The four Baltimore police officers — identified as Police Commander Jai Etwaroo and officers Juan Rivas, Angel Villaronga, and Jahmoor Acosta — were on paid administrative duty beginning last November while the San Francisco Police Department investigated the allegations. </p><p>The woman told the Banner her friend had been speaking with one of the officers on social media prior to the group meeting for drinks in San Francisco. After taking a shot of alcohol, the woman said she blacked out and later woke up partially undressed in a hotel room alongside one of the officers. </p><p>She said she had little memory of the night, and none of the officers answered when she asked what had happened. The officers were packing up to check out of the hotel room. She told the Banner she could not have consented to sex in her condition, and a friend who was present that night provided a similar account.</p><p>“At the end of the day, no officer should let something like that happen,” she said. “I felt like they took advantage of me. I don’t think that’s fair.”</p><p>Her friends urged her to undergo a rape kit exam, which she said she completed a few days later. </p><p>Prosecutors determined there was insufficient evidence to prove the case beyond a reasonable doubt, despite the SFPD submitting arrest warrants.</p><p>“In this case, there was insufficient evidence to meet our burden of proof beyond a reasonable doubt, so we are unable to charge this case,” the DA's office said in a statement, <a href="https://www.sfchronicle.com/crime/article/sf-da-declines-charges-baltimore-cops-sex-assault-22250957.php">via the Chronicle</a>. </p><p>The Banner reported last November that other Baltimore police officers have recently faced unrelated criminal charges. Is it some sort of conspiracy in which Clear Channel makes it so you won't be able to switch to another station because they’re all doing commercials too?  If you were a radio station, wouldn't it make sense to stay on when every other radio does commercials just to lure all the people who flip through channels?</p>

<p><a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/n/a/2008/01/09/sports/s211939S42.DTL&amp;type=sports">Blazers 109 Warriors 91</a>- So much for all that good mojo gained from the Spurs victory.  Playing against one of the hottest teams in the league (Jesus, just think how good the Blazers would be with Oden), the Warriors didn't do much of anything.  As the saying goes, or should go, as Davis does so does the Warriors and Davis only scored four points.  The Warriors have now lost three out of four, all against Western Conference foes.</p>

<p>-There has been one local franchise that’s been quiet lately so we checked in to see what was happening with the Giants and discovered that well…umm…uh….nothing is going on.  Is Sabes on vacation?  </p>

<p>-We started watching "Friday Night Lights" over the weekend and we have to say it's a great show. However, the show touches on one of our huge sports movie/tv show pet peeves in that every game features an unbelievable rally consisting of completely unbelievable plays.  We hate when that happens and it’s particularly jarring on "FNL" because the show is so realistic in almost every aspect. <p>The 20th Annual <a href="http://harveyawards.org/">Harvey Awards</a> (named for Harvey Kurtzman, genius cartoonist, founder of MAD Magazine, and lont-time Playboy contributor to boot) were announced this weekend at the Baltimore Comic Con. The awards are among the most prestigious in the sequential art world; nominees are chosen by an open vote of comics professionals. </p>

<p>According to comics news site Newsarama, local cartoonist (<i>until recently? see note below</i>) <a href="http://forum.newsarama.com/showthread.php?t=128627">Keith Knight won in the panel strip category</a>! Awesome! <p><strong>Blocker, No. 15: Baltimore Way in Crocker-Amazon</strong></p>

<p>Just as Four Corners National Monument exploits the fun one can have straddling multiple political boundaries at once, the 100 block of Baltimore Way between Naylor and Cordova holds a certain appeal for anyone looking to “experience” the “magic” of San Francisco’s southern border - the only city limit in town not inconveniently drenched in salt water.</p>

<p>Baltimore Way, on the lower tier of San Bruno Mountain’s northern flank, is fairly quiet on a weekend afternoon, and the air is surprisingly sweet with the scent of honeysuckle. One resident is in the throes of some kind of home improvement in his front yard, a Giants broadcast spilling out of his portable radio. An elderly woman shuffles down her home’s front steps to water a couple potted plants. A fellow sporting the decades-spanning white tank top look smokes a cigarette in his driveway as he asks us why we were looking at his house a minute before. <p>The company <a href="http://www.netflix.com/liveonlocation">just announced a summer concert series</a> that attempts to mesh movies with music. We originally thought, "how cheesy." But then we decided we liked the idea -- more or less <em>because</em> it's so cheesy. Also, they're all free to the public. Unfortunately, none of the concerts are local -- but get a load of the line-up:</p>

<p>-- Dennis Quaid and The Sharks will play a show in New Orleans on Thursday, June 21, after which fans can see a showing of "The Big Easy."<br>
-- The Bacon Brothers will perform in Baltimore on Sunday, July 15, after which "Diner" will be screened.<br>
-- Finally, the Bruce Willis Blues Band will wrap up the series with concert at the Kennedy Space Center, which will be followed with one of Bruce's space-oriented movies, "Armageddon." </p>

<p>Bonus: <a href="http://en.wikipedia.org/wiki/Maria_Menounos">Maria Menounos</a> will serve as the host of all three shows. </p>

<p>Now THAT's convergence! And it seems pretty clever in a marketing sense for NetFlix. But, c'mon -- weren't <a href="http://www.reeves-dogstar.com/">Keanu and Dogstar available</a>?<br>

<p>All along, he was known for being a masher but was lousy at D and <a href="http://smittblog.blogspot.com/2007/05/is-billy-beane-david-copperfield.html">struck out way too much</a>. (Har, har.)  Now seriously, either Calvin Johnson has the talent to be a success wherever they go, but Detroit's legacy of leadership futility makes it specifically difficult to succeed there. What that means is this caveat: sure he's great; but how long will he last?</p>

<p><strong>* 08 / Atlanta (from Houston) / Anderson, Jamaal / DE / 6-6 / 279 / Arkansas:</strong>  The Falcons have been trying to buy or draft a pass rush for the past couple years.  Maybe this'll do'er.</p>

<p><strong>* 09 / Miami / Ginn Jr., Ted / WR / 6-0 / 180 / Ohio State:</strong>  Sur<i>prise!</i>  On her couch in Chicago, Jessica shouted at her television in disbelief.  We don't blame her.  The Dolphins needneed<i>needNEEED</i> a quarterback above all else!  Yet instead of picking up ND's uber-touted QB <a href="http://en.wikipedia.org/wiki/Brady_Quinn">Brady Quinn</a>, Miami picks up a speedster receiver coming off a debilitating leg injury.  Who-the-<i>wha</i>-now?  Hmph.  Extremely high-risk, with poor odds of good results.  This pick will determine how the the history of the 2007 NFL Draft is remembered.</p>

<p><strong>* Indianapolis vs Baltimore</strong></p>

<p>Baltimore’s ball-control running game could get no headway against the uber-maligned Indy run defense.  I mean seriously, the Ravens only rushed their battering ram RB Jamal Lewis 13 times?  Bad call, coach.  </p>

<p>Both sides threw two interceptions, but only one side controlled the ground.  Thusly did the Colts advance past the #1 NFL defense.</p>

<p><strong>* Philadelphia vs New Orleans</strong></p>

<p>Part of the reason New Orleans' offense was #1 for the 2006 NFL regular season was due to its balance.  Were a defense to load the line of scrimmage to stop the run, the Saints could pass.  If the D dropped more men into coverage, Coach Payton could hammer up the middle with Deuce.  Balance and adaptability equal points.  Usually.</p>

<p>The opposite of this is the Philly offense.  Mustachioed Philly Head Coach Andy Reid's offensive style is a form of the West Coast offense grown wild in the backyard.  Folks forget that Bill Walsh's original West Coast Offense relied upon threat of the run to set up the pass.  Reid's unpruned style uses the pass to set up the pass.  Then they pass some more.  The run is used only as a change-of-pace, and when it comes, as it did for a long TD in this game, it's a surprise to opposing defenses.</p>

<p>Not having a run game has tons of attendant problems:  short-yardage plays become an ordeal, and it's far harder to kill the clock when the clock needs to be killed.</p>

<p>As <a href="http://sports.yahoo.com/nfl/boxscore?gid=20070113018&amp;page=plays">the final drives</a> went up and down the field, the Saints could rely on the run, while Philly  to go pass.<br>

The Battle Of The Stolen</strong></p>

<p>Much has been made of the Colts' exit from Charm City -- one of the most ignominious financial maneuvers in American sports history.  Cue the footage of the Mayflower moving trucks leaving in the middle of the night.</p>

<p>But the Ravens are no better, are they?</p>

<p>Once the Cleveland Browns, the franchise went from Ohio to Baltimore for sake of money as well.  Owner Art Modell is reviled in CLE, even after a fresh expansion Browns team was seeded.</p>

<p>So which is better?  The team uprooted  Baltimore, or the team uprooted <i>to</i> Baltimore.</p>

<p>Obviously, the most exciting matchup within this game will be between the Ravens' marauding, adaptable defense and the Colts' led-by-Peyton Manning spread offense.</p>

<p>Peyton is unquestionably the best (regular season) quarterback in the NFL.  You notice the parenthesis.  He leads his squad with poise and play-calling.  Then comes the post-season.  And he has his reputation of not being able to get over the hump of the Big Offseason Game.</p>

<p>The Colts had no postseason bye by this season.  No homefield advantage  No safety of the Indy Superdome to coddle their precision-based offense. But why, once again, are we bringing it up?  Because by 2008, every Democrat will be so tied to San Francisco that Barrack Obama will have to hold a press conference to deny he ever went to Trannyshack and commercials will run against John Edwards accusing him of getting naked and covering himself in mud at Burning Man.  </p>

<p>Anyways, you could read the article yourself, but here's the shorter version:</p>

<p>-You never hit it big in politics until they <a href="http://www.sfist.com/archives/2006/11/14/lets_try_this_again.php">make fun of you</a> on "Saturday Night Live."  That is when people watched SNL.<br>
-Pelosi is "poised" which is another euphemism for never not smiling despite how uncomfortable the situation is.  Of course, that could be the botox<br>
-We're not just "loony" but "ripe for satire" and hey, that's our job.<br>
-Case in point, us calling for Bush's impeachment and the whole JROTC thing.  Good thing this article was written before the whole "<a href="http://www.sfist.com/archives/2006/11/19/make_love_and_not_war.php">whack off for world peace</a>" thing<br>
-The truth is we're actually a bunch of tech geek/dot.com millionaires to be and <a href="http://www.uncanny.net/~wetzel/macchron.htm">Nestor Makhno</a>, where did you go to?<br>
-San Francisco is just like Baltimore (!)<br>
-Bevan calls Pelosi "pragmatic," the Bay Guardian calls her a "sell-out",  Tommi Avicolli Mecca calls her both not very liberal and a kiss-ass, while John Burton calls her "not a kook" but an "Italian-Catholic grandmother who goes to church every f-----g Sunday."<br>
-Gavin has flecks of grey in "his famous pompadour".<br>
-Pelosi doesn't come off as being one of the "loony left" as she seems to rise above it.  Never actually being seen in San Francisco helps.<br>
-Gavin isn't a big fan of the JROTC decision.  Like rolling his eyes and visibly squirming displeasure.  </p>

<p>And finally, we leave the last word to Mayor McDreamy himself: "We have to work through the clichés. But then I can’t wait to showcase the real virtues of this city. The rest of the country should be so lucky."  Ah, said like a true San Franciscan-- when in doubt, just point out how beautiful it is here.  Because, well, that usually does shut everyone up (we know, we've done it many times before).</p>

<p>You know, we're okay with the article.  We can take it.  But the thing that bugs us the most, the worst thing they said, was not about our politics or our attitude, it's this:  they compare us to Baltimore.  Baltimore!</p>

<p>Yes yes, you probably already know, since Caltrans has commissioned every single flashing road sign in the entire state to <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2006/09/01/BAGKPKTHVR1.DTL&amp;hw=bay+bridge&amp;sn=001&amp;sc=1000">remind you</a> for the last two weeks.  We feel badly for any <a href="http://www.amberalert.gov/">Amber Alert</a> children kidnapped this weekend.  BART will run extra trains, there's extra ferries running -- and a few charter buses will be allowed on the bridge, including the ones hired by the <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2006/08/27/BAGDLKQ8L71.DTL">hapless couple</a> that's been planning their Labor Day Treasure Island wedding for the last two years (as well as the ones for the Baltimore Orioles and the Texas Rangers, who are coming in to play the A's).   </p>

That's <a href="http://gaycityusa.blogspot.com/2006/04/new-study-says-san-francisco-is-gayest.html">according to a new study</a>, which pegs (hee hee) our fair metropolis as having an adult male population that's 20% gay -- and of those homos, one in four is living with AIDS. That may seem like a lot, but it's down a bit from last year; and it's downright healthy when compared to another gayish city, Baltimore, where 40% of the gay men are poz. Yikes! No wonder <a href="http://www.glaad.org/action/al_archive_detail.php?id=1574">Bayliss</a> left town.</p>

<p>Though we love being rated number one in just about any category, we can't help but feel that this news is sort of sad. It's almost as if, when Kirk Cameron visited a few months ago to try to talk us out of our dirty sinful ways, his dimpled smile, teflon hair, and moral Condescension had no effect whatsoever. And he's the real victim here -- please, won't somebody think of the Camerons?</p>

And this morning, the Chron (or more like SFGate since it's hard to find the Chron all the way in Baltimore) is reporting that one of Barry's knee doctors, Dr. Ting, is <a hef="http://sfgate.com/cgi-bin/article.cgi?file=/c/a/2006/04/14/MNG23I96GR1.DTL">being called in to testify</a>.  Ting was said to have <a href="http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2006/04/14/SPGNJI969P1.DTL">accompanied Bonds to BALCO</a> on several occasions when Barry went in for a "check up."  </p>

<p>And yes, the questions are out there as to why.  Bonds' lawyer is calling perjury trap and bringing up Martha Stewart as an example of what's going on. <p>Yesterday they <a href="http://sfgate.com/cgi-bin/article.cgi?f=/c/a/2006/03/11/SPGETHMKVE1.DTL">officially released Collins</a> in an attempt to save the Raiders 9.1 million against the salary cap.  We had actually thought Collins was that much safer because of the <a href="http://sports.espn.go.com/nfl/columns/story?columnist=clayton_john&amp;id=2360296">new CBA </a>which raised team's salary cap to $102 million and gave the Raiders more money, but we were wrong.</p>

<p>Maybe.</p>

<p>It is possible that the Raiders did this as part of a way of resigning Collins for less money.  Instead of re-negotiating his contract, they just release him and then redo the contract again from scratch.  Just like what the Lambs <a href="http://sports.espn.go.com/espn/wire?section=nfl&amp;id=2362717">did with Isaac Bruce</a>.  Already there's talk that the Rai-duhs are in contact with Collins agent and are moving forward doing just that.  But there are also rumors that Collins is getting feelers from the Baltimore Ravens where Collins' old coach and only guy to get a lot out of him,  Jim Fassel, is the QB coach.  </p>

<p>This raises the question of what now, Silver &amp; Black cow?  Currently, they now have only two QBs on their roster, <a href="http://www.sfist.com/archives/2005/12/06/its_tui_time.php">Marques Tuiasosopo</a>, who didn't <a href="http://www.sfist.com/archives/2005/12/16/week_15.php">do so hot</a> when he played last season, and second-year quarterback Andrew Walter who missed all of last season with a groin tear.  Ouch.  There were rumors flying everywhere about reuniting Randy with Daunte Culpepper, but they seem to have subsided as the Vikings are asking too much.  We wonder too how much sense that would be as Culpepper couldn't come any cheaper than Collins.</p>

<p>As for free agent QBs out there, other than Daunte and Drew Brees, there aint' much out there unless the Two Al's have a thing from Brian Griese or John Kitna.  There's also speculation that the Rai-duhs are going to draft somebody like Vince Young, but we still don't think that'll happen.  Did you see pictures of the Alster at the big NFL meetings this week?  Dude looks pretty hagard.  We just don't see Al going with a young guy as we don't see Al thinking he's got enough years to nurture a rookie QB.</p>

<p>In other words, we dunno.   We still think it'll be Collins in the end but trying to read what's going on is pretty frickin' difficult.  In other words, stay tuned.</p>]]></content:encoded></item></channel></rss>
