Lima's a city of 8 million people that has more than doubled in size recently. Most of that construction is slum stuff - concrete and rebar with no piles to the foundation, and top floors built on top of other floors when they can. To say that it's not up to code is a drastic understatement, and this quake was way bigger than Loma Prieta.
