Heather Fong's policies may have made a difference after all: according to the list on www.sfcrime.org (which tends to be pretty reliable), we are at about 1/3 the homicide rate compared to April 2, 2008.

They could hire a one-legged, deaf, blind chimp and it couldn't possibly do a worse job than Fong. Finding someone equally as ineffective and useless will be their biggest challenge.
