<description>&lt;p&gt;   it isn&apos;t the violence that surprises me (being that I am the quoted person)  I have lived in the Mission on and off for 15 years now, and seen plenty of violence.  Someone shot in the neck, someone stabbed,  someone beaten with a bat, etc.
It is that the thugs have upgraded to
bullet proof vests.  
 He said he had been shot 5 times before,  they are so used to getting shot that they now take precautions.  Can&apos;t blame them,  but it is a scary thought.
The cops called the guy they arrested Jacques, a gang member from the East Bay.    He is a well known drug dealer out on 16th and Mission. This wasn&apos;t a Norteno/Sureno Mission argument.

Honestly I&apos;d say the #1 display of incompetence is the aversion to foot patrols. This is a compact city with terrible traffic. Driving everywhere is something that nobody else really does. Police need to be on the street where they can actually do something.&lt;/p&gt;</description>
