<description>&lt;p&gt;Philly is in the top 10?  Have they ever been to Philly?  Reducing trash??  There&apos;s so much trash on the sidewalks and streets that it creates a ramp effect from the street to the sidewalk.  Pure filth.  At least the bums in SF leave behind organic matter that eventually washes away. &lt;/p&gt;</description>
