i've often thought we should ban cigarette smoking in cars just to get them to stop throwing their butts onto the freeway why are smokers such pathetic losers?

I work in S'vale off 101 and live in SF; today I left the office early and took 280 instead. It wasn't too bad, though there was a lot of slowdown and exit-lane backup around 92E, and the usual idiots who freak out and forget how to drive in the rain.

Storm drains aren't sewers. That's what post-storm runoff pollution is. That's why water quality organizations tell you not to get in the water 72 hours after significant rainfall (divers, ocean swimmers, surfers). That's why beach cleanup volunteers dislike cigarette smokers who toss butts into the street. The ones on the freeways are no different than the ones in front of your house. Again, storm drains flow directly into the bay or ocean. Don't go tossing garbage, cigarette butts, motor oil, etc. into gutters. Remember that any crack in the asphalt lets crap into the ballast and into the ground.
