I'm guessing the motivation behind these events is that the financial risks of a successful investigation and SF civil suit threatened to drain his ability to pay attorneys to defend him on the federal charges.

Ed can now run for Lantos' seat, and having criminal indictments in federal court will mean that unlike other Congressmen, who have to get into office and get hit by the feds for bribe charges, he will already be indicted for shaking down the quickly folks and have the transcripts to prove it. and he can stay in Burlingame now full time and only have to come up to SF for court!
