Improvements for MUNI? Howsabout a ban on anything with an on-off switch, especially cell phones? Violators to be tried on the spot by a jury of fellow passengers. Penalty always to be death by beheading, using the train's front wheels.

How about regularly testing all drivers for drugs, vision, and ADHD. There probably wouldn't be more than a handful who could pass all three.
