Looks like simple asbestos remediation going on. They probably want to do construction in that area of the station (like add a Peet's or something) which requires demolition of walls, and there is known asbestos there, so they are remediating it first. It's specialized work but if done properly is safe for workers and the public.

Couldn't we have a local coffee shop instead of Peets? Like Asbestos Alice's or somethin?
They better recycle the asbestos and make it into coffee cups.
