In NY, relatives etc of PD officers get this ID card with a star on it [I think} that say something like "NYPD family member" You keep it with you in your wallet. You show it when you're pulled over and asked for your license. Works like magic to get out of getting tickets...

My tips if you can't get a Consul plate or a frame: Get that special spray paint that will not show your license plate if you run a red light and pass by a flashing camera. Never get a vanity plate. People will remember the vanity plate and put nasty comments online on platewire.

I disagree with your last statement that the owner should change the badge. Since the 11-99 plate holder and consulate plates give virtual immunity to the driver, the E63 badge is the perfect FU to all the envious drivers around.
