It&apos;s not the &quot;homeless&quot; that are taking the recycling. It&apos;s the professional bums for the most part. Also a small group of apparently very poor Asian old women.

If bums can&apos;t pay tickets, let the fine be community service time. Have them do the nastiest of jobs like scooping dead rats out of the sewers... &lt;/p&gt;</description>

what are the homeless going to pay with?  used needles?  doh!  maybe stolen recycling?

on that note, i&apos;m cross-posting this since it&apos;s quite relevant i think:

speaking of garbage, is it me or are we being taxed by letting the homeless and indigent chinese take the recycling out of the garbage cans?

here&apos;s my theory:

the recycling being taken from the garbage would have gone to our waste management company, sunset, bfi, wmi, whomever.

these folks taking it out are selling it to them when they should have gotten it for free. (our local waste management company employs plenty of people to pull all recycling materials out of our trash on a conveyor belt)

that increased cost gets passed on to us the customer of the trash company.

not only is this disgusting, a public health hazard but it&apos;s also stealing.

should we pass a law saying it&apos;s illegal to take recycling out of any container?

<description>&lt;p&gt;i can&apos;t believe we still spend money (3 million/year) on needle exchange programs.  i thought that stopped in the 80&apos;s.  what the fuck?

we are never going to solve these problems with the current (green) mindset at city hall.

it&apos;s pretty much a lost cause i&apos;d say to try and do anything about the city wide homeless problem and the 6th street corridor/tl until we get rid of all the folks in power that are so sympathetic.

we should not spend a dollar of public money on any of these folks, in my opinion, and they will leave for other cities naive enough to think they can make a difference with cash.&lt;/p&gt;</description>

<description>&lt;p&gt;The folks with the bad luck to have to live in Golden Gate Park may have been evicted from that park, but it was more like a transfer to other parts of the City.  There are suddenly 5-7 new inhabitants of the sidewalk and Rincon Point Park along The Embarcadero.  

I wouldn&apos;t mind so much if they didn&apos;t litter all over the place when there are multiple trash cans all over the area.&lt;/p&gt;</description>
