I bet it's MUNI Security Guy setting up a sting operation to bust her for eating on MUNI. At least it was Subway, not McDonalds, so I vote for leniency due to a much lower stinky-food factor.

If I were "guest," I would comment that this isn't persistent at all and post a link to a dictionary definition of persistent. But, I read the whole posting. That is persistent.
