I think it might have had an injured wing. Someone was calling Animal Care and Control when I took the pic, but I couldn't stick around to see what happened. I'm hoping they came and got him.
And yeah, I don't know much about about birds so I have no idea if it's a hawk or a falcon or a really big pigeon.

that's a good point mcgordonliddy. i was just happy to see the guy at all. he might be sick from eating oil laiden prey. that would suck.
This picture is sad. Reminds me of the trip to the zoo where the chimp just sat there, holding the bars and looking miserable (last trip I ever made to a zoo, btw). :-(

Tt's a hatch year red-tailed hawk. It may just need more altitude to take off.
Yes, that's a juvenile red-tail hawk. A very cranky one, from the looks of it. It *is* odd behavior for it to be sitting there, so close to human activity, but I see red-tails in the Civic Center area pretty much every day.
There's been at least one taken to WildCare with oil on it, so that's possible, although there doesn't seem to be any visible around its bill in the photo.
