I'm glad to see you've edited the post and changed "mentally-disabled" to "mentally-challenged" as Frank does appear to be able to function in the real world. While Frank does have his quirks, he has calmed down in recent years, and see him as less of a danger to public safety, than, oh, let's say, Carole Migden.
