Poor, poor Bevan! All of his suffering! I mean, if he hadn&apos;t screwed the pooch on this from the very beginning, would there be any suffering? Jesus, what a twit! I believe, and I could be wrong here (but I&apos;m not), if he had followed through on any of the promises that he made, there would be an organized event somewhere else in the City. If he hadn&apos;t waited until the last minute to not call any meetings and then throw his hands in the air and declare the whole shebang moot, maybe none of this mess would even exist.

<description>&lt;p&gt;Why can&apos;t the Merchants of Upper Market/Castro handle it? It&apos;s their neighborhood, after all. From reading the article, it sounds like the reason nothing happened is because people kept trying to get City Hall involved.&lt;/p&gt;</description>
