Electrical box?
Since it looks like a lock box I would assume that the box is used for storing urine samples. Sort of like the boxes that list that they don't contain drugs or money, just medical samples. At the same time it looks far too unprofessional for such as box and it avoids the standard warning more commonly seen.
Still, that's my best guess.
It reminded me of this former post.
I like being told where to pee. It frees me up to think about other things.
I can think of a few places stickers like that should be placed....maybe some supervisors' expensive condos, for example?

...the best part - I yelled at him - and then he called me a Yuppie. Yeah, well I might be a yuppie - but at least I'm house broken.
Maybe someone would put a bullseye target for the guy that hangs out with the other OG's in front of Old Navy on Market Street . . . who yanks it out for all to see then pees in an arch across the sidewalk in broad daylight.
Driveway solution: moisture activated electric fan.
