Ooh, another action that would go great with the free condoms in prison? How about ending anal rape in prison. Maybe? Bah, fuck it. Anyone convicted of a felony totally deserves the not-at-all cruel or unusual punishment of forced sodomy.

Maybe they could hand out sterilized shivs too! Eh? I think that idea's a winner.
