The Best Defense Is A Good Offense (Chris Daly)

So apparently Michela Alioto-Pier, without naming Chris Daly specifically, was going on and on about the need for civility at the Board of Supes, and introduced her code of conduct for members, like she's been saying she would.

Then Chris Daly gets up, and proposes his own code of conduct -- namely, one that 1) prevents fraternization between any city official and a person directly under their supervision; (2) provides penalties for intoxication at meetings, forums, and the like; and (3) sets tougher requirements for officials who do not attend or miss public meetings. Ha ha ha ha ha ha ha ha ha ha ha!!!!!

Though -- Chris, Chris! You forgot one! What about a code that (4) requires all supervisors to show the press immediately the location where they shower?

Update!: Other folks chiming in: Chris Daly himself is blogging about it (along with some dish on Michela Alioto-Pier's childcare suggestions to him), the Guardian's on board, and so is Fog City.

Thanks to our civically-minded readers who passed this info along! The meeting is scheduled for Channel 26 at 9 p.m., right at the roll call for introducing new matters and before public comment.

I think, frankly, this particular Board is too dysfunctional to adhere to any new "Code of Conduct"--at least I hope so anyway.

We might as well enjoy Chris Daly's entertaining meltdowns because with this ineffective, naughty mayor setting the tone, I just don't see much getting done that's productive for awhile.

 

We are all waiting for Gavin to go, Sniffy. Thanks for sharing that sentiment. :)

 

Merriam-Webster defines "fraternization" as:
to associate or mingle as brothers or on fraternal terms

So, I guess no one on the Board can be friends anymore. The more things change....

 

Unfunny, weirdly sanctimonious, and juvenile. Why not cut to the chase and revise his code to say "Gavin is a Poopy Head"?

Chris is in a serious meltdown. It is not even funny any more. I cannot see how the progressive cause is furthered by his antics. Chris please shut up...

 

Perhaps a prohibition of passive-aggressive conduct resolutions is in order.

If Newsom is “not promoting that we remove them (district elections),” where was his mouth during the recall attempts.

#4 would be interpreted by the Chron as a personal attack on Michela, since her commute from Napa is longer than Ed Jew's.

 

I say a big "hell yeah" to the attendance requirements for our elected officials. It's fun to get snarky about sex and booze, but requiring politicians to attend public meetings is just common sense. I assume that one is directed at Alioto-Pier as much as it is at Gavin. From Daly's blog, check out here disgraceful 66% attendance rate from last year:

No other Supervisor is under 88%. I've heard that she often only comes in to City Hall when she has to attend Board meetings. She may not show up for meetings, and she may not respond to her constituents, and she may not author any legislation, but hey, at least she doesn't swear. That's what we want from our elected officials, right?

Wasn't there something about Supervisors being able to phone in attendance or something? I don't know ... .something about pregnant females, blah, blah, blah....

Daly needs to resign as Supervisor and put his money where his mouth is - run for Mayor so he can attack Mayor Newsom all day long without being negligent to his duties for his constituents... but he doesn't have the balls to do it, clearly.

 

The disgusting thing is that the mayor's office is accountable to no one! Where is the code of conduct for the mayor's staff, who at best does not return calls and at worst hangs up on people! Seriously! It has happened to me and others I know.

 

Hmm... do you start your phone calls off to the Mayor's office with "Who the f*** are you?"

Chris is the only supervisor with a 100% attendance record, and has a significant and long list of legislative accomplishments.
You might not care for his style, but you cannot factually call him negligent.

Alioto-Pier should be ashamed of herself. A 66% attendance would get you flunked out of most schools and fired from most jobs.

He is so clearly not the bogeyman that Newsom supporters/The Chron/The Examiner would have you believe he is.

 

Michela Alioto-Pier is the most clinical San Francisco supervisor by a factor of about a hundred....she looks completely unhinged.

I'd like to see the look on Newsom's face if she ever wheeled up to his front door late one evening drunk out of her mind like another hyphenated-last-name subordinate we all know about.....

 

100% attendance is meaningless if he spends his attending hours acting like a child, attacking others, and ignoring the majority of his constituents. He's a prime jack ass.

 

I think Supervisor Michela Alioto-Pier has a crush on Mayor Gavin Newsom, but I do not think Mayor Gavin Newsom has a crush on Supervisor Michela Alioto-Pier.

 

I'm glad she's not my mom.

 

Progressives should be glad Supervisor Alioto-Pier is there, because although her loyalty is unquestionable, Mayor Newsom could not have selected a more ineffective representative of his interests before the Board.

It was a rookie political mistake to value political favors above basic competence when he appointed her to begin with, and some saw it as an early indication of judgement that was often so flawed it appeared to be a symptomm of substance abuse.

 

Newsom had to have been drunk when he appointed Alioto-Pier.

 

Alito-Pier should have started at the "top" with her ridiculous, uptight code of conduct. She should have started with Newsom for her code of conduct then worked her way on down.

I am surprised at Chris Daly for not holding a press conference to talk about what he really said at the board meeting (for which he received a standing ovation) as opposed to what the corporate media reported that he said. Like a typically dead, lame Democrat he seems to have disappeared following the board meeting. I have not heard a word from him since other than on his blog and how many people are going to read that as opposed to seeing a clip of a Daly news conference on television? (Assuming the corporate media would cover that.) Like a dead Democrat he has gone to hide in his corner until the next time to pop up. That's the way it appears. I am not saying that is how he operates in general but his behaviour following the board meeting has been rather lame.

I have to take back my comments about Chris Daly in my post #25 after reading this article from the Bay Guardian. (You go, Chris!):

Daly won't back down

Sup. Chris Daly has been getting beat up by Team Newsom, the Chronicle, the Examiner, and Sup. Michela Alioto-Pier, but at today's Board of Supervisors meeting, he showed no sign of retreat or remorse. In fact, he's giving as good as he gets in some hilarious and poignant ways. As the meeting began, he distributed to the press copies of a letter to Mayor Gavin Newsom making clear "I did not accuse you of using cocaine" and asking for an apology, and handed out a printout of his latest blog post, in which he labels the concerted attack on him "Operation Eric Jaye" and chides Alioto-Pier for being an out-of-touch elitist who only seems to show up for work when it's time to carry water for the mayor.

Journalists chuckled and pointed out the funniest passages to one another as the board rapidly fired through its business. But the real fun began when it came time for the supervisors to introduce new legislation and Alioto-Pier announced her previously announced proposal to create a code of conduct for supervisors.

Actually, Alioto-Pier had two items, the first of which seemed especially ironic given what Daly had written under the subhead "Swells' Sensibilities Sullied" about how Alioto-Pier is the representative for "San Francisco elites." She decried how the school board had closed Newcomer School in her wealthy part of town without approval from the board (which has no jurisdiction over such decisions) and then didn't even consult her before turning it into a charter school called Metro that will bring in ... (pause for dramatic affect) ... "100 low-income students form Marin." She was aghast and seems to expect that everyone else would be as well. "I want us to take this seriously," she implored. "I don't know what to do."

And, once again, the irony seemed lost on the supervisor from District 2.

But that's OK because she had bigger fish to fry, namely Daly. Using the most lofty language she could muster, she said the board needed to do something to preserve decorum. She was careful to praise the First Amendment, which she considers very important, but she said "we also know one is not allowed to yell fire in a dark, crowded theater." She painted Newsom as the helpless victim of Daly's attacks, "with no opportunity to defend himself," and said, "I believe the supervisor should not use these chambers as a bully pulpit from which to attack others."
Thus, she introduced her proposal for an enforceable code of conduct, which will be considered at a future meeting. Then it was Daly's turn to introduce legislation and he proposed his own code of conduct for elected officials, with Newsom and Alioto-Pier clearly in mind.
Daly's code would set standards for sexual harassment, improper fraternization between elected officials and the managers under them, the use of intoxicating substances while on the job (the first three being clearly aimed at Newsom's sexual improprieties with an employee and admitted drinking problem), and an attendance policy (clearly aimed at Alioto-Pier, who has by far the worst attendance record on the board). The message was clear: an aggressive political style isn't the only behavior that should be subject to scrutiny.
But Newsom press secretary Nathan Ballard didn't see it that way when reporters approached him afterward. "It is yet another thinly veiled attempt to level false allegations against the mayor," he said. I pointed out that the issues Daly raised about Newsom weren't false allegations, but things the mayor has already admitted to and then refused to discuss in any detail with the media, but Ballard said, "I'm not going to comment on the substance of what he's saying." Oh, I see. "Lobbing personal attacks at the mayor is inappropriate and his colleagues should rein him in," Ballard said. Hmm, apparently it's OK for a city employee, particularly a public information officer (who already has a code of conduct that he's supposed to abide, which includes fairness and not leveling personal attacks) to lob personal attacks at an elected official, but a legislator isn't allowed to attack the chief executive.

As Sup. Tom Ammiano said earlier in the meeting on an unrelated item, "Yes, collegiality folks, that's the name of the game in these chambers."

All this hate for Chris Daly is completely coming out of left field and makes no sense at all. Daly has the total respect & support from his voters. At times, he appears to be the only one doing any work.

Daly does not have the support of his district any more, and even he will admit it. He is somewhat unhinged right now, and while he deserves our compassion, I cannot support him any longer.

Newsom was drunk when he appointed Michela Alioto-Pier.

Speaking not only as an employed voter of district 6, but also as an [i]employer[/i] I would like to politely point out that you don't speak for me, nor do you speak for several other district 6 employees and employers I am personally aware of who are proud to give their support to Chris.

Nothing could be further from the truth. Although after reading some of the posts from Newsom's supporters you could be forgiven for thinking that they were the ones who have become unhinged.

Newsom is the one who slept with a subordinate, who also happened to be the wife of his friend and campaign manager, and he blamed it all on alcohol abuse. Despite all of this, it is somehow morally unconscionable (in the minds of Newsom supporters)for Daly to point out the hypocrisy in Newsom reducing funding for substance treatment for low income people while at the same time seeking treatment for himself (presumably at the city's expense).

Maybe I'm crazy, but I just don't see what the big deal is here, and I certainly don't see anything that suggests Chris is unhinged.

 

If Supervisor Angelioto-Pier can afford a night nurse why can't she attend more Supervisor meetings?

I'm not sure where I stand on the budget, but I like Daly's frankness, and I agree that the mayor's handlers seemed a bit overprepared for this "attack". Any time you read about professional public relations people being "shocked" or "hurt" you have to pinch yourself.

In an administration that avoids spontaneity and takes months to respond to day-to-day issues, it seems odd that the Mayor's office was almost instantly on this story.

 

I think we can all agree that neither Angeliatioto-Pier or Chris Daly are doing the job that they were sent to city hall to do. Angeliatioto-Pier is lazy, and Daly has a lot of personal issues that are affecting his performance. Not sure how to address it, but they both need to look in the mirror. Good posts addressing both Supervisors issues.

I remember a few years ago when Newsom first appointed Angelalioto-Pier to the board most progressives breathed a collective sigh of relief because we were really worried there for awhile....the only losers from that one were the residents of district 2 because Michela has fumbled nearly every issue she has tried to address for them, to the point where she doesn't really even try anymore.

 

I would not make the gross assumption that those of who are repulsed by Chris Daly's behavior while in Board meetings lately are necessarily any less repulsed by the Mayor's behavior in City Hall. I know it makes for a better soap opera, but there are not necessarily just two sides to this drama.

I will tell you that I do not feel nearly the same contempt for the Mayor as I do for Supervisor Daly. I feel as much contempt (if not more because he represents me at a much more local level) for Chris Daly's BEHAVIOR (not the man, just the immature b.s.) as I do for the behavior of the two folks in the White House these days (Bush and Dick). We need politicians who are mature, will listen to others, and who are not prone to having outbursts that make one wonder if they have tourettes.

 

I have contempt for Mayor Gavin Newsom because he surrounds himself with immoral real estate vultures like Jim Sutton or Rob Black, whose focus in life is convincing the two thirds of the residents of San Francisco to get financially wiped out in the real estate market....

Did you read the SF Chron's 6/21 editorial about him?

"...There's not enough space on this page to recount all the tantrums, boorish outbursts and political shenanigans that make the word "progressive" a joke when applied to him. His November election-night party -- with him and supporters chortling on stage as his wife led profane chants against his adversaries -- was a classic show of gracelessness in victory. Time for him to visit an anger management coach, or maybe "Peaceful Hills" sanitarium.

 

Strangely enough, our socialist Cuba loving erratic supervisor from district 6 seems to have the best natural innate business judgement of anyone sitting in either the legislative or executive branches of city government, which makes sense to me because if you look at the district maps you will see that Chris Daly represents probably the most economically diverse, divided, difficult district in the City.

Michela Alioto-Pier, depite her demonstrable incompentence, is probably not quite a total disaster simply because she represents the most easily governed district in the entire city. It takes no political skills whatsoever to represent district 2.

It is the supervisors who represent the most divided, most difficult to govern districts in the city -- Daly, Peskin, Mirkirimi, who get the greatest criticism.

It is the representatives who are the greatest politicians, with the most challenging districts that require the highest level of attention and skills, who have the reputation for being 'progressive lunatics'.....

 

I am always very polite when calling the Mayor's office. They still hang up on me. And I guess his "communications" staff are too busy posting on this blog to call citizens like me back.

 

Chris Daly has his hands full with district 6.

Michela Angelalioto-Pier has to maybe show up once a month to a brunch somewhere and stick out her pinky while she drinks her tea.

 

I love it that anybody who disagrees with Dalys increasingly irratic behavior on this blog is automatically part of some big Newsome machine. Well get over yourselves folks. I am a left wing former Gonzalez for Mayor volunteer, who is sick of Daly, not that impressed with Newsome, and am a lacy to noone, but will call a spade a spade when I see one, and Daly is totally unhinged....

So I'm confused by this division: It's impossible to represent the district's interests while acting like an asshole? I've heard plenty of comments of how he's a big meanie poopie-pants, but very few have commented on his record of getting things done. Admittedly, I don't know what that record is, though upstream in the comments others have suggested he's been fairly effective in getting things done for his district.

Do you possibly have the ability to speak for YOURSELF and only for yourself and not for "I think we can all agree?"

I'm not sure about Alito-Pier but as far as I'm concerned Chris Daly is doing the job he was sent to City Hall to do. Period. If you don't like his style, then tough. I happen to like his style. He tells it like it is in no uncertain terms (GOOD!) and does not act like some of these phoney-ass clone-mannequin politicians we have today with their uptight, constipated "decorum" nonsense selves. Screw it! Sick of it. I'm sick of plastic scripted politicians. Daly is not one of them. GOOD. But if you're into that type of dismal politician, there's a whole shit load of them to choose from (unfortunately).

I don't know where males get off thinking aggressive bullying and personal attacks are appropriate in our governing institutions, but it says a lot about our civilization under male power. Go Hillary! :)

I would expect such a response from someone who supports pro-war, pro-USAPATRIOT ACT (she voted "YES" for it), neocon, Bush-Enabler Hillary Clinton, who has said she will be another Margaret Thatcher. Yeah, that's what we really need. A female George W Bush/Joe Lieberman. The woman is a Traitor to the US Constitution because she voted YES for the USAPATRIOT ACT which shreds the US Constitution. She is no Liberal or Progressive and never has been and I presume this all pleases you. UGH.

Daly as style and substance as far as I'm concerned. He does get things done. His list of accomplishments were listed here last week. But if you don't like him, that's fine. As for your last sentence, if you don't like the City (I get that sense from what you wrote) and if you live in the City, MOVE. No one is forcing you to live here are they?
