So, you've all seen this before. Or maybe even been a part of it. It happened early this morning on the crusty middle part of Market Street. What we have here are two cops arresting someone for some sort of wrongdoing (most likely swiping spring rolls from Tu Lan, for they are most delicious), but what you don't see are "the five police cars and ten other cops behind" SFist James, who snapped the shot.

Why do so many cops descend on these kinds of arrests? Is it some sort of tactic? Boredom? Herd mentality? We know it's not just because of the "pastry" shop in the background because we see these types of gang-bang arrests all over the City.
