That is NOT a manta ray. Mantas are really big. the linked site says it is a 'huge' manta, and since mantas are normally much larger than people are, that would make the poor animal shown a tiny manta. It doesn't look like a manta anyway. It looks more like an eagle ray or something similar.

Even in cities without the budget for a proper MRRT, the police are usually better trained in the handling and disposition of large Rays. That officer's confusion is an embarrassment to all of us.
