The San Francisco County Transit Authority (TA) is not the same as the San Francisco Municipal Transportation Agency (SFMTA) The SFMTA was created when the Dept. Parking and Traffic (DPT) and Muni were merged in the wake of the Muni Meltdown and is pretty much responsible for anything transit or transportation related. That includes bike lanes (and they're the ones doing the EIR/S required to get around the injunction), traffic calming and management, and come June the Taxi commission will be merged in as well. The TA was created by the Prop K sales tax to control spending of the taxes money. The TA adds a lot of red tape, delays and administrative overhead between the SFMTA and the tax money intended to fund the SFMTA. The TA has also become a sort of second transit agency by embarking on the Geary and Van Ness Bus Rapid Transit (BRT) projects.
