saw the tee vee news last night - nothing was stolen and they clearly knew which specific cables to cut to disrupt service across multiple carriers. highly intentional, performed by trained adults who know what happens when you clip multiple cables at the same time.

Cell towers' traffic is eventually pumped into land based fiber, when traveling more than short distances. So when you make a call say from SF to NY your mobile phone connects to a particular SF tower. Then that tower connects to a collection point where the mobile call gets sent into a land cable to NY. On the NY end, it's the reverse process. The fiber cuts involved Internet, Mobile and landline depending on which carrier was involved...
