffers Life-Threatening Injuries"><figcaption><em>Image via SFPD</em></figcaption></figure><p>Because the driver managed to crash the car not far up the road from there. </p><p>“As the officers neared the collision, they discovered it was the suspect vehicle and observed the suspect jump off the freeway overpass and land approximately 40 feet below onto 15th and Vermont St.,” SFPD said in a release. “The adult male suspect was taken into custody and was transported to the hospital for life-threatening injuries caused by the fall.”</p><p>Officers found the suspected stolen merchandise, as well as a loaded firearm. All of the vehicles used in the robbery were determined to have been stolen, and all have been recovered. The latest of these robberies was Thursday morning at about 3:20 am, as KTVU reports that thieves <a href="https://www.ktvu.com/news/thieves-armed-sledgehammers-descend-sf-cannabis-store">busted through the front windows with sledgehammers</a> in an incident captured by the store’s surveillance video.</p><div style="position: relative;width: 100%;height: 0;padding-bottom: 56.25%;">

<p></p><p>That surveillance video is seen in the segment above. The segment also shows that the dispensary was open normal hours on Thursday, as workers install new windows while the store is operating. But the segment also shows five suspects gaining entry by smashing through the windows with sledgehammers and pry bars, and emptying shelves of cannabis.  </p><p>The shop’s owner saw this as it was happening in real time, as the security system notified his phone.</p><p>"I see that there's five dudes in a car, ransacking the place," owner Duncan Ley told KTVU. "They busted down the front window stole a bunch of product."</p><p>Police did arrive on the scene, though just as the burglars were getting away.</p><p>SFPD Captain Chris Canning said to the station, "Officers on patrol came upon what ended up being the end of the crime, and responded, attempted to coordinate an arrest of the suspects. The SF Business Times reports that police <a href="https://www.bizjournals.com/sanfrancisco/news/2024/10/11/burglary-union-square-dior-crime-retail-theft-sfpd.html">noticed three speeding cars at around 2:42 am</a> Friday morning, and pursued one of them, but it sped off so quickly that police felt a chase would be too dangerous. The number of suspects is unknown, and it’s unclear whether they were armed. </p><p>“This kind of brazen crime will not be tolerated in our city,” SFPD Chief Bill Scott said in a statement to the Business Times. “Our investigators have numerous leads they are following thanks to the large amount of evidence we have available, including video surveillance and (Automated License Plate Reader camera) hits.”</p><p>Well, some suspects did get caught in last October’s Dior robbery, but only because <a href="https://sfist.com/2023/10/18/two-suspects-charged-in-smash-and-grab-involving-car-at-union-square-dior-store/">they crashed their car</a> during the getaway. And whether fairly or not, Prop 47 was being blamed for increasing crime <a href="https://sfist.com/2015/07/27/spike_in_car_break-ins_has_many_bla/">almost immediately after it passed</a>. Now ten years later, we do see that retail theft and robbery are <a href="https://www.ppic.org/blog/retail-theft-and-robbery-rates-have-risen-across-california/">still up across the state of California</a>, according to the data below for the California Public Policy Institute.</p><figure class="kg-card kg-image-card"><img src="https://img.sfist.com/2024/02/robbery-chart.jpg" class="kg-image" alt="Three California Lawmakers Introduce New Tough-on-Retail-Crime Bill Aimed at Smash-and-Grab Thefts"><figcaption><em>Image: <a href="https://www.ppic.org/blog/retail-theft-and-robbery-rates-have-risen-across-california/">PPIC.org</a></em></figcaption></figure><p>Now even Democratic state lawmakers are rushing to either <a href="https://sfist.com/2024/02/08/mayor-breed-backs-republican-led-campaign-to-overhaul-prop-47/">take Prop 47 back to the voters</a> for another look, or tinker with it in the legislature. And the Southern California News Group reports on one of those new legislative measures, brought by three statehouse Democrats, which would <a href="https://www.eastbaytimes.com/2024/02/20/retail-theft-outrage-over-brazen-smash-and-grabs-shoplifting-sprees-could-bring-california-crackdown/">zero in “professional retail thieves,”</a> in the bill’s words, and make it easier to charge them with “intent to sell” the stolen goods. </p><p>“Organized retail theft is having a chilling effect on our communities,” one of the bill’s co-authors, Assembly Speaker Robert Rivas (D-Salinas) told the News Group. “Crime, like everything, evolves. And criminal enterprises are using new and different ways to get around current prohibitions … It is our responsibility to ensure that our laws are addressing the situation at hand.”</p><p>The bill is called the California Retail Theft Reduction Act, and its main goal is to add up the value of thefts from different retailers and aggregate them all into a grand theft charge. </p><p>It would also allow police to make arrests based on witness’ sworn testimony or on <a href="https://sfist.com/2024/02/08/22-year-old-suspect-seen-in-viral-video-stealing-dozens-of-iphones-in-emeryville-is-in-jail-now/">smartphone video recordings</a> of a theft. And in keeping with Prop 47’s desire to lower the prison population, it does offer alternative programs to jail.</p><p>This is one of many current state bills that hope to <a href="https://sfist.com/2024/01/05/state-lawmakers-once-again-going-after-prop-47-amidst-retail-theft-blowback/">crack down on retail theft</a> and undo some elements of Prop 47. Another Democratic bill <a href="https://www.cbsnews.com/sacramento/news/new-push-underway-to-crackdown-on-retail-theft-repeat-offenders-in-california/">called AB 1772</a> would require jail time for anyone convicted of a third theft, though that bill would have to go before California voters if passed. Meanwhile, Assemblymember Cottie Petrie-Norris (D-Irvine) has a proposed bill called AB-2438 that would increase charges if the suspect acted in tandem with at least two other people to commit the crime. </p><p>The last statehouse push to chip away at Prop 47 was a 2022 measure that would have lowered the felony threshold from $950 to $400. Property crime rates have actually <em>gone down</em> since that state passed the now <a href="https://sfist.com/2015/07/27/spike_in_car_break-ins_has_many_bla/">often-derided Prop 47</a>, which made property crimes more likely to be charged as misdemeanors instead of felonies (chart below, property crime is the red line). As the Public Policy Institute of California <a href="https://www.ppic.org/publication/crime-trends-in-california/">found this past October</a>, property crime has steadily inched down most years since that law’s 2014 passage, and surprisingly, such crimes were substantially more frequent in the 1970s. But it’s also true that property crime has increased statewide in both 2021 and 2022, and in <a href="https://sfist.com/2023/08/04/crime-in-oakland-soaring-across-the-board-according-to-new-statistics/">some jurisdictions</a>, it’s <a href="https://sfist.com/2023/07/28/oakland-residents-fume-over-crime-at-community-meeting-with-da-oakland-police/">gotten particularly bad</a>.</p><figure class="kg-card kg-image-card"><img src="https://img.sfist.com/2024/01/prop-47-chart.jpg" class="kg-image" alt="State Lawmakers Once Again Going After Prop 47 Amidst Retail Theft Blowback"><figcaption><em>Image: <a href="https://www.ppic.org/publication/crime-trends-in-california/">PPIC</a></em></figcaption></figure><p>So there is some public appetite towards revising Prop 47. And two California state Assembly members, both Democrats, have proposed two bills that would <a href="https://www.ktvu.com/news/two-proposals-to-severely-punish-retail-smash-and-grabbers">allow voter-approved changes to Prop 47</a> that would make it easier to charge accused thieves and burglars with felony charges instead of misdemeanors, according to KTVU.</p><p>"There's folks that commit this crime three times, four times, five times and it just continues to be a misdemeanor," Assemblyman Carlos Villapudua (D-Stockton) told KTVU. "Give prosecutors more arsenal to be able to convict and hold people accountable for these actions that they're taking,"</p><p>There is a popular misconception that Prop 47 ended all prosecutions of thefts of less than $950, <a href="https://apnews.com/article/fact-checking-160551360299">which it did not</a>. Instead, it made thefts of under $950 misdemeanor charges instead of felonies. </p><p>The bill from Villapudua and Assemblymember James Ramos (D-San Bernardino) would give California voters the option of passing a new law that added up the value of all stolen items, rather than pricing them individually. Moreover, the bill might also add in the value of properties stolen in a suspect’s previous convictions toward that $950 threshold.</p><p>There have been many attempts to overturn Prop 47 in  previous years' legislative sessions, and <a href="https://www.kcra.com/article/effort-to-repeal-proposition-47-crime-law-begins-at-capitol/39371826">all of them have failed</a>. The difference with this one is that it does not attempt to repeal Prop 47, and only changes how the $950 threshold is interpreted. Moreover, it just creates the possibility that voters can make these changes via a ballot measure.  </p><p>So this could be turning to an election issue sometime in the not-too distant future.</p><p>And, it should be noted, Villapudua is running for a state senate seat in Stockton — a decision <a href="https://www.recordnet.com/story/news/politics/government/2023/12/11/stocktons-jerry-mcnerney-carlos-villapudua-vie-for-senate-seats/71865833007/">he just made last month</a>. And it appears one of those things was about to happen to a Minneapolis-based band called <a href="https://www.yamhaus.com/">Yam Haus</a>, this past Saturday, hours before they were set to play a show at Bottom of the Hill.</p><p>Two ski-masked suspects wielding hammers approached the van, and were seen peering into the windows. Their band’s photographer saw “a gold-colored car” from which the suspects approached the van carrying hammers. But the bike rider came along, and the photographer “heard an impact” and a yelp from one of the masked men. The suspects retreated back to their vehicle, and the bike rider simply kept pedaling along.</p><p>This could have ended worse for the band Yam Haus, in fact, it has before. A smash-and-grab involves forceful entry, like breaking through a storefront’s windows (sometimes <a href="https://sfist.com/2023/10/12/union-square-dior-store-rammed-with-car-in-burglary-heist-at-least-two-arrested/">with a car</a>!). A snatch-and-grab is more the <a href="https://sfist.com/2022/04/15/mission-street-gamestop-hit-by-flash-mob-robberies-three-times-in-six-days/">flash mob-style burglary</a>, where a group of suspects walks into a store like normal customers, then simultaneously grabs the loot in a way that overwhelms staff because there’s too many burglars to stop. </p><p>And that is the category of theft for which SF DA Brooke Jenkins just got <a href="https://www.sfdistrictattorney.org/press-release/two-east-bay-men-convicted-of-robbery-in-organized-retail-theft-series/">two separate three-years prison sentences</a> for a couple of Contra Costa County men. The pair admitted to being involved in a high-end sunglasses theft ring where they and others would charge into Sunglass Hut, LensCrafters, or Veo Optics stores in SF, grab as many pairs of shades as possible, and hop into a waiting getaway car. The pair were part of this operation that reportedly spanned from November 2021 through July 2022.</p><p>Delandro Belvine-Brown (22) of Antioch and Sean Raquel Jevonce Simon, Jr. (24) of Richmond both pleaded guilty to robbery and were sentenced to three years apiece, according to a Thursday morning announcement from Jenkins’s office. </p><p>“Retail theft continues to have a major impact on San Francisco’s business community and the city’s economic livelihood,” Jenkins said in a press release. “These crimes demand accountability and we need to send the message to others involved in this criminal enterprise that, with the support of our local law enforcement partners, our office will continue to pursue and prosecute those involved.”</p><p>The thefts reportedly occurred in both San Francisco and Brentwood, according to the release. But the circumstances behind that closure are pretty shocking. The Chronicle reports the store was hit by a smash-and-grab Thursday morning, where a <a href="https://www.sfchronicle.com/crime/article/san-francisco-dior-store-robbed-18422385.php">car rammed into the front of the store </a>at Post Street and Grant Avenue, bending the metal security gates and shattering the storefront’s glass. KTVU reports that “<a href="https://www.ktvu.com/news/san-francisco-dior-store-rammed-by-car-and-burglarized">Up to 10 people were involved</a>” in the heist, with three separate vehicles, including the one that smashed the window.</p><p>KTVU is also reporting that “police apprehended three” of the suspects, while <a href="https://www.cbsnews.com/sanfrancisco/news/san-francisco-retail-theft-smash-and-grab-thieves-target-dior-boutique-2-suspects-arrested/">other outlets like KPIX</a> are reporting only two arrests. The Chronicle reports today on a wave of <a href="https://www.sfchronicle.com/crime/article/oakland-pirates-boat-theft-marina-18327425.php">“pirates” committing brash burglaries</a> on boats docked at these marinas, who often approach on smaller crafts with their bolt cutters, sometimes stealing supplies, sometimes stealing the motors or others parts, and in some cases even commandeering the boats and repainting them to make it look as if they are their own.</p><p>“It’s almost the Wild West,” Alameda’s Marina Village Yacht Harbor managing investor Steve Meckfessel told the Chronicle. “It’s almost as if you were on a ship and there are pirates out there, and there’s no government, no one to protect you.”</p><p>There are actually some people to protect them, but not many, and those few law enforcement personnel are overwhelmed. The Alameda County Sheriff’s Office does have a <a href="https://www.alamedacountysheriff.org/Home/Components/FacilityDirectory/FacilityDirectory/50/33?backlist=%2F">Marine Patrol Unit</a>, but it’s only a part-time patrol, and those officers have other duties as well. </p><p>The Oakland Police Department has only one maritime patrol officer, who acknowledged to the Chronicle a spike in thefts over the last six weeks. Encampments near the marina are growing, people have taken to living on makeshift boats, and according to the Chronicle, there was “even a former U.S. Navy vessel that appeared to house several people before it sank in December.”</p><p>The thieves aren’t just hitting the boats, but also maritime businesses along the marinas. Many of these business owners are forced to confront the encampments and docked stolen boats, where they sometimes find their own stolen items. But these situations could obviously turn violent, and vigilante justice is not an effective long-term solution.  </p><p>The San Francisco Bay Conservation and Development Commission recently held a hearing on the matter, though that commission has no law enforcement authority.</p><p>“I’ve heard the voices of fear and terror,” Commissioner Rebecca Eisen said at that hearing, per the Chronicle. “We are obviously not a law enforcement agency, but we understand what we’re hearing. We’re going to work with others to figure out if there’s anything we can do to be helpful.”</p><p>There have been some recent efforts to sweep the encampments near the marinas, and Alameda County has offered a $10,000 grant to remove derelict boats, and Oakland City Council voted earlier this year authorizing police to seize illegally docked boats.
