I get the sarcasm with the seal, and with Jorge, but I don't think there's anything funny about the shooting in the Metreon. 18 year old dead. 15 year old likely going to jail for a long time. Not really appropriate for the lighter-side touches, Brock.

did this seal attend the first or second high school? which is the one where he was most likely to learn street signs and find his way to an animal shelter, as opposed to, say, a chinese restaurant??

Tracy is in the San Joaquin Valley. (Grandparents settled there after coming to the US. Why?! Who knows.) Seals are probably the most exciting thing to happen to Tracy since a second high school was built there. And possibly the mall.

It is "sarcasm"-infused. Ideally, it makes sense what he did. But logically? No. Cops have a tendency to kill people who do that.
