It is a trick question, the people of SF are idiots for voting these barely competent boneheads into office. I say we recall them all and have a bunch of hand puppets hold the meetings instead. Who knows, it would be more entertaining and something might actually get accomplished. (and think of the cost savings!)

Elsbernd a dimwit? Of course, but I think we're overlooking the obvious choice... the guy who is not only a dimwit but has little experience with the constitution. I think it's pretty clear that it's Sandoval. (Although Michaela's a pretty good guess.)

my vote is totally for MAP. and, it was totally not an innocent mistake. i think that's the reason they put "Council member looks puzzled" in there. whoever it was seriously didn't know who john hancock was.
