SF Has the worst cops in the country? I moved here about 2 months ago from Chicago and have found the police generally very helpful and affable. Dudes like this jack-hole cop exist in every department, but he's now on administrative leave. You want to see the definition of a surly, rude, corrupt, and dangerous police force? Take a trip or do some research on the Chicago Police Department.

San Francisco has some of the worst cops in America. Everything they do seems about personal vendettas and yet how many arrests have they made in the Mission killings? absolutely none. They represent all that is bad about unions and the abuse of the protections they give. This video looked like a scene from Mississippi burning (the SFPD has terrible relationships with the black and hispanic communities) and yet nothing will happen to this guy. I will bet anyone on here he will be back on the street as soon as the press stops covering this.

Something most likely happened to make the cop chase him, but it would appear from both the report and the video that it was nothing more than smack talking. If you or I were to shove somebody against a wall for nothing more than talking smack to us, we'd definitely be guilty of a crime and punished, doing it in a position of trusted authority makes it much worse. It endangers everybody when the police can't be trusted. Taking his badge and gun away are not enough.

The cop should be fired just for being stupid! He knew he was video taped, yet he could not make up a story the remotely resembled what the tape was going to show? Cops should assume they are being taped at all times and that it is going to appear on YouTube. If they see somebody taping with a camera or cell phone, they should assume 2 people are taping and are both going to post it on the internet.

@SFX - True, but the officer still needs to explain the blatant discrepancies between his report and what was on the video. It's not as if he said the dude was wearing periwinkle blue when, in fact, it was cornflower blue. @Brock - According to the I-Team blog post, Haynes called the officer a "faggot," not the other way around. The post seems to indicate this was by Haynes' own admission, though he did say it was after the officer called him "boy."

from the article: What apparently got Officer Morgado in trouble was the police report he filed on the incident. It paints a very different picture from what’s on the video. Morgado is under criminal investigation for assault under the color of authority. Cops.... lie!?!

Rule #1: A cop can always out-asshole an asshole. Remember, they get lots of training on that. Because you average asshole criminal or thug, upon being confronted by a bigger asshole, usually backs down. So, if you are going to try to out-asshole a cop, make sure it's for a good reason, something more substantial than "I am an asshole."

@ Public Relations - Publix Intox is still good law in CA. PC 647(f). To get a conviction, though, the prosecution has to show you were so fucked up you were unable to care for yourself or were a danger to others. @ jameth - Don't leave us hanging. Story, please!

The Public Drunkenness law has been overturned on constitutional grounds - in several cities and is under litigation in more Police can arrest for Disorderly Conduct or DUI - but not just being drunk by itself according to the rulings across the nation

I hate the way while they rough people up like thugs, they keep saying relax. Relax while 4 guys with guns and batons, and mace and who knows whatelse, bully one very amicable guy. Brother. After watching the overkill at the RNC, my instinct is to stay out of the radar, don't do anything wrong. But unfortunately, hard to do when you are black.

I'm thinking that the police over-seer's report is a tip off to who really has credibility. It was unclear what else he had said to me because he appeared to be extremely intoxicated. Was he dosing or something?
