Having lived in all three of those places, this sounded like total bullshit to me. So I went to census.gov and checked. It is, in fact, total bullshit. SF County has a high percentage of black people than Multnomah County or King County.
Also having lived in Seattle and having spent some time in Portland, I second your called bullshit.
This claim also doesn't take into consideration nearby urban centers. Whereas Portland has Vancouver across the Columbia River (84.81% white, 2.5% black) and Seattle has Bellevue on the other side of Lake Washington (74.33%% white, 1.99% black), San Francisco has Oakland across the Bay (23.52% white, 35.66% black).

One of my first boyfriends in college was black. His father taught at Reed College in Portland where he had grown up in the college enviroment and we were both undergraduates at U of O in Eugene. He was absolutely terrified of other blacks.
Being black (or any other ethnic minority) doesn't exclude you from being a racist twat. I knew a Chinese girl for a while when I was at SFSU, probably one of the most racist people I've met. She was convinced that all black people picked on and hated all asian people... that white people had no sense of community.
Or how about that guy who wrote for Asian Week? What was the title of that inflammatory article that the self-proclaimed asian supremacist wrote? Oh yeah... Why I Hate Asians (a diatribe about why white people are awful). Oh, you mean the one that actually got everyone's attention? That was Why I Hate Blacks.
Or how about my Colombian friend who went through a period of hating Mexicans? Or my nameless Mexican relative who "hates" black folk?
Any given ethnicity is only as scary as you make them out to be. Your ex-boyfriend's father was a clueless twat.
And, for the record, given the well documented black flight from San Francisco (aided and abetted by no less than the T-Third Street) I expected that quote to be about San Francisco.
