But my guess is that this has less to do with "scandal" and more to do with Newsom's looming primary battle. Ginsburg wasn't wartime consiligere. And by all accounts, he's a pretty decent person. So he was probably ill-suited as Gavin's point man for the next few years, where the stated agenda is to sacrifice SF policy for the sake of statewide politics. Word is that Ginsberg didn't suffer carreerist City Hall types all that gladly. So when it becomes bleedingly obvious you're working for one, the thing to do is resign. Either that, or he found Gavin's coke-spoon.
