As SF Appeal is reporting, the San Francisco Zoo has no plans to build (and cannot afford to build) any new sanctuary that would humanely house elephants, following on a 2005 decision by the city not to house elephants there after all the zoo's elephants croaked. This revelation comes on the heels of reports of a certain Rec and Park commissioner who wishes they'd get some elephants again because his grandchildren like them. 
This is a statue/fountain at Disney World. Elephants in captivity are never this happy.
Anyhow, Chris Daly has used this opportunity to mention that this issue may come up again under a Bevan Dufty mayorship, because he plans to let the zoo remain a zoo, while Daly would transform it into an animal sanctuary.

I went to the zoo once (never again). All I saw were some bugs in a 10 gallon take and a hornless rino ramming it's head against the wall for hours on end. Sad, sad, sad!
Because San Francisco already does such a great job taking care of mentally ill people and poor people, of COURSE we should get in the animal sanctuary business.
