Muni doesn't pay for the shelters to be built or maintained -- the outdoor-furniture company does. (Then they make a killing by selling the ad space.)

what's the point in having a contest for a fancy shelter design with the well known lack of cash that Muni faces perpetually? Just get some corrugated cardboard and some packing tape and slap something together and call it good. Problem solved! At least, till it rains, but we'll worry about that problem when it happens.
